Title : Study & Observation the PCD, IED & IS PCD:PCD stands for Production Control Division. It is the heart of BITAC (Bangladesh Industrial Technical Assistance Centre). PCD gets any order of a job from the party through IED (Industrial Engineering Division). IED hands over the workorder, quotation form and job’s drawing/sample provided by the party. Then the operations which should be performed sequentially are decided by the PCD. PCD makes an operation sheet for the job and supplies the copy of operation sheet to each floor in-charge in which the job should be replaced. PCD also supplies material from the store. PCD selects the required time for each shop. The required time that is given for each shop to perform their duties depends upon the total time within which the job should be delivered. If the selected material of required size and shape is not available in the store, the PCD makes material requisition form and sends a procurement slip to purchase department to buy required materials from outside market. Purchase department buys materials by tender. Then the materials are supplied to shop. Then according to the operation sheet, the job goes under different operations in the different shops. PCD operates observes whether the processes are performed in each section in time or not. If the job is not completed within time then it will be the failure of PCD. And the party will be dissatisfied upon BITAC. But if PCD can feel it earlier that the job can not be delivered within time, it can give a letter to party praying for some extra days for completing the job and for each extra day the party will cut a certain amount of money from the total cost. Again sometimes it is found that there is lack of information in the drawing that had been already checked by IED. Then PCD informs it to the party and partly provides another drawing sheet where all required dimensions are present. When the job becomes ready for delivery then PCD gives a letter to the party through IED informing that the job is ready for delivery. PCD also sends forwarding bill to the accounts section and the accounts section sends formal bill to the party. Page-14

IED:IED stands for Industrial Engineering Division. Its functions are as follows: •to handle customer (main function) •to calculate the total cost required for performing the job •to give work-order of the job to PCD •to estimate the strength of material •to select the material which possesses the required property (if necessary) At first when a party/customer (personnel/government/non-government institute/factory) needs to make a job, it comes to BITAC and meets with IED section. It discusses with ED about its necessity (suppose 3 gears of 30 teeth). The party provides a drawing or sample of the required job. Then IED decides if BITAC has the capacity to do the job or not. Sometimes all operations of the job can not be performed in BITAC. In that case, a quotation form is given to the party and that operation is performed from any outer shop. Then IED estimates approximate cost of the job or product according to the drawing or sample and number of products. The total cost consists of material cost, casting cost (if necessary), matching cost (depreciation cost, electricity bill, salary of the workers), overhead cost (25% of total cost and it ultimately goes to Bangladesh Bank), emergency cost (if necessary, generally 10% of the total cost), packing cost (if necessary) and transport cost (if necessary). If the party does not select any material then IED estimates the required strength of the material according to its purpose and finally selects the material with required strength and property. After estimating the total cost for the job, IED offers a price to the party. If the party agrees to it, then the party places a work-order to the IED. For a govt. institute/factory, the total cost can be paid after finishing the job. But for a non-govt. institute/factory, half of the total cost should be paid instantly. Then IED prepares a job file and gives a job number. Lastly IED hands over the quotation form and work-order to PCD by a job file.

IS:IS stands for Inspection Section. The duty of inspection section is to measure the dimensions of the job and comparing it with the sample or drawing. If the size of the job becomes alright after matching then it should be sent in heat treatment and protective coating section and when the job is finally prepared for delivery then it should be further sent to inspection section. IS then further measures the dimensions of the job and if it satisfies the required size then it should be handed over to PCD.
