BUROG 1702391 2030 VISION: Civil Service Commission shall be a Center of Excellence for Strategic Human Resource and Organization Development As mandated under Executive Order 292, the CSC is mandated to promulgate policies, standards and guidelines for the civil service and adopt plans and programs to promote economical, efficient and effective personnel administration in the government. In accordance with this mandate, the Commission has continuously provided policies for better public service through effective and efficient servants who possess norms of conducts and ethics for the best interest of the public. With continuous thrust of the CSC towards utmost citizens’ satisfaction, the Program to Institutionalize Meritocracy and Excellence – Human Resource Management (PRIME-HRM) was established, and is being implemented by Human Resource Management Office of government agencies. This is a doable program that translate the simple administrative system of an agency to a more productive, dynamic and developmental civil service through promotion coaching and mentoring of government personnel, provision for learning and development as aided by appropriate seminars, and enhancement of performance through rewards system. Civil service is dynamic which requires continuous development. The CSC has geared towards excellence through PRIME-HRM, and it will pursue its thrust towards optimum public service in the succeeding years, or until 2030 and beyond. Gone are the days that the public perceive government employees as dull, incompetent, politically affiliated, and peddlers of undue patronage or favors. With constant assessment of the public, civil servants are more sensitive to the customers’ satisfaction through excellent delivery of services.
