PINE FOREST PROPERTY OWNERS ASSOCIATION Regular Meeting of the Board of Directors and the Architectural Control Committee January 13, 2009 President Tom Arcy called the meeting to order at 7 p.m., at the Tahitian Village Fire Station No. 2, in Bastrop, Texas. Other members present included the following: Daniel Igoe, Vice President Jim Mack, Treasurer Loretta Hennard, Secretary Charles Slack, ACC Chair Al Martin, ACC Wayne Hulsof, ACC Bill Haschke, Board Ed Skarnulis, Board Charles LeBlanc, Board/Immediate Past President Visitors Before addressing the agenda, President Arcy introduced Jason Rowe, Lone Star Waste Disposal (office phone: 512-718-3801, or cell: 512-321-3211), who explained the services that he provides, including bulk trash (which the regular waste disposal services do not collect) and recycling (only plastic #2). The charge for dropping off the above mentioned items is $200 per quarter. Charles LeBlanc moved, and Daniel Igoe seconded, that Pine Forest agree to these terms. The motion passed. John Creamer requested a vote to be recorded in our minutes, stating whether we agreed to accept or decline the proposed amount of revenue that we would receive from the sale of Unit 6, as proposed by the Bastrop Independent School District in response to the offer made by the developer, Robert Leffingwell. The proposed amount to be paid from the developer is $156, 367.60. In addition, Mr. Creamer reported that the developer agrees to make all of the improvements including roads. Bastrop County has not approved the sale as of this date. The City Council of Bastrop is to consider this matter
this night. Only the street of Briar Forest, which is partially developed, lies within the city limits. Following a brief discussion, Jim Mack moved, and Ed Skarnulis seconded, to sign the agreement to accept the proposal as stated above. The motion passed. Bill Haschke moved, and Jim Mack seconded, to include this item on the agenda for the Annual Meeting in February. The motion passed. Ed Skarnulis said that, since there are several locations for recycling in the area, perhaps the President should name a committee to provide a formal proposal to handle this problem. Minutes The minutes of the November meeting were distributed for approval and/or correction. Treasurer’s Report Treasurer Jim Mack distributed the treasurer’s report and explained its contents. The Association is committed to paying approximately $97,000 for projects in progress. Ed Skarnulis moved, and Bill Haschke seconded, that the report be approved as presented. The motion carried. Roads Update Al Martin reported a problem at the end of Tall Forest (next to ColoVista Drive) where large vehicles (trash, delivery, construction trucks) cannot turn around, resulting in using Mr. Martin’s driveway to back up, which poses the possibility of serious damage. He requested that this area be made passable. President Arcy presented a proposal from Bastrop County for the replacement of the 65-food culvert on Tall Forest (attached). Al Martin moved, and Ed Skarnulis seconded, that we accept the County’s recommendation to replace the culvert with the same size (3-foot galvanized) as exists. After some discussion concerning how heavy rainfall floods the area, however, Bill Haschke moved, and Al Martin seconded, that we amend the previous motion to provide for a 4-foot galvanized culvert. The amended motion passed.
Bastrop County has requested a survey for Pine Shadows so that the road work can be completed. Since there are no visible markings to define the area, the following estimates have been offered by the surveyors: (1) If the survey pins are located, approximately $800; and (2) if no pins are found, or if most pins are missing: $1,200. Charles LeBlanc moved, and Bill Haschke seconded, that the survey be completed. The motion passed. President Arcy stated that the ‘wings’ on Kamakoa still have not been finished. Karen Pickard (BCWCID No. 2) has not provided estimates as requested. The following road projects started in 2007 were completed in 2008: Kainalu, Pinecrest, East Tanglebriar, first half of Timber Lane. Also, three cement caps/bridges on Pine Shadows, Kamakoa, and Pinecrest have been installed or replaced, thereby improving access for emergency services vehicles. The following road projects started in 2008, to be completed in 2009, include the following: Tall Forest, second half of Timber Lane, second half of Pine Shadows, and the lower portion of Kamakoa. Miscellaneous A property owner has requested that dues for those older than 70 years, who have been paying for 20+ years, be waived. Those present decided there is no equitable way to honor the request. Residents whose trash, set out for pick-up, has been disturbed by dogs have asked if there is any way to enforce prevention of this problem. This problem is to be addressed at the annual meeting in February. One resident complained of too many trees being removed for road construction. The group sympathized. It has been noted that not all cul de sacs have been paved. After some discussion, the group determined that because of the nature of the work being done, these cul de sacs are last priority to be completed when all roads scheduled for paving are completed.
Another resident complained about a builder’s erection of duplicate houses on the same street. This issue of “cookie cutter” building should be addressed with the builder. Signs announcing the annual meeting will be installed. Sign-up sheets for committees are to be available. Contact Willie Pina about enforcing speed limits within the subdivision.
