Letter from the Commodore......

I am sure many of you are anxious to get back on the water and get the 2009 racing season underway! It seems like just yesterday we were putting things away for the season; however, in just four weeks we will kick-off the Thawout Series on April 5 at 1:00 pm. Your 2009 Executive Committee is working daily to make much needed improvements to all aspects of the club and deliver quality, well-organized regattas. Unfortunately, the club has suffered yet another tremendous set back as the worst case scenario has now been realized with our committee boat. The repeated sinking of the outboard has corroded the internal components and caused significant damage to the electrical system. Given the extent of the damage and associated cost the Executive Committee must now reach out to our members to assist with donations to acquire a new committee boat. We have been actively searching for an appropriate replacement boat that will serve the needs of the club and fall within our financial constraints. As we had allocated a significant amount of the 2009 budget to make repairs and upgrades to the boat along with purchasing a cover there are some funds already allocated to our cause. However, we will require additional funds to purchase an adequate vessel. I am hopeful that we can all rally as a group to raise the needed funds (approx. $5,000) to invest in a sound and utilitarian boat that will last for 15 years as the past boat did. With the significant improvements in construction and hull design we should be able to purchase a self-bailing hull with improved features to alleviate future flooding worries. I urge everyone to look into donating any possible monies to assist in making this significant improvement to our club and securing the prosperity of Denver Sailing Association. After all, without our committee boat to run races and set marks we have lost a huge portion of our club and what we provide on the water. I look forward to seeing everyone on the water this Spring! Notice of Race DENVER SAILING ASSOCIATION 2009 Season Series 1

EVENTS The Denver Sailing Association (DSA) as the organizing authority, will conduct six (6) series of races in 2009 as described in 3 Eligibility and Entry and 5 Schedules.

RULES The regatta will be governed by the rules as defined by the current Racing Rules of Sailing except as changed by the Sailing Instructions and the rules of the Colorado Parks Department and Cherry Creek State Park. The Sailing Instructions will be available at least five (5) days prior to the first race of each series on the DSA website www.denversailing.org and posted on the official DSA notice board at the marina office.

ELIGIBILITY AND ENTRY 3.1 No registration is required. All boats must be helmed by a Denver Sailing Association member in good standing. Races sailed prior to 2009 dues being paid will be scored DNC. 3.2 The Thawout and Frostbite Series are open to all boats. 3.3 The Spring and Summer Wednesday Night (Keel) Series are open to self righting boats. 3.4 The Thursday Night Spring and Summer (Dinghy) Series are open to boats 20 ft in length or less. 3.5 Fleet status will be given to groups of five or more One Design boats that sail in a series. All other boats will be formed into one or more Handicap fleets. Self righting boats will be handicapped by PHRF. All other boats will be handicapped by Portsmouth. Boats handicapped by Portsmouth must have ratings based on more than five data points to be eligible for a trophy.

FEES There are no fees associated with any series.

SCHEDULES 5.1

Thawout Series: four (4) Sundays - April 5th, 12th, 19th, and 26th, 2009. First warning signal at 1300 hours.

5.2

Spring Wednesday Night (Keel) Series: ten (10) Wednesdays – May 6th, 2009 through July 8th, 2009. First warning signal at 1820 hours.

5.3

Spring Thursday Night (Dinghy) Series: ten (10) Thursdays – May 7th, 2009 through July 9th, 2009. First warning signal at 1820 hours.

5.4

Summer Wednesday Night (Keel) Series: ten (10) Wednesdays – July 15th, 2009 through September 16th, 2009. First warning signal at 1820 hours.

5.5

Summer Thursday Night (Dinghy) Series: ten (10) Thursdays – July 16th, 2009 through September 17th, 2009. First warning signal at 1820 hours.

5.6 Frostbite Series: six (6) Sundays – September 20th, 27th, October 4th, 11th, 18th, 25th, 2009. First warning signal at 1300 hours. 5.7 The number of races sailed each afternoon or evening shall be left to the discretion of the Race Committee. Page 1 of 2

NOTICES TO COMPETITORS Notices to competitors will be posted on the official DSA notice board at the Cherry Creek Marina office.

CHANGES TO THE RULES The Sailing Instructions may modify the rules. Anticipated changes include but are not limited to: modification of Appendix A Low Point Score System as described in 11 Scoring, and Rule 26 to allow Race Committee discretion to use the Sound Signal Starting System in Appendix Q.

PRIZES The number of prizes to be awarded will depend on the number of competitors in each fleet. To be eligible for a prize each competitor must have served as a member of the on the water race committee at least once during any series of the season as described in 10 Race Committee Requirement.

VENUE All races will be held on Cherry Creek Reservoir.

10 RACE COMMITTEE REQUIREMENT 10.1

Each DSA member competing in a racing series must serve as a member of the Race Committee for at least one race day or race evening in any of the six (6) season series.

10.2

Competitors who serve on the Race Committee with receive scores for the races that they serve as described in 11.3 Scoring RC.

10.3

Completing these duties for a cancelled, postponed, delayed, or abandoned race will meet this requirement.

11 SCORING 11.1

The Low Point Scoring System in Appendix A will be used with the modifications stated in this Notice of Race.

11.2

Appendix A is modified so that for every 5 races conducted per series, each boat’s single worst score will be thrown out.

11.3

Appendix A 4.2 is modified as follows: DNF = number of finishers plus 1 DNS, OCS, DNC = number of starters plus 1 DSQ = total number of boats sailing at least one race in the series plus 2 RC = average of all series finishes after throw outs (if any) minus 1

11.4

Note that based on 3 Eligibility and Entry, “...races sailed prior to payment of 2009 DSA dues will be scored DNC.”

Notice of Race DENVER SAILING ASSOCIATION 2009 Rocky Mountain Shootout & Hornblower Regatta 1

EVENTS The Denver Sailing Association (DSA) as the organizing authority, will conduct the Rocky Mountain Shootout and Hornblower Regatta at Cherry Creek Reservoir Saturday, May 16th and Sunday, May 17th, 2009.

RULES The regatta will be governed by the rules as defined by the current Racing Rules of Sailing except as changed by the Sailing Instructions and the rules of the Colorado Parks Department and Cherry Creek State Park.

ELIGIBILITY AND ENTRY 3.1

The regatta is open to self righting boats (keelboats). One design keelboat fleets with five (5) or more entries will be recognized as a class. Anticipated classes are J24, U20, Star, Santana 20, and at least one PHRF class. Additional classes may be established at the discretion of the Race Committee. Classes may be formed into divisions for starting purposes & courses.

3.2

The regatta is open to non-self righting boats (Dinghy) and multi-hull boats. One design Dinghy fleets with five (5) or more entries will be recognized as a class. Anticipated classes are Lightning, Laser, Snipe, and at least one Portsmouth class. Additional classes may be established at the discretion of the Race Committee. Classes may be formed into divisions for starting purposes & courses.

To enter, complete and sign the enclosed form along with submittal of appropriate entry fee as outlined in Section 4 - FEES, and mail the form and entry fee to the regatta chair listed below or register online at www.denversailing.org. Entry may be completed at the time of registration.

FEES 4.1

Keelboats - Fees are $65 for members of DSA and $75 for others prior to May 8th, 2009 and $85 for members of DSA and $95 for others after May 8th, 2009.

4.2

Dinghy - Fees are $45 for members of DSA and $55 for others prior to May 8th, 2009 and $65 for members of DSA and $75 for others after May 8th, 2009.

SCHEDULES Saturday, May 16th, 2008: On Site Registration 0900-1100 Competitor’s meeting 1100 First warning signal 1200, subsequent signals & races to follow Sunday, May 17th, 2008: First warning signal 1100, subsequent signals & races to follow No race warning after 1500 On Site registration will be on the main dock at Cherry Creek Marina. Sailing Instructions will be distributed to competitors at Registration and may be posted at www.denversailing.org. Up to eight (8) races are scheduled. One race completed will constitute a regatta. Competitors who registered by mail are required to check-in at the On Site registration desk to pick up their Sailing Instructions. Page 1 of 2

PRIZES Trophies will be awarded based on the number of competitors in each class. The perpetual trophy will be awarded to the boat scoring best among all fleets; scoring for this trophy will be described in the sailing instructions.

VENUE All races will be held on Cherry Creek Reservoir. Guest slips and hoist lot spaces will be available from Cherry Creek Marina. Visit www.cherrycreekmarina.com or call Jason Williams at 303.699.2501 for marina arrangements.

10 SCORING 10.1

The Low Point Scoring System in Appendix A will be used with the modifications stated in this Notice of Race.

10.2

Appendix A 4.2 is modified as follows: DNF = number of finishers plus 1 DNS, OCS, DNC = number of starters plus 1 DSQ = total number of boats sailing at least one race in the series plus 2 RET (Retired) = number of finishers plus 1 RAF (Retired After Finishing) = number of finishers plus 1

10.3

The race committee will assign handicaps for all boats entering the handicap (PHRF) or (PORTSMOUTH) class without SAIL PHRF certificates. Boats racing PHRF must have a current Sailing Association of Intermountain Lakes (SAIL) PHRF certificate. Both annual certificates (SAIL membership $15 and PHRF certificate $5) and temporary certificates valid for just the 2009 Colorado Governor’s Cup Regatta ($5) may be purchased at registration. These certificates will use 2009 ratings published by SAIL. Handicap appeals shall be addressed only to the SAIL PHRF Committee by SAIL PHRF members.

11 RADIO COMMINICATION The Race Committee reserves the right to make announcements on the water via VHF radio.
