Secret Service Comments Concerning Chapter 11; On page 6, last full paragraph does not accurately reflect the recollection of Special Agent in Charge (SAIC) Chuck Green who is cited as the source for this information. SAIC Green recalls that there were two scenarios discussed during the exercise that day - one involving a chemical/biological incident and one involving a private plane. The report refers only to the scenario involving the private plane. SAIC Green recalls this scenario involved terrorists killing all of the employees of a small aircraft charter company in Atlanta. The terrorists then loaded a lear jet with explosives and took off toward Washington, D.C. The scenario ended with the plane tracked to North Carolina. Each agency representative was asked to explain how its agency could respond to this threat. SAIC Green does not recall stating that the Pentagon had chosen not to define its mission as including homeland defense or that there was "damn little" the government could do to stop this threat. SAIC Green recalls that the military representatives indicated during subsequent meetings that the Posse Comitatus Act prevented the military's involvement with domestic law enforcement issues. SAIC Green believes that he may have said there was little the government agencies could do to stop this threat without the assistance of the military.
