Considering the facts on the table, I strongly agree with the first sentence about the manmade crisis on the water shortage specifically with the Manila Water concessionaires and how it greatly impacted its consumers. Some even says, “It is better to have electric shortage than a water crisis”. Here in Pampanga, we might not feel the effects of this but on the other hand, I can personally attest to this. I am working in Pasig City and the schedule of water supply is every 5:00 A.M. and ends until 4:00 P.M. How can I possibly store water for my night use if my schedule begins at 8:30 A.M. and ends in 5:30 P.M.? Hence, it really is a struggle to focus on the 2019 budget while our minds are clouded by the problem at hand. Since I am currently working in National Economic and Development Authority, Central Office, Ortigas Center, Pasig City. What Director General or Secretary Pernia said that there are lot of consequences of the delay in the enactment of the budget. The projects and plans of the government for the year 2019 will delay and cannot meet the target date. It’s almost the end of the first quarter and the budget is not yet approved. I think it is a better recommendation for the annual budget to be approved on the third quarter of the previous year. The last quarter is the month where all or almost half of the employees, lawmakers and politicians go on their Christmas break. How can we target the goals and achievement by 2022 if 2019 budget is still for approval? Even the President said that he wanted to sign the budget as soon as possible but does not want to sign a budget that is “illegal”. Therefore, on the pressing issues of the Congress delaying the finalization of the budget, I concur to the formation of a new department that overlooks the changes that reflects to the finality of the budget as the article suggests. This is also a good way to counter the own agenda of some congressmen about the so called "pork barrel" which will undeniably affect the backbone of the country's economy the local government. I as well agree that the budget should coincide with the plan of the President ergo amplifies the growth of the economy and the rate of development. Abridging the facts and the proposed solution on this matter, we Filipinos should be the first evaluating body to audit the proposed budget and the plans that comes with it. Because we should be the front lines on leading our country to prosperity and growth.
