PHILIPPINE AIRPORT CONGESTION DUE TO LACK OF AIRSIDE AND TERMINAL CAPACITY.

Question

How do we address the increase in passenger growth while promoting tourism in the Philippines?

Background:

The present problem being faced by most airports in the Philippines is incapability to accommodate flights in time due to limited airfield capacity. The passenger growth has doubled over the last decade with only 11.5 million passengers in 2007 to 24.4 million passengers in 2017 according to the Civil Aviation Authority of the Philippines (CAAP). This boom in the Philippine International Aviation Market calls for improvement in the system of accommodating this increase in arriving and departing passengers. The top 3 busiest airports in the Philippines are the Ninoy Aquino International Airport, Mactan Cebu International Airport, and the Francisco Bangoy International Airport in Davao. The number of aircraft movement (take-off and landing) they receive per day is at 730, 190, and 60 respectively. With 2 runways at NAIA and 1 for both Cebu and Davao International airport they can’t seem to handle the influx of daily arriving and departing passengers. Both runways and terminals are packed while trying to accommodate these flights. There is trouble in trying to sustain this increase due to limited airfield and terminal capacity according to the CAAP-CAPA. This incapability to accommodate flights causes passengers to remain inside the terminal longer and one of the problems encountered by them is that there is nothing to do in transits. Thus, the need to provide amenities to cater to those people waiting to board their planes. The airport plays a role in projecting a country’s national brand. It is the first and last thing tourists see in a country thus the need to improve service and facilities. The common approach is either adding more terminals and renovating airport facilities or completely transferring the entire airport. The researcher proposes another way in looking into the problem on how to cope with passenger growth. Studying the airside and terminal capacity and their need to be addressed simultaneously to cater to present and future passengers.

AR200 Approach/Proposed Method:

PROPOSAL 2-C This study will investigate the effects of the increase in passenger growth to the overall experience of international and local tourists inside the airport. It will also tackle the deficiencies of amenities being offered inside terminals. A case study will be conducted on the top 5 busiest international airports in the Philippines; namely—Naia International Airport, Mactan-Cebu International Airport, Davao International Airport, Kalibo International Airport, and Iloilo International Airport. The data recovered will be used to study circulation of passengers inside the airport and the facilities present for public and private use. Theories formulated will be verified by case studies and oral investigation. The research finding is intended to alleviate airport conditions and to create a more efficient air transport terminal.

Hypothesis (Optional)

The principal aim of this paper is to find sufficient supporting data which verifies the hypothesis if the airside and terminal capacities are addressed simultaneously, thereby provides sufficient accommodation to both passenger and aircraft More precisely, it will attempt to respond to these queries: a. What are the problems encountered by passengers inside the airport in term of its facilities? b. What are the causes of delay in accommodating aircrafts? c. What are the requirements not met by international airports in the Philippines, if there are any, that cause problems in the airport?

AR200 Objectives:

PROPOSAL 2-C The study therefore aims to understand how to properly and efficiently address the continuing increase in airport passengers while also taking into consideration the role of an airport as a projection of the country’s national brand. In line with this it will attempt to accomplish the following objectives: 1. To study the circulation of passengers inside the airport. 2. To study and analyze present and past issues of airports in the Philippines. 3. To research about airplanes and airport runways and how critical their size, distance, location is0020to a smooth flow of aircraft movement.
