Purpose The purpose of this procedure is to establish a system for ensuring the safety of all personnel engaged in the operation and/or maintenance of Site electrical systems and apparatus. It further provides routines for the safe disconnection and isolation of electrically driven equipment. At site the requirements described in the "Electrical Safety Rules-Pearl GTL" (T-4.599.556) are applicable.

Responsibilities
3.1
Competent Person The Competent Person is a person fully trained and is appointed by the Site Manager. The Competent Person is responsible for appointing qualified Electricians.
3.2
Electrical Supervisor The Electrical Supervisor on Site is responsible for ensuring that all personnel working on electrical installations adhere to the requirements of this procedure, and shall ensure that all personnel carrying out such work are competent, trained and conversant with the requirements of each task to be performed. Only qualified and approved Electricians are aloud to perform work on electrical installations.
3.3
Electrician The Electrician performing work on electrical equipment is responsible for that all preventieve measures are taking, acoording to this procedure and the applicable PTW.

Procedure
4.1
Safety Precautions

Electrical apparatus, plant and equipment shall be made safe prior to any work on it being carried out. Care shall be taken to ensure that all electrical power supplies, associated with the particular electrical apparatus, plant or equipment, are isolated/disconnected, and that this is done in such a manner to preclude any likelihood of any supply being accidentally or inadvertently made live. Particular attention shall be paid to the isolation of ancillary supplies for control and indication purposes etc. and that condenser are discharged in a safe manner. Circuits should be shown to be dead by using the appropriate testing equipment (see Section 4.8). When fitted, integral earthed equipment should be used for connecting all main conductors of an isolated unit to earth; alternatively, temporary earth should be fitted in an approved manner. An approved danger notice card shall be attached to the isolation. No person shall carry out work of any description, including maintenance, repairs, cleaning and testing of any part of electrical apparatus which are normally live, unless the following steps have been taken:

NO WORK SHALL BE CARRIED OUT ON ANY ELECTRICAL INSTALLATION UNLESS A WORK PERMIT IS IN FORCE
The equipment shall be dead and isolated and all practical steps shall have been taken to lock off the equipment from the live conductors and to post danger notices. (See locking procedure in Section 4.2 and Isolation Certification in Section 4.3). The equipment shall be efficiently earthed as appropriate. The authorised person shall be fully conversant with the nature and also the extent of the work to be carried out and with the location and function of any equipment which shall remain live during work. Where power supplies cannot be isolated at the local position, the equipment shall have been isolated remotely and local positive tests carried out to prove that the circuit is dead. Where the design of apparatus precludes the strict compliance with all details of these precautions, the work shall be carried out to the strict instructions of the authorised person present. The giving of instructions to make apparatus live, or dead, by signal or pre-arranged understanding after an agreed interval of time, is FORBIDDEN. Whilst is not always possible to made dead and earth (LV) systems, all work on LV systems shall be carried out as if they were live, unless first proved dead and earthed.
Guards and protective items removed during the repair of electrical equipment are to be replaced immediately after the repair work has been completed. The wearing of jewellery, such as rings, watch bands, metal chains etc. is discouraged. Keep sleeves rolled down when in or close to ‘live’ circuits or apparatus.

Examine ladders each time before use. Secure or tie ladders into position when necessary. Only non-conductive types of ladders are to be used for electrical work. Discharge capacitors before handling or making connections. Examine safety devices before use to make sure they are in good working order. Earth all metallic enclosures that have an electrical circuit inside. Ensure that a sufficient amount of room is available for safe inspection, repairs or replacements when installing electrical equipment. Place yourself in a safe position while working to avoid falling, stumbling, slipping or moving backward against live parts. Use rubber mats as an additional safety precaution.
4.2
Locking Procedure Electrically driven equipment which has been shut down for repair or maintenance shall be disconnected in such a way that unexpected start-up cannot occur. In order to avoid personal injury or equipment damage, the electrical power shall ALWAYS be locked in a disconnected position during execution of electrical or mechanical work on an equipment unit. The procedure shall be controlled and carried out by the authorised Electrician assigned to the work task. Removal of electrical motors requires an authorised Electrician for disconnecting/reconnecting cables. The authorised Electrician shall lock the equipment main switch in its isolated position during repair or maintenance work, by use of a padlock. The Electrician’s padlocks and keys shall be kept in a special key locker for this purpose, and any switchboard room shall have such a key locker. Only the authorised Electrician shall have access to this key locker. Disciplines other than electrical may have their own padlock for personal safety. Such padlocks shall be removed after completion of the work. The use of additional personal padlocks shall be controlled and logged by the authorised Electrician. NOTE: Lock of main switches in ‘POWER-ON’ position is dangerous, and is prohibited. Main switches shall never be opened under load. Always de-load first by use of the control switch. It is important to physically check isolations are complete prior to sign off to ensure none have been missed and there are no other potential linkages that could result in activation of other parts of the system.

Electrical Isolation Certificates Isolation Certificates shall be attached to all switch gear controlling the apparatus which has been made dead and on which work is ongoing. A suitable caution notice shall also be attached to the appropriate circuit breaker or isolator switch on the mimic circuit diagram at the central console.
4.4
Work on High Voltage Systems
4.4.1
General Any work on high voltage systems requires authorisation by the authorised Electrician utilising the work permit system. Only skilled personnel shall be used for work on high voltage systems. They shall be appointed by the Electrical Supervisor and shall declare formally their knowledge of their duties and shall proceed accordingly. During work on high voltage systems or equipment, at least 2 persons shall be present.
4.4.2
Before Work Starts The Electrician allocated to the work shall present the approved work permit to the responsible operator of the relevant equipment. If not already out of operation, the operator shall shut down the equipment and shall sign the work permit and thereby permit the relevant main circuit to be opened. The Electrician shall open the main circuit breaker, check that the voltage is off and earth the circuit, if required. He shall lock the breaker handle, attach the sign "Danger, do not operate" signed by him and write a suitable remark in the log. Opening and closing of HV circuit breakers and isolating switches by the authorised person shall be considered part of normal operating procedure. Ordinarily, the authorised person shall be the only person to carry out switching operations, except in the case of an emergency. Should work last for more than one shift the new shift Supervisor must familiarise himself with previous work. Every telephone or radio-telephone message relating to the operation of the HV system shall, whenever practicable, be written down and every such message shall be repeated in full to sender, to ensure the message has been accurately received.

When high voltage equipment or cables are to be discharged and earthed, the operation shall be carried out in the following prescribed manner:
4.4.3
Verify that the circuit is not ‘live’ and, where practical, test it by means of a voltage indicator of an approved type (see Section 4.6). The indicator itself shall be tested on a known ‘live’ source, immediately before and after use. Where the facilities exist, grounding shall be done via an earthed circuit breaker and operated in the manner prescribed in the manufacturer’s instruction manual. Where use is required of a portable earthed device, the device shall consist of an insulated rod of not less than 70mm 2 copper, the size being related to the probable short circuit current. An insulated flexible earthed lead shall be securely connected between the rod and the main earth, its gauge being related to the probable short circuit current. Apply the earth to each phase by means of the insulated rod, so that each conductor of the equipment is discharged one at a time. This should be performed at least five times with a 10 seconds interval to allow for static build up. The conductors should then be shortened collectively. After the equipment has been discharged and whilst the discharged lead is still in position, earthed bonds of a similar cross section must be secured by the authorised person or the competent person acting to his instructions. Where the equipment to be worked on can be fed from more than one source, an earthed bond shall be attached on each side of the equipment. When disconnecting a portable earthed device, the connections shall be removed from the phase conductors first and the earthed connections last. When the authorised Electrician has completed the correct locking procedure, he shall put signs ‘WORK IN PROGRESS’ on the panels and the local controls for the equipment, as a reminder to the operator.
Completion When the work is completed, the authorised Electrician shall make sure the work site(s) has been cleared and that the equipment is ready for reinstatement. Special care shall be taken to check the correct re-assembly of equipment e.g. junction boxes etc. He shall inform the equipment operator that the voltage will be reinstated. The authorised Electrician shall unlock the circuit breaker handle, remove any earthed device if applied, re-install fuses, remove all signs applied during work and sign the log with remarks. The equipment operator and the Electrician shall inspect the equipment, carry out functional tests to ensure correct operation, and the operator shall sign for acceptance of equipment as ready for use. The work permit and electrical Isolation Certificate completion formalities will be addressed in accordance with the Permit to Work System procedure (T-4.129.849).

Work on Low Voltage Systems The consequences of a shock or serious burns from short circuits associated with LV systems can be serious and often fatal. Whenever practicable, therefore, work on lowvoltage equipment, apparatus and cables shall be carried out while they are dead. It is not always possible to make dead and earth low-voltage systems, and therefore, all work on LV systems shall be carried out as if they were live, unless first proved to be dead and earthed. When the work is carried out on dead LV equipment controlled by a switch gear, the switch gear shall, whenever possible, be locked and a caution notice shall be attached to it. The keys shall be retained by the person in charge of the work. The circuit to be worked on shall be proved dead by an approved indicator before the work is started. Where the equipment is controlled by fuses, these shall be removed and retained by the person in charge of the work. The circuit shall be proved dead by an approved indicator before the work is started. Where it is necessary to work on live low voltage equipment and cables, the competent person shall be insulated from direct contact with the earth by the prudent use of rubber gloves, mats, screens and tools. These shall be maintained in sound condition and checked immediately before use. Where auxiliary circuits form part of the electrical system, precautions shall be taken to ensure that control circuits to automatic equipment are disconnected from the supply, before the work is commenced on such equipment. It should not be assumed that the isolation of the main supply to the equipment isolates auxiliary circuits (e.g. a transformer may be live from another source).
4.6
Work on Live Equipment Work on live equipment parts is not permitted except where dispensation is given for necessary adjustments, trouble shooting etc. on such equipment parts. For such work at least two persons shall be present.
