DoD Comments on 9/11 Commission Draft Report Chapter 1 (version 070204 PPIO Additional Changes from Secretary Rumsfeld: L Ch 1, Pg 43. Para 3. Lines 3-4 Comment: (U) Regarding Secretary Rumsfeld's conversation with the President, a more precise timeframe is available, Recommendation/Alternate wording: (U) Delete "sometime after 10:00" and replace with "sometime between 9:50 and 10:10" 2. Ch 1. Pg 43, Para 4. Line 2 Comment: (U) Use of the verb "tried" implies that either the Vice President or Secretary Rumsfeld had a problem in communicating or understanding the situation. Recommendation/Alternate wording: (U) Delete the word "tried" and reword the sentence to read: " At 10:39, the Vice President brought the Secretary up to date as both participated in the Air Threat Conference." 3. Ch 1. Pg 44. Para 1, Lines 3-4 Comment: (U) Amplifying information is available concerning the Secretary's activities. Recommendation/Alternate wording: (U) Delete the sentence: "He arrived in the National Military Command Center shortly before 10:30." Replace the sentence with: "After going to the crash site, he returned to his office and spoke with the President by telephone. (As noted above, this conversation did not include the subject of shootdown authorization for hijacked aircraft.) Secretary Rumsfeld then moved to the Executive Support Center (ESC), adjacent to the National Military Command Center (NMCC), at about 10:10 where he joined the White House video teleconference. The Secretary then moved to the NMCC at approximately 10:30. Smoke was filling up the ESC, and the Secretary wished to be collocated with the VCJCS. The Secretary refused evacuation from the Pentagon. If he had accepted, he would have been on a helicopter and likely out of communication with other principals.
