Commonwealth Preservation Act The Commonwealth of Rucesion recognizes Citizenship and Political Office as privileges, and will apply the standards set forth in this Act for admission of new citizens and current citizens taking office. 1) Eligibility Higher office may not be taken by any Aislings who bear a criminal mark less than four Deoches old, or bear three or more criminal marks. If their criminal marks are less than 3 marks and 4 Deoches old or older, they may apply to gain eligibility. Any Aislings that bear a warrant for, are being investigated for, or are under the effects of an Exile or Barment may not take Citizenship or Higher office in Rucesion. Any Aislings taking citizenship or higher office in contravention of this Section is to immediately renounce citizenship, witnessed by an Administrative Official, or face exile. Any officials who admit or sponsor such an Aisling are to be dealt with in terms of the Integrity Assurance Act. There is no means for barred or exiled Aislings to appeal to this law.
2) Application An Aisling meeting the requirements of Section 1 may apply to hold higher office. The application is to be lodged with a Legislator, and placed for review within one moon of receipt. 3) Voting The Legislator who receives the application is to ensure that it meets the requirements of this Act before posting it on the Judgments Board, and opening the voting on the application for one moon. Every Administrative Official holding office during that moon is to vote on the application or indicate abstention, or incur a demerit in terms of the Integrity Assurance Act. Applications which receive at least 75% support , being no less than three votes, are approved. A Legislator is to close the voting, post the result on the Judgments Board, and inform the applicant of the outcome. Applicants are responsible for keeping memories of approvals, which may be requested by officials at any time. Aislings whose applications are denied may not reapply for one Deoch.
4) Persistence of Preservation Any official, excluding Respected Citizen, who attains four or more criminal marks less than eight Deoches old and who has no record of approval in terms of Sections 2 and 3, or receives an additional criminal mark after receiving approval in terms of Section 3, must submit an application in terms of Section 3. If such application is denied in terms of Section 3, he is immediately to renounce citizenship or face exile. 5) Authority As the Legislature is responsible for maintaining the integrity of the citizenry, Legislators are hereby authorized by this Act to issue banishment warrants for contraventions of this act. 6) Inappropriate Names The Commonwealth of Rucesion maintains the right to preserve its heritage through the regulation of Aisling Names. 6.1) Guidelines An Official must deny admission to an Aisling requesting citizenship if the Aisling's name is unpronouncable. ((Inappropriate names are include, and are limited to:a) Names which are surrounded by arbitrary letters xxnameherexxb) Names which contain arbitrary letters nameXnamec) Names which are gibberish wwwwww or txrspmnw)) 6.2) Authority Any citizen of Rucesion who is found to have a name in violation of this Act is to immediately ordered to renounce citizenship or face exile. Any Official of Rucesion may order a citizen with an inappropriate name to renounce citizenship. Should the citizen fail to comply, any Official of Rucesion may order an exile or banishment warrant provided they retain a memory of Aisling's citizenship and name ((paper doll)), and forward the memory immediately to all Judicial officials currently in office.
6.3) Appeal There is no means of appeal to this law if an Aisling's name is found to meet the restrictions as outlined in section 6.1 of this Act. In the event of this determination being contested, an Aisling may first request that a Judge review their name, and finally, they may request one Knight review their name for adherence to the guidelines outlined in section 6.1 of this Act. 7) Preservation of Office In order to safe guard the integrity of Rucesion Office, the following procedures are now placed in effect. 7.1) Background Check Any Aisling who seeks the office of Demagogue, Burgess, Guard Captain, or Judge must first submit to a background check. In the event that an Aisling has previously held one term or more of any office save Respected Citizen in Mileth or were an official of Hwarone, they must submit an application for office when they are eligible to seek the above mentioned offices. 7.1.1) Eligibility Any Aisling who is currently under warrant for banishment, exile, political bar, or Sgath must first satisfy their punishment. If such an Aisling gains a criminal mark due to such action, they must also apply to satisfy the requirements in Section 1 of this Act. 7.1.2) Application The application must include a list of offices and terms served in Mileth or Hwarone, the date of the most recent occasion they have held office in Mileth or Hwarone, a short summary of why they feel they should be allowed to assume office in Rucesion, a detailed summary of any corrective actions taken against them while in office, and state which office they seek to obtain. The application may be mailed to any administrative official, and posted on the Judgment Board for review. An administrative official reserves the right to void an application which does not list all corrective actions taken against them.
7.1.3) Voting Once the Application has been received and posted on the Judgment Board, all administrative officials have one moon in which to vote yes, vote no, or abstain from voting on the application. Any official who fails to vote may be warned for Dereliction of Duty as seen fit by their superior(s) and/or peers. After one moon, any administrative official may close and tally the vote and place the results on the Political Discourse board. Any application which fails to receive a simple majority or ends in a tie will be denied. Any Aisling who is denied may reapply in four Deoches. The list of Aislings approved or denied by this law will be kept by Demagogues. 7.1.4) Situational Ethics Due to the vast differences between Mileth, Hwarone, and Rucesion Law, any Aisling who receives approval to take office must also undergo a test of situational ethics, to be administered by a Judge or Burgess. Failure to pass a test of Situational Ethics will result in denial for office, and the Aisling may reapply in four Deoches. A test of situational ethics must include questions which highlight the core values of Rucesion Office, such as avoidance of personal involvement, cooperation, and teamwork. 7.2) Violations Falsifying information on an application, cheating on a situational ethics test, or taking office without the approvals listed in this law will in punishment listed in IAA Section 7. The applicant will have to wait 5 Deoches to reapply.
7.3) Special Circumstances Any Aisling who has already attained higher office in Rucesion by the 50th Deoch is exempt from the requirements of this law. In the event of a disputed punitive action in Mileth, an administrative official reserves the right to hold a hearing to determine the appropriateness of the action.
