Dear Sir, The PUC referred above received in this Department is a D.O. Letter No. X.11018/46/2018-DRS dated 14 March, 2019 from Dr. Mandeep K. Bhandari, IAS, Joint Secretary, Govt. of India, Ministry of Health & Family Welfare, Nirman Bhawan, New Delhi -110001, wherein it is submitted to ensure releasing of an advertisement on subject matter in the newspaper within a week so that affected patients can approach either State Level committee or Central Level Committee. 32. In this connection, it is to be submitted that based on the direction of Ministry of Health & Family Welfare, Govt. of India’s vide letter No. X.11035/25/2015-DFQC dated 30.08.2018 addressed to Principal Health Secretaries of all States/UTs (Page 2-6/c), wherein, it was requested to form State Level Committee & to advertise the subject matter in News Papers so that patients can approach State Level Committees or Central Level Committee for claiming compensation. Accordingly, a State Level Committee has already been constituted with the approval of Secretary (H & FW) by the Govt. of N.C.T. of Delhi. The copy of order dated 08.01.2019 issued by Dy. Secretary (H & FW), Govt. of N.C.T. of Delhi regarding the constitution of State Level Committee is placed at Page 25-26/c. 33. That on 26.01.2019, the advertisement on the subject matter has been published by Govt. of N.C.T. of Delhi in one English Newspaper “Times of India” & one Hindi Newspaper “Navbharat Times” in Delhi NCR Edition. The copy of both the advertisements are placed at Page /c. 34. It is also submitted that Delhi State has already started receiving application for compensation from the patient and till date Delhi State has received total three (03) applications for seeking compensation from the patients implanted with faulty ASR Hip Implants Manufactured by M/s DePuy International Ltd. U. K. These applications were already reviewed / scrutinized by the Members of State Level Committee, Delhi in a meeting held on 08.03.2019. During scrutiny of aforesaid applications, two applications out of total three were not found in order with respect to requisite documents and a notice has been issued to these patients for resolving the shortcomings observed by State Level Committee. While one application of patient named Sh. Satish Chnader Maggo was found complete and the recommendation for the same has already been submitted to the Central Level Expert Committee as per the procedure.
