The Chief is responsible for over 1100 officers & the overall operations of the Bureau including the formulation and control of Bureau budget, development and dissemination of police directives to the Bureau, coordination of training regimens. Chief Harper brought to the position his experience rising through the ranks as an officer to Assistant Chief in a variety of units within the police force including operations, narcotics, & investigations.
