Staff Selection Commission will hold on 14.06.2009, a competitive examination for recruitment to the posts of Section Officer (Commerical Audit),a Group ‘B’ Non-Gazetted post in the office of Comptroller and Auditor General in the pay scale of PB-2 (Rs.9300-34800 with Grade Pay of Rs. 4800) (Prerevised Rs.6500-10,500) all over the country. 2. Above relaxations are available only if the candidates fulfill the various conditions prescribed in the Govt. of India orders and instructions in this regard. To claim age relaxation, reserved category candidates should submit a copy of the Community Certificate. Definition : Persons With Disability (PWD) – Definition of Categories of Disabilities: (a) An Orthopaedically Challenged (OC) person is one suffering from Locomotor Disability or Cerebral Palsy. Persons who suffer from not less than 40% of relevant disability (as certified by a Medical Board appointed by the Central / State Govt.) would be eligible for reservation in services/ posts. Locomotor Disability means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy. Cerebral Palsy means a group of non progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the prenatal, perinatal, or infant period of development. (b) Deaf & Hearing Impaired (HI) : the deaf are those persons in whom the sense of hearing is nonfunctional for ordinary purposes of life i.e. total loss of hearing in both ears. They do not hear, understand sounds at all even with amplified speech. Hearing impairment means loss of sixty decibels or more in the better ear in the conversational range of frequencies. (c) Visually Impaired : (VI) The visually impaired persons are those suffering from blindness or low vision. Blindness – refers to a condition where a person suffers from any of the following conditions (i) total absence of sight, (ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses, (iii) Limitation of the field of vision subtending an angle of 20 degree or worse. Person with low vision – means a person with impairment of visual functioning even after treatment or standard refractive correction, but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device. The visually impaired candidates and candidates whose writing speed is affected by cerebral palsy can use their own scribe at their cost during the written examination. In all such cases where a scribe is used, the following rules will apply : The candidate will have to arrange his/ her own scribe i) at his/ her own cost. ii) The academic qualification of the scribe should be one grade lower than the stipulated eligibility criteria. iii) The scribe can be from any academic discipline for Post Codes 07 and 08. For Post Codes 01-06, the Scribe has to be from a discipline different from that of the candidate. The scribe should possess less marks than the candidate and not more than 60% marks in his own academic stream. iv) Both the candidate as well as the scribe will have to give a suitable undertaking, confirming that the scribe fulfills all the stipulated eligibility criteria for a scribe as mentioned above. Further, in case, it later transpires that he/ she did not fulfill any of the laid down eligibility criteria or suppresses material facts, the candidature of the applicant will stand cancelled, irrespective of the result of the written examination. v) Such candidates who use a scribe shall be eligible for extra time of 20 minutes for every hour of the examination. During the above course, the trainees will be paid a stipend of Rs.20000/- p.m. Accommodation facility for self only will be arranged by DMRC during the period of the course at IIT/Delhi. Induction : On successful completion of the course, the trainees will be inducted as Assistant Manager in DMRC in IDA pay scale Rs.11000-350-15200/- (likely to be revised based on second Pay Committee’s report for IDA pay scales). Those opting for other Metros will be absorbed as Assistant Manager in prevailing pay scales. The Trainees who secure more than 60% marks during the PG Diploma Course will be granted two advance increments in Assistant Manager’s grade, while those who secure less than 60% marks will be granted only one advance increment at the time of induction. Such of candidates who do not complete the course or do not secure the minimum pass marks in the PG Diploma course at IIT/Delhi will not be inducted in DMRC/ other Metros. They will have to pay a bond amount of Rs. 5 Lakhs to DMRC/ other Metros towards training cost. Those candidates who successfully complete the course but do not join DMRC/ other Metros, their candidature will lapse and they will also have to pay an amount of Rs.5 Lakhs to DMRC as bond amount. Seniority: The inter-se seniority of the Executive Trainees in the concerned discipline at Assistant Manager level shall be decided based on the overall performance at the Post Graduate Diploma Course at IIT/Delhi. Their seniority upon absorption will count retrospectively from the date of start of the course at IIT/Delhi. Probation: After induction as Assistant Manager, they will be on probation for a period of two years. After successful completion of probation they will be confirmed. Bond & Notice Period: Before joining the course, they will have to execute a bond of Rs. 5 Lakh to serve DMRC/ other Metros for a period of five year (This is inclusive of the PG Diploma course period of one year). Qualification: - As prescribed above. The candidates who possess the minimum eligible qualification at the time of applying for the posts may only apply (Attach the copy of the same with the application). Candidates must possess the proof of passing the required qualification, with at least 50% marks , by the stipulated date i.e 14/04/2009 . Training & Probation: The selected candidates for CRA , on appointment will be on Probation for a period of two years (including period of training), where they will undergo intensive training for prescribed duration. For the post of Customer Relations Assistant (CRA), the selection methodology will comprise four-stage process – Written Test (two papers), Psycho Test/Personal Interview followed by Medical examination in Aye-one category. Candidates will have to pass through each stage successfully (including Medical examination), before being adjudged as suitable for selection. Candidates, who fail in the prescribed medical test, will not be given any alternative employment and decision of the Corporation is final on this issue. Written Test: For post codes 01 & 02 , the written test will consist of two papers (Paper-I and Paper-II, to be held on the same day in the same centre). Paper-I will consist of multiple-choice objective type questions, with provision of negative marking for wrong answers, on General Awareness, English, Logical Ability, Quantitative Aptitude and/ or knowledge of the discipline/trade. The Paper-I shall be of 1.5 hours duration. Paper-II will consist of subjective type questions on Paragraph Writing, Comprehension, Essay and questions on Science & Technology matter, in English Medium to judge the candidate’s comprehension skills & test of English language. The Paper-II shall be of 1.5 hours duration. Candidates who qualify in Paper-I and rank high on the merit list within the zone of consideration, as decided by the DMRC, will only be evaluated for Paper-II. Successful candidates based on the performance in Written Test (Both Paper-I & Paper-II put together) shall be called for Group Discussion/Interview (For Post Code- 01), and Psycho Test/Personal Interview ( for Post Code- 02 ), at Delhi. Character & Antecedents: The success in the examination does not confer any right to appointment unless the corporation is satisfied after such an inquiry, as may be considered necessary, that the candidate having regard to his/her character and antecedents is suitable in all respects for appointment to the service. NOTICE CLOSING DATE 09.04.2009 RECRUITMENT OF SECTION OFFICER (COMMERCIAL AUDIT) EXAMINATION, 2009 Staff Selection Commission will hold on 14.06.2009, a competitive examination for recruitment to the posts of Section Officer (Commercial Audit) (a Group ‘B’ Non-Gazetted post) in the Office of Comptroller and Auditor General in the pay-scale of PB-2 (Rs. 9300-34800 with Grade pay of Rs. 4800) (Pre-revised Rs. 6500-10,500) all over the country. 2. VACANCIES/ RESERVATIONS: The number of vacancies to be filled in is 240 (i.e. UR-122, SC-36, ST-18 and OBC-64). Out of these 240 vacancies, 04 vacancies are reserved for O.H. and 03 vacancies are reserved for H.H. These vacancies are provisional and may increase or decrease. NOTE-I: The persons recruited will be posted in offices of the department located in various States/Union Territories all over the country, interalia, these posts carry all-India service liability (AISL). NATIONALITY/ CITIZENSHIP: A candidate must be either: (a) a citizen of India or (b) a subject of Nepal, or (c) a subject of Bhutan, or (d) a Tibetan refugee who came over to India, before the 1st January, 1962, with the intention of permanently setling in India, or (e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania (Formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently setting in India. A candidate in whose case a certificate of eligibility is necessary may be admitted to the examination provisionally but the Offer of appointment will be given only after the necessary eligibility certificate has been issued to him by Government of India. 4. (A) AGE LIMIT: Between 18 to 27 years as on 09.04.2009 (normal closing date for receipt of applications) i.e. not born earlier than 10.04.1982 and not later than 09.04.1991. For various relaxations in age limit, see paras 4(B) to 4(D) hereafter. NOTE: CANDIDATES SHOULD NOTE THAT THE DATE OF BIRTH AS RECORDED IN THE MATRICULATION/ SECONDARY EXAMINATION CERTIFICATE OR AN EQUIVALENT CERTIFICATE ONLY, ON OR BEFORE THE DATE OF SUBMISSION OF APPLICATION WILL BE ACCEPTED BY THE COMMISSION AS PROOF OF AGE. NO SUBSEQUENT REQUEST FOR ITS CHANGE WILL BE ENTERTAINED. 4 (B) The Upper age limit as prescribed in Para 4(A) is relaxable. (i) for maximum of 5 years for candidates belonging to a Scheduled Caste or a Scheduled Tribe category. (ii) for maximum of 3 years for candidates belonging to OBCs in accordance with DP & T OM NO. No. 36012/ 22/93-Estt. (SCT) dated 8.9.1993 and OM No. 43013/2/95-Estt. (SCT) dated 25.01.1995 with its subsequent amendments. NOTE: The OBC candidates should furnish the relevant OBC Certificate in the format prescribed for Central Government jobs (as per Annexure-VII), issued by the competent authority on or before the Closing Date (09.04.2009) as stipulated in the Notice. OBC certificate in format other than the format prescribed meant for Central Government Jobs will not be acceptable and such candidates will be treated as UR candidates and not OBC candidate. (iii) For maximum of 10 years for candidates who are physically handicapped (orthopaedically handicapped and deaf only). For candidates belonging to SC/ST/OBC who are physically handicapped, the maximum relaxation of 10 years permissible for physically handicapped (orthopaedically handicapped and deaf only) shall be in addition to the age relaxation provided in terms of column (i) or (ii) above, as the case may be. (iv) Upto the maximum of 5 years to candidates of Jammu and Kashmir who have ordinarily been domiciled in the State of Jammu and Kashmir during, the period from 1.1.1980 to 31.12.1989. Any person intending to avail of the aforesaid relaxation shall submit the certificate from either District Magistrate within whose jurisdiction he had ordinarily resided or any other authority so designated in this behalf by the Govt. of Jammu and Kashmir to the effect that he had ordinarily been domiciled in the State of Jammu and Kashmir during the period 01.01.1980 to 31.12.1989. 4(C): The upper age limit as prescribed in Para 4(A) above will be relaxable upto a maximum of 5 years (8 years for OBC and 10 years for SC/ST) in case of Ex-Serviceman and Commissioned Officers including ECOs/SSCOs who have rendered at least 5 years military service as on 09.04.2009(Closing date for receipt of completed application, form) and have been released - (i) on completion of assignment (including those whose assignment is due to be completed within six months) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or (ii) on account of physical disability attributable to military service or (iii) on invalidment and in whose case Ministry of Defence issues a certificate that they can apply for civil employment and will be released on 3 months notice on selection from date of receipt of offer of appointment. Explanation: An ex-serviceman means a person who has served in any rank whether as a combatant or noncombatant in the Regular Army, Navy, Air Force of the Indian Union and (i) who retired from such service after earning his/her pension. This would also include persons who are released/ retired at their own request but after having earned their pension; (ii) who has beenreleased from such service on medical grounds attributable to military service/circumstances beyond his control and awarded medical or other disability pension; or (iii) who has been released, otherwise than on his own request from such service as a result of reduction in establishment; or “ (iv) who has been released from such service after completing the specific period of engagements, otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency, and has been given a gratuity; and includes personnel of the Territorial Army of the following categories, namely •.(a)Pension holders for continuous embodied service; (b) Persons with disability attributable to military service; (c)Gallantry award winners. NOTE-I:. Ex-servicemen who have already joined government job in civil side after availing of the benefits given to ex-servicemen for their re-employment are also eligible for the age concession. However, such candidates will NOT be eligible for the benefit of fee concession NOTE-II : The period of “Call up Service” of an Ex-Serviceman in the Armed Forces shall also be treated as service rendered in the Armed Forces for purpose of Para-4(C) above and NOTE-IV below. NOTE-III: For any serviceman of the three Armed Forces of the Union to be treated as.Ex Serviceman for the purpose of securing the benefits of Age relaxation, he must have already acquired, at the relevant time of submitting his application for the Post/Service the status of Ex-Serviceman and/or is in a position to establish his acquired entitlement by documentary evidence from the competent authority that he would complete specified term of engagement from the Armed Forces within the stipulated period of one year from the closing date i.e. 09.04.2009. EXPLANATION: The persons serving in the Armed Forces of the Union, who on retirement from service, would come under the category of ‘ex-serviceman 1 may be permitted to apply for re-employment one year before the completion of the specified terms of engagements and avail themselves of all concessions available to exservicemen but shall not be permitted to leave the uniform until they complete the specified term of engagement

in the Armed Forces of the Union. NOTE-IV The candidate must have the required educational qualifications on the date of application and must be in a position to produce the necessary document in support thereof on or before the normal closing date i.e. 09.04.2009. NOTE-V: The format of certificate/undertaking to be submitted by the candidates in this connection is given in Annexure- IV & V. NOTE-VI: AGE CONCESSION IS NOT ADMISSIBLE TO THE EX-SERVICEMEN THE SONS, DAUGHTERS AND DEPENDENTS OF EX-SERVICEMEN. 4(D): AGE RELEXATION FOR CENTRAL GOVERNMENT CIVILIAN EMPLOYEES: The upper age limit is relaxable upto the age of 32 years (37 years for SCs/STs candidates and 35 years for OBCs candidates) for the Central Government Civilian Employees holding civil posts who have rendered not less than 3 years continuous service on regular basis (and not on Ad- hoc basis) as on 09.04.2009 NOTE-1: Please also refer to NOTE- 2 under Para-2 of the Notice NOTE-2: The Central Government Civilian Employees should have rendered not less than 3 years continuous service on regular basis (and not on Ad-hoc basis) as on 09.04.2009 and should remain in Central Government service holding civil post in various Department/Offices of the Govt. of India till the candidate receives Offer of Appointment from the Office/Department where the candidate gets finally recommended for appointment through the examination. NOTE-3: Central Government Civilian Employees are required to submit a certificate (as per Annexure-lll) issued by their office indicating length of service at the time of applying for the examination to enable the Commission to decide their eligibility. They may send their applications directly to the Commission after intimating their Head of Office/Department and need not send another copy through proper channel. However, in case they decide to send Application through proper channel they must ensure that the application complete in all respects, reaches Staff Selection Commission by the closing date. Applications shall be rejected if received late and/or not complete in all respect in terms of above mentioned rules.’ SAVE AS PROVIDED ABOVE, THE LIMITS PRESCRIBED ABOVE SHALL IN NO CASE BE RELAXED. 4(E): PROCESS OF CERTIFICATION AND FORMAT OF CERTIFICATES: Candidates who wish to be considered against vacancies reserved/who seek age-relaxation, must submit requisite certificate from the competent authority alongwith their application for the examination, otherwise, their claim for reservation/age-relaxation status will not be entertained and their applications will be considered under UR (General) category. The nature & format of certificate is as under: (i) Annexure-lll for Central Govt. Civilian Employees candidates; (ii) Annexure-IV/V for ExS category candidates; (III) Annexure-VI for SC/ST category candidates; (iv) Annexure-VII for OBC category candidates;* (v) Annexure-VIII for PH category candidates. NOTE:!.Candidates are warned that they may be permanently or for a specified period debarred for the examinations conducted by the Commission in case candidates fraudulently claim SC/ST/OBC/PH status. NOTE-II: IMPORTANT REQUIREMENT OF PH CERTIFICATE (i) According to the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1996 notified on 31.12.1996 by the Central Government in exercise of the powers conferred by sub-section (1) and (2) of section 73 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (1 of 1996), authorities to give disability Certificate is the Medical Board duly constituted by the Central and the State-Government for the purpose. (ii) The certificate must be valid for a period of five years for the candidates having temporary disability In case of candidates with permanent disability, the validity of the certificate should be shown as ‘Permanent’. 5. ESSENTIAL EDUCATIONAL QUALIFICATION: As on 09.04.2009 (9th April, 2009) Bachelor’s Degree in Commerce of a recognized University or Chartered Accountancy or Institute of Cost and Works Accountancy (ICWA) or Company Secretaryship (CS) from recognized institutes/organizations. NOTE-I : Candidates who do not possess the proof of passing the required examination for obtaining the prescibed educational qualification as on the stipulated date are NOT eligible and need not apply for the post. NOTE-II : Mark-sheet/Provisional Certificates/Certificates (Degree) of Graduation issued by the Competent Authorities (University) would be accepted as proof of possessing the minimum Educational Qualifications by the applicants. NOTE-III: All candidates who are decalred qualified by the Possessing Essential Educational Qualification for appearing at the Personality Test/ Interview are required to produce proof of possessing essential educational qualification at the time of such Personality Test/Interview, failing which the candidature of such candidates will be cancelled by the Commission without any further correspondence in this regard. NOTE-IV : Degree/Diploma etc. obtained by candidates from open Universities/ Distance education will not be accepted unless the the same is accompanied with a certificate to the effect that the course is recognized by Distance Education Council in terms of Min, of Human Resource Development Notification No. 44 published in Gazette of India dated 08.04.1995 for the relevant period when the candidate has acquired the relevant qualification. 6. No person: (a) who has entered into or contracted a marriage with a person having spouse living; or (b) who having a spouse living has entered into or contracted a marriage with any person, shall be eligible for appointment to service. Provided that Central government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule. 7. A candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient discharge of his duties as an Officer of the service. A candidate who after such medical examination as may be prescribed by the competent authority, is found not to satisfy these requirements, will not be appointed. Only such candidates as are likely to be considered for appointment will be medically examined. NOTE: In the case of the disabled Ex-Servicemen a certificate of fitness granted by the Demobilisation Medical Board of the Defence Service will be considered adequate for the purpose of appointment. 8. The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final. 9. No candidate will be admitted to the examination unless he/she holds a Admission Certificate (AC) from the Commission. 10. All Candidates other than SC/ST/PH must pay the fee prescribed therein after. 11. In case of any attempt on the part of a candidate to obtain support for his/her candidature by any means, he/ she may be disqualified for the examination. 12. Action against candidates found guilty of misconduct: Candidates are advised to furnish correct particulars/information and documents and should not suppress any material information while filling in the application form failing which appropriate action may be taken against them by the Commission. A candidate who is or has been declared by the Commission to be guilty of :(i) Obtaining support for his/her candidature by any means, or (ii) Impersonating, or (iii) Procuring impersonation by any person, or (iv) Submitting fabricated documents or documents which have been tampered with, or (v) Making statements which are incorrect or false or suppressing material information, or (vi) Resorting to any other irregular or improper means in connection with his candidature for the examination/selection or (vii) Writing irrelevant matters including obscene languages or pornographic matter in the script, or (viii) Committing mischief or misbehaving in any other manner in the examination hall, or See Next Page...

(ix) Using unfair means in the examination hall, or (x) Possession of Mobile Phones/Cellular Phones/Pagers and or any other unauthorized electronic gadget inside the Examination Hall whether in use or not, will be deemed to have been using unfair means and would accordingly be liable to disciplinary action as deemed fit, including ban from future examination conducted by S.S.C.; or (xi) Taking away the Question Booklet/Answer Sheet with him/her from the examination hall, or passing it on to unauthorised persons during the conduct of the examination, or (xii) Harassing or doing bodily harm to the staff employed by the Commission for the conduct of these examination, or (xiii) Violation of any of the instructions issued to candidates alongwith their Admission Certificates permitting them to take examination, or (xiv) Attempting to commit, or as the case may be abetting the commission of all or any of the acts specified in the foregoing clauses, may, in addition to rendering himself liable to criminal prosecution, be liable:(a) to be disqualified by the Commission from the examination for which he/she is a candidate as also from any other examination/selection of the Commission in which he/she might have appeared but the final result/selection has not yet been declared/made, and/or; (b) to be debarred either permanently or for a specified period upto 10 years:(i) by the Commission from all examinations or selections held by them, (ii)by the Central Government from any employment under them; (c) to disciplinary action under appropriate rules if he is already in service under Government and; (d) or to take any other appropriate legal action. 13. FEE PAYABLE: Rs. 100/- (Rupees Hundred by CRFS only) No fee is payable by Scheduled Castes/Scheduled Tribe, Physically handicapped and Ex-Servicemen candidates. 14. MODE OF PAYMENT: The candidates should pay the fee by means of (CRFS) “Central Recruitment Fee Stamps” only, available at the counters of all post offices of the country. These Recruitment Fee Stamps may be pasted on the application form in the BOX earmarked for the purpose (at SI. No. 23 of the application form). These Recruitment Stamps must be got cancelled from the Counters of Post Office of issue with the date stamp in such a manner that the cancellation partially overflows on the Application Form itself, taking care at the same time that the impression is legible to facilitate the identification of date and post office of issue. Thereafter application form completed in all respect may be sent/submitted to the concerned Regional/Sub Regional Office. Note I : Fee once paid will not be refunded under any circumstances. NOTE-III : Metric system of weight and measures only be used, wherever necessary, while answering the questions involving numerals NOTE-IV: Candidates are not permitted to use calculators or any mechanical/electric device for answering any paper (Test Booklets). They should not, therefore, bring the same inside the Examination Hall. Possession thereof, whether in use or not, may be termed as ‘using unfair means in the Examination. NOTE-V: Paper II (Conventional Paper) in respect of only those candidates will be evaluated who secure at least minimum marks decided by the Commission at its discretion in Paper I (Objective Type Paper). PART-II Personality Test (INTERVIEW): The personality test will carry maximum ;of 100 marks. The Interview/personality test is structured to test the candidate’s interests, knowledge, various traits, aptitude, suitability etc. through academic qualifications, extra-curricular activities, general awareness/ knowledge, depth of knowledge of the subject studied (10+2 onwards), communicative skill and personality etc. NOTE-I : Only those candidates who secure at least the minimum qualifying marks in the written examination, as may be fixed by the Commission at their discretion, will be called for personality test/interview. Provided that candidates belonging to Scheduled Castes, Scheduled Tribes, OBC and PH may be called for the Personality test/Interview by the Commission by applying relaxed standards if the Commission is of the opinion that sufficient number of candidates of these categories are not likely to be called for the personality test on the basis of general standard in order to fill up the vacancies reserved tor these categories (i.e. SC, ST; PH and OBC). NOTE-II: Central Governmerrt-civilian employees must furnish “No Objection Certificate” from their Employer/ Office at the time of the Interview/Personality test that in the event of their final selection for the relevant posts through the Commission’s examination, they would be relieved by the Office for joining the new post/service else their candidature will be cancelled. The interview will be held at the Commission’s Regional Offices or other centers as may be decided by the Commission. SC/ST candidates called for interview will be paid TA as per Govt. Orders. (B) SYLLABUS Paper I (Objective Type) (a) General Awareness: Questions in this component will be aimed at testing the candidate’s General Awareness of the environment around him and its application to society. Questions will also be designed to test knowledge of current events and of such matters of everyday observation and experience in their scientific aspect as may be expected of an educated person. The test will also include questions relating to India and its neighbouring countries especially pertaining to History, Culture, Geography, Economic Scene, General Polity, Scientific Research, etc. These questions will be such that they do not require a special study of any discipline. (b) Arithmetical Ability: This part will include questions on problems relating to Number Systems, Computation of Whole Numbers, Decimals and Fractions and relationship between Numbers, Fundamental arithmetical operations, Percentages, Ratio and Proportion, Averages, Interest, Profit and Loss, Discount, use of Table and Graph, Mensuration, Time and Distance, Ratio and Time, Time and Work etc. (c) English: Questions in this component will be designed to test the candidate’s understanding and knowledge of English Language and will be based on error recognition fill in the blanks (using verbs, preposition, articles etc.), Vocabulary, Spellings, Grammar, Sentence Structure, Synonyms, Antonyms, Sentence Completion, Phrases and Idiomatic use of Words, etc. There will be a question on passages and comprehension of a passage also. Paper II (Conventional) Commerce: This paper will cover all the subjects of B(Commerce) or similar Degree Course of Indian Universities specifically it will include the following subjects:i) Accountancy : Conceptual framework, Income measurement, Final accounts, Accounting for partnership firms, Hire-purchase accounting, Corporate accounting (Issue, forfeiture and re-issue of shares, Redemption of preference shares). ii) Business Organisations : Business objectives, Business environment, Business entrepreneurship (including location, choice of form of business and growth strategies), Business operations including finance, production, marketing and human resource development. iii) Management : Concept of management, Planning, Organising, Leading and Controlling. iv) Micro-economics : Price-mechanism, Theory of consumer behaviour, Elasticity of demand, Production function, Theory of costs, Market structures, Price-determination under perfect competition and monopoly. v) Indian Economics: Issues involved in planning for economic development, Sectoral analysis of Indian economy including agriculture, industry and foreign trade. vi) Business Statistics : Analysis of univariate data involving measurement of central tendency and dispersion, correlation and regression analysis, index numbers, analysis of time-series, Theory of probability. vii) Business law. Indian Contract Act, 1872, Sale of Goods Act, 1930, Partnership Act, 1932 and Negotiable Instruments Act, 1881. viii) Company law: Kinds of companies, matters involving incorporation of company, shares and share capital and matters relating to issue and transfer of shares, members of a company, management of a company, meetings and resolutions, winding up of a company, amalgamation of companies, latest improvement amendments brought out in the Companies Act etc. ix) Cost accounting: Procedures involved in cost accounting, Marginal costing, Cost-volume profit analysis, Budgetary control, Standard costing. x) Auditing : Meaning and objects of auditing, Types of audit, Audit process. xi) Income Tax : Basic concepts, Residence and tax liability, heads of income. xii) Marketing and advertisements: IT Patents, Trade Marks, Copy right laws, Intellectual Property Rights, W.T.O. etc. 17. SELECTION PROCEDURE/MODE OF SELECTION: 1. Canvassing in any form will disqualify the candidate. 2. Candidates will be selected by the Commission from amongst the candidates who fulfill eligibility in all the respect, by the examination and Personality Test/interview as provided in para 16 of the Notice. 3. The Commission has full discretion to fix minimum qualifying standards for the Examination as a whole or component-wise in Paper-l and Paper-ll for different categories i.e. UR, SC. ST, OBC etc. 4. Final Select List would be prepared on All-India basis in order of merit as disclosed by the aggregate marks (marks of Written Examination and Interview) secured by. each candidate. 5. SC, ST, PH and OBC candidates who are selected on their own merit without relaxed standards, alongwith candidates belonging to unreserved category, will not be adjusted against the reserved vacancies. The reserved vacancies will be filled up separately from amongst the eligible SCs, STs, PHs and OBCs which will comprise SC, ST, PH and OBC candidates who are lower in merit than the last general candidate on merit list of unreserved category, but otherwise fgund suitable for appointment even by relaxed standard. 6. In so far cases of EXS is concerned, deduction from the age of Ex-Servicemen is permissible against unreserved posts and such exemption cannot be termed as relaxed standards in regard to age limit. 7. Tie between two or more than two candidate due to more than one candidate having the same aggregate marks will be resolved by applying following ways, one after another by the Commission till it is resolved:(a) The tie, is resolved by the Commission by referring to the total marks in the written examination, viz, the candidate who have secured more marks in the Written examination gets preference/priority over the other candidate(s); (b) If the tie still persists, then tne marks in the Paper I where the first cut off is given is referred to and the candidate who have secured more marks in the Paper-l is given preference; (c) The candidate older in age gets preference; (d) Tie is finally resolved by referring to the alphabetical order of the names i.e. the candidate whose name begins with the first alphabet in the alphabetical order gets preference. Note-l: Success in the examination confers no right of appointment unless government are satisfied after such enquiry as may be considered necessary that.the candidate is suitable in all respects for appointment to the service/post. Note-II : The period of probation will be of 2 years. Candidates finally selected will be required to undergo such training as may be decided by the Competent Authority during the course of such probation. They will have to pass both Part I and Part II of the Section Officer Grade Examination (Commercial Audit) conducted by the Office of the C & A.G. within the probation period of 2 years. No candidate will be appointed to the cadre of Section Officer (Commercial Audit) unless he/she has passed both parts of the prescribed Section Officer Grade Examination.
