It’s an interesting question.

I like the question. Being frugal, at least to me, doesn’t always mean getting the cheapest item possible. It’s a matter of balancing the cost of the item, the quality of the item, and the level of quality you need for your use. So here are the answers that I came up with. Where The Dollar Stretcher looks for savings: Anything disposable. If you’re going to use it once or twice and then trash it you don’t need quality. Throwing away the fewest dollars seems to make a lot of sense. Generic foods. Frankly, I don’t care which brand of instant oatmeal I eat. The cheapest is just as good as the name brand. There are many grocery items where the generic is a great way to save some money. No need to pay for name brands’ marketing efforts. Utility bills. I can’t see spending any more than necessary for utilities. It seems silly to let lights burn needlessly or air conditioning escape to the outside. I don’t know if the power company has an award for their best consumer, but even if they did, I don’t want it. Play clothes. For daily living I just want practical. I don’t need the latest styles or designers. Clothes for work and play should be functional. So I look for good quality and the lowest price I can find. Status items. Fancy watches, club memberships or having the latest toy really doesn’t interest me. Spending to get others to think better of you seems like a foolish activity. Where The Dollar Stretcher is willing to spend a little more: Tools. Specifically those that are needed for my job or that are used

frequently at home. Nothing worse than having an inferior tool break at a critical time. And, in this case there’s a reason that some tools are cheaper than others. Cars. I admit that I’m a car lover, but that’s not the reason. By spending a little more when I buy, I get a car (if used) that’s more reliable and will need fewer repairs. I’m also willing to pay a little more for a car that has the options that I want. That way I won’t be tempted to replace it in a few years to get the options that I don’t have on my current ride. In both cases, spending a little now will save me more later. Dress Clothing. Fortunately I don’t have to dress up too often. So a good quality suit or sport jacket can last me for years. Buying a timeless style and good quality makes sense. It’s also a good motivator to keep me from gaining weight so I can still wear the clothes already in my closet! Education. In almost any form. For myself and for my kids. College, continuing education, books that can help my career, anything that helps me learn more about myself, my work and the world around me. This might not be true for everyone, but if you look at life as an adventure, you’ll want to keep asking questions and looking for answers. Memories. The truth is I’m sentimental. So spending a little to make, record or remind me of good times is worthwhile to me. Hard to put a pricetag on a good memory. You might want to come up with your own lists. It’s a good way to challenge how you think about spending money. Keep on Stretching those Dollars!

MAKING HEALTHY CHOICES TOGETHER, WIC OFFERS NEW FOOD OPTIONS FOR FAMILIES Starting Oct. 1, McKean County, along with the Pennsylvania Department of Health's Women, Infants and Children Program (WIC), will launch "WIC and You: Making Healthy Choices Together." The revised nutrition program will offer current and expectant mothers with expanded healthy food options and tips to provide balanced meals to help their children learn and grow. "Since our inception in 1974, WIC has grown to serve more than 260,000 people each month in Pennsylvania. Many of those served are infants," said Shirley Sword, chief of Nutrition Services for the state's WIC program. "As the years go by, the needs of our participants change. We realize we need to change with them in order to meet the most up-to-date dietary guidelines. Our goal is to provide not only food but information as well so people can make the best choice to meet their family's nutrition needs." The U.S. Department of Agriculture (USDA) has provided new guidelines which give people more healthy food options. In October, WIC participants will be able to use their vouchers to purchase whole grains (whole wheat bread and rolls, brown rice, oats or soft tortillas), soy milk and tofu, fresh fruits and vegetables, jarred baby foods, canned beans, and pink salmon or sardines, in addition to the foods WIC is known for such as eggs, milk and tuna. "The economy has impacted many families across Pennsylvania," says Kim Martin, McKean County's WIC program director. "Currently, 1,250 women and families are served by WIC in McKean County. Good nutrition should be available to everyone. WIC makes that possible." Healthy food choices can impact the health of children. According to a report published in March 2009 by Children's HealthWatch, "Feeding Our Future: Growing Up Healthy With WIC," the WIC program has proven to decrease the rate of low birth-weight babies by 44 percent and has reduced the percentage of children with anemia by 12 percent. WIC is a federally funded program that provides wholesome foods, nutrition education and services to eligible pregnant women, postpartum and breast-feeding women, infants and children up to age 5. The program also serves eligible fathers, grandparents, foster parents and legal guardians of children up to age 5. Pregnant, breast-feeding or postpartum women, infants, and children up to age 5 are eligible. They must meet income guidelines, a state residency requirement, and be individually determined to be at "nutrition risk" by a health professional. To be eligible on the basis of income, an applicant's family income must fall at or below 185 percent of the U.S. poverty

Potter/McKean 13 Year Old Babe Ruth All Star team would like to thank you for your generous donation! This team finished 4th in the Pennsylvania State Championship in Phoenixville, Pa. Because of your generosity, this team was able to stay July 23rd-August 1st for the tournament. Rain delays were a huge factor and extended the team’s stay an additional 4 days. They completed pool play undefeated before losing 2 close games in the semifinals and 3rd place contest. They represented our communities and counties with great pride. They showed great sportsmanship and leadership. We were very proud of their attitudes and conduct during our 9 day trip. Without your dedication and committment to our local youth we wouldn’t have been able to provide for this team. Great things are happening in our small communities because of people like you. Many kids have been driven by your leadership and will hopefully become our volunteers of the future. EXTENSION PARTNERS ON RADON INFORMATION Penn State Extension is partnering with the American Lung Association of Pennsylvania to provide information in Cameron, Elk, McKean, and Potter Counties on Radon. Radon is an invisible, odorless, tasteless radioactive gas. According to the US EPA, radon is the second leading cause of lung cancer in the United States, and the leading cause among nonsmokers. Radon comes from the natural breakdown of uranium and enters homes and other buildings from the soil. Elevated indoor levels are found in every state in the US. The only way to determine if you have radon in your home is to test. To assist area residents, free radon test kits will be made available from the American Lung Association of Pennsylvania, under a grant it has received from the Pennsylvania Department of Environmental Protection. A year ago, three Roush Fenway drivers - Biffle, Carl Edwards and Matt Kenseth -- made the Chase. They could do it again, but the positions of Biffle and Kenseth are hardly secure as the regular season enters its final four races. “We’re just going to have to be better,” said Biffle. “We know that. We’re nervous about getting in (the Chase), and anything can happen. ... BRMC'S CENTER FOR DIABETES AND NUTRITION EDUCATION MERITS ADA RECOGNITION* Bradford Regional Medical Center's (BRMC's) Center for Diabetes and Nutrition Education self-management education program at 222 W. Washington St. has been awarded continued recognition from the American Diabetes Association (ADA). The program was originally recognized in August of 2003. This program offers high-quality education services to the patients it serves. The ADA Education Recognition effort, begun in the fall of 1986, is a voluntary process which assures that approved education programs have met the National Standards for Diabetes Self-Management Education Programs. Programs that achieve recognition status have a staff of knowledgeable health professionals who can provide state-of-the-art information about diabetes management for participants. Self-management education is an essential component of diabetes treatment. One consequence of compliance with the National Standards is the greater consistency in the quality and quantity of education offered to people with diabetes. The participant in an ADA-recognized program will be taught, as needed, self-care skills that will promote better management of his or her diabetes treatment regimen. All approved education programs cover the following topics as needed: diabetes disease process; nutritional management; physical activity; medications; monitoring; preventing, detecting and treating acute complications; preventing, detecting and treating chronic complications through risk reduction; goal setting and problem solving; psychological adjustment; and preconception care, management during pregnancy and gestational management. Assuring high-quality education of patient self-care is one of the primary goals of the Education Recognition program. Through the support of the health care team and increased knowledge and awareness of diabetes, the patient can assume a major part of the responsibility for his/her diabetes management. Unnecessary hospital admissions and some of the acute and chronic complications of diabetes may be prevented through self-management education. *The process gives professionals a national standard by which to measure the quality of the services they provide," commented Stacia Nolder, RN, CDE, CPT, program director for BRMC's Center for Diabetes and Nutrition Education. Slaughter met Wednesday with a living rebuttal to all the rumors about the supposedly disastrous elements of health care reform legislation: a former insurance company executive who says the industry is spreading falsehoods in an attempt to kill the bill. “The industry is using shills and front groups to spread lies and disinformation to scare Americans away from the very reform that would benefit them the most,” Wendell Potter, former vice president of CIGNA, one of the nation’s largest insurers, said at a Capitol Hill news conference with Slaughter at his side. Potter testified before a Senate committee earlier this year, but Slaughter said she wanted to meet with him and then spread his message among her House colleagues. “The industry has a vested interest in the status quo and protecting its profit margin,” said Slaughter, D-Fairport. “The public must be aware that the industry is not going to willingly change the way it does things - and I hope the public understands what’s at stake. As Wendell Potter said, these insurance companies do what’s good for Wall Street not Main Street. Potter, who worked in the health insurance industry for 20 years, has said he quit last year because he was tired of deceptive attempts to kill congressional efforts that could affect the industry’s profits. When you hear “isolated stories” about long wait times for health care under Canada’s government-run health care system, “the insurance industry wrote that script,” Potter said. And when you hear that the health care reform effort will set the country on slippery slope toward socialism, “some insurance flack like I used to be wrote that,” Potter said. DONNA’S DAY: CREATIVE FAMILY FUN By Donna Erickson Hammer Natural Prints With Garden Leaves Green leaves just don’t get the attention they deserve. Usually, we “ooh” and “aah” in the fall at the emerging splashy colors of crimson and golden leaves on trees and bushes. But there is infinite variety in the green and the gray of those leaves on trees, vegetable plants and bushes that continually grow, shade and add a natural umbrella in gardens and parks in the hottest of summer days. Pick a handful of fresh leaves and sprouting greens from your trees, shrubs and vegetable garden, and look at them with your kids through a magnifying glass. Observe their intricate patterns and delicate design, and then print them onto fabric with a zany technique using a hammer from the toolbox and your child’s muscle and energy. First, collect the fresh green leaves. Ferns from an indoor floral bouquet also work well. Then, decide what you would like to print, such as a plain white or cream-colored cotton fabric T-shirt, an apron, potholder or library book bag. Cover a hard, flat surface such as a picnic table or wooden breadboard with plain paper bags. Set the fabric to be printed on top. If using a Tshirt or tote bag, place a sheet of wax paper or cardboard inside the shirt or bag. Arrange a leaf or fern on the fabric (secure it in place with small pieces of masking tape, if you wish), and cover with a sheet of wax paper. Hammer over the wax-paper-covered leaf until its color has been absorbed into the fabric. It’s important that you hit every part of the leaf to release the natural pigments. Remove the leaf or fern and wax paper

Safety On & Off The School Bus More than 23 million kids ride a school bus every day. And it’s up to those kids to take some safety precautions when it comes to waiting for and riding on the bus. Going to the bus stop... • Whenever possible, walk with others from your school. • Try not to walk in the street. If you have to walk in the street, walk as close to the curb as possible. • Be alert and avoid any signs of danger. • Obey traffic lights and signals. • When you are crossing the street, cross only at the corner and use crosswalks where possible. Look both ways before crossing. While you wait for the bus... • Dress right for the weather. • Arrive at the bus stop on time. • Stay away from the street while you are waiting for the bus. Boarding the school bus... • Do not approach the bus until it stops completely, then wait for the driver’s signal. • Drawstrings, ties, straps and backpacks can get caught in bus doors, railings or aisles, so be extra careful when getting on or off the bus. • Enter the bus in single file. Do not push. • Use the handrail. • Take a seat quickly and sit facing forward. Riding the bus... • Always obey school bus rules. • Remain seated throughout the ride. • Keep your arms, hands and head inside the bus. • Help keep the bus neat and clean.

With kids heading back to school, it’s a good time to think about their safety to and from school, on the bus and at home. We have collected information to help you and your kids take steps to have a safer school year. • Do not put belongings in the aisle. Keep them away from emergency exits. • Eating and drinking are not allowed on the bus. • Be courteous to the driver and other riders. • Listen to any directions the driver gives you. • Do not make noises or gestures to distract the driver or annoy others.

Leaving the bus... • Do not stand up until the bus comes to a complete stop. • Use the handrail when leaving the bus. • Never walk behind the school bus. • If you cannot see the bus driver, the driver probably cannot see you. Take five giant steps away from the bus, and you should be able to see the driver, and the driver should be able to see you. • Never crawl under a bus. Do not bend down near or under the bus. • If you need to cross the street, wait for the driver to signal, then cross the street in front of the bus. • Look both ways before crossing the street. • Never run back to the bus, even if you have forgotten something.

Safety To & From School It’s best if children are accompanied by adults or a group of friends when heading to or from school or the school bus. But that’s not always possible, so children need to take these precautions: • Never talk to strangers. • Never accept anything from a stranger. • Do not agree to anything suggested by a stranger. • Walk away if a person makes you feel uncomfortable. • Do not accept a ride from or go with a stranger. • Know your telephone number and the number of a close friend or relative. • Avoid areas where drugs are sold. • Do not touch or pick up drugs, alcohol or weapons for any reason. If you are approached by a stranger or a stranger touches you... Shout “NO!” and get away quickly. Find an adult you trust, such as your parent or a teacher. If you cannot find an adult, call 9-1-1. Do not hang up until the person on the phone says you can, and follow all his/her instructions. It’s important that you remember what the person looks like, what he/she was wearing and what kind of car he/she was driving. Even if you are afraid about what happened, it is not your fault, and it is very important that you tell your parent(s). Try to arrange to walk to and from school or the bus with a friend or group of friends. Stay alert to what’s going on and who might be around you.

BOOKS -- Recommended Reading “Singing Was the Easy Part” by Vic Damone, with David Chanoff Reviewed by Larry Cox Vic Damone’s introduction to show business was as an usher at New York City’s legendary Paramount Theater. Born Vito Rocco Farinola in Bensonhurst, N.Y., in 1928, he was forced to drop out of high school when his father suffered an on-the-job injury. He managed to find work at the Paramount, and while there, he took vocal lessons. Perry Como was so impressed by Farinola that he helped arrange an audition for him with a local orchestra, and Milton Berle was instrumental in landing him an important job at the La Martinique Club. Farinola was soon dropped in favor of Damone, his mother’s maiden name. Damone’s crisp voice was a natural for the recording studio. In 1947, he cut his first record, “I Have But One Heart,” at Mercury, and it soared to No. 7 on the Billboard chart. The following year, he was hired to host “Saturday Night Serenade,” a weekly network radio show. When he traveled to the West Coast, he created a sensation at Hollywood’s Mocambo Club, which led to a film contact. His adventures and misadventures make this one of the more interesting show-business stories. For example, Damone relates how a mob boss once dangled him from an upper window of the Edison Hotel in New York after a broken engagement with the gangster’s daughter. He married five incredibly beautiful and talented women, including Italian actress Pier Angeli, entertainer Becky Ann Jones and Broadway and recording star Diahann Carroll. Damone writes candidly of his bankruptcy, failed marriages and how
