KUWAIT’s Interior Ministry has announced new regulations for issuing various types of visit visas. The General Department for Residency Affairs affiliated to the Interior Ministry has set a minimum salary of KD 500 (` 1,17,367) for sponsors applying for visit visas for their parents or in-laws. The concerned authorities are authorised to determine the duration of the visit – either family visa for a duration of 30 days or tourist visa for a duration of 90 days – based on the sponsors’ profession and circumstances, and the purpose of the visit. Regarding visa for siblings, expatriates can apply for family visit visa for them for a duration of only 30 days. Extending duration of visit still remains suspended for all types of visit visas. Members of the family (father, mother and parents of the wife) can stay for three months instead of one month while on visit, as per the new regulations.

HE UAE is expected to introduce a new six-month visa even as the six-month jobseekers visa scheme, made available to violators seeking the UAE amnesty programme, ended on December 31, 2018. The UAE Cabinet had announced major changes and new visa facilitation procedures for visitors, residents, families and people overstaying their visas. Among them was the decision to introduce a new six-month visa for jobseekers who overstayed their visa, but wish to work in the country. The temporary visa is meant to enhance the UAE’s position as a land of opportunities and a destination for talents and professionals. The new six-month visa, announced last June by the UAE Cabinet as part of a legislative package of visa facilitations, will soon be extended for jobseekers who overstayed their visa but wish to work in the country. The new visa scheme will allow unemployed residents to stay in the country to look for a job. However, it has not yet been implemented by the authorities. Officials have clarified that as of now, the scheme ended when the

amnesty was over on December 31, 2018. There has been no official announcement yet about the new temporary visa scheme for unemployed residents. The amnesty programme, which

was extended twice before finally ending on December 31, 2018 allowed violators to modify their residency status by getting a new-sponsored valid visa or applying for a six-month temporary employment visa.

The proposed scale up of the initiative through enhanced recurring and non-recurring cost is a path-breaking initiative. This will immensely help in reducing gaps in literacy between ST population vis-à-vis overall population. The focus is on academic excellence through this upscaled initiative and will lead to holistic development of tribal children. The Ministry of Tribal Affairs (MoTA) was set up in 1999, with the objective of providing more focussed approach on the integrated socio-economic development of STs, the most underprivileged of the Indian society, in a co-ordinated and planned manner. HE Ministry of Shipping has strived to improve employment generation in the shipping sector during the last four years. The number of trained active seafarers today is 1.54 lakh, of which 4,700 are women. As many as 810 women are employed in the shipping sector. The last four years saw an unprecedented growth of 42.3 per cent shipboard jobs for Indian seafarers. The seafarers employed on ships worldwide increased from 1,08,446 in 2013 to 1,54,349 in 2017. India now provides 9.35 per cent of the global seafarers and ranks third in the list of the largest seafarer-supplying nation to the world maritime industry, said Mansukh Mandaviya, Union Minister of State for Shipping, Road Transport & Highways. The Directorate General of Shipping has started issuing the Indian Continuous Discharge Certificate or CDC for candidates who have completed the five basic STCW courses since January 2018. Prior to this, candidates who were doing the long-duration pre-sea courses were issued Indian CDC. This initiative of the Directorate has mobilised lot of seafarers to pursue Indian CDC, who otherwise were holding CDC for other flags like Panama, Liberia etc. The ban on opening of the new pre-sea and post-sea institutes has been lifted and various requirements for approval of courses are also delinked. This has considerably helped in opening of the new maritime training institutes. This shall definitely assist in further increasing the number of Indian seafarers in global market, added Mr Mandaviya.
