Supervision of Rural Financial Institutions (RFIs) Strategy Consulting • Formulated policies, in collaboration with the Reserve Bank of India (RBI), in critical areas in the health of financial institutions, specifically around compliance functions, financial surveillance, prevention of frauds, investment management, etc. ─ Provided informed inputs on these areas to RBI for the central bank’s macro policy decisions. • Devised a customized Early Warning System for Bank Indonesia (central bank of Indonesia) to enable it supervise banks, as part of an international consultancy assignment. ─ Received appreciation and acknowledgement of the client and the German sponsors of the assignment. • Continuously monitored RFIs under an Off-site Surveillance System (OSS) to ensure their financial health. ─ Analysed reports generated, issued Early Warning Signals to the banks and mentored them in taking corrective measures under a Trigger Point Policy. ─ Successfully elicited cooperation from the RBI in improvising the OSS to reflect the increasing complexities of RFIs’ operations. Implementation • Under the central banking function of NABARD, handled on-site inspection and portfolio appraisal of RFIs, with particular focus on stress–testing their risk absorption capacities. • Effectively processed market intelligence in detecting, analysing and warning banks to preempt potential irregularities in their securities transaction. • Acquired a deep understanding of the dynamics of rural markets, especially rural financial markets, by way of extensive travels to rural areas and gaining first hand experience of rural market behaviour. 1

Leadership • Provided financial and systems expertise, guiding RFIs in areas as risk management, assetliability management, strengthening of organizational governance and internal control systems. • Initiated adoption of technology for risk-based supervision and real-time determination of the financial health of banks for issue of timely warning signals. • Counselled weak banks on strategising implementable action plans and developmental programs for them to attain viability through corrective actions. Project Management • Conducted detailed physical and financial appraisal of infrastructure projects with outlays upto Rs.30 crore. ─ Prominent were those on warehouses and cold storages, for each of which five consultancy assignments were completed on their feasibility and techno-economic viability. • Appraised and reviewed long term credit requirements of financial institutions (FIs), prior to disbursing refinance of more than Rs 2,100 crore to over 80 banks in the UP region. Consultancy Projects • Advised Government of UP for charting a roadmap for promotion of food processing industries in the state. ─ Reputed to be the largest knowledge sharing project in terms of scope and revenue generated for NABARD, Lucknow. Leadership • Effectively boosted the promotion of micro-finance, Self Help Groups (SHG) and their linkage to bank credit, resulting in increased stimulation to this mode of finance by the FIs, through capacity building of stakeholders and delivery of sensitisation workshops. • Actively involved in policy making and creating consensus with partner agencies on the mechanism for regulation of microfinance institutions. ─ Contributed to the development of the Microfinance Bill of the Government of India, awaiting imminent parliamentary approval. • Initiated and spearheaded a team for credit planning, documenting detailed sector-wise Potential Linked Credit Plans (PLPs) at the district level for each of the 70 districts of Uttar Pradesh within a short period of five months. ─ Received appreciation from the Deputy Chairman of Planning Commission, Govt of India.
