Submission on Proposed Route of Mosman Rider Warren Yates October 8 2009

I have analysed the proposed route in some depth and am recommending three changes to the route and making recommendations on two other matters Recommendation 1 That the weekend route be different from the weekday route to allow for the greater congestion likely to be encountered at weekends. Recommendation 2- Weekend route. On weekends I am proposing that a different route be followed on services which start on the hour from those on the half hour. One that includes Beauty Point and the other the Zoo This would provide an hourly service to Beauty Point and the Zoo and a half hourly service for the rest of Mosman Recommendation 3 - Weekday route I am proposing that the Mosman Wharf loop be omitted given that this section of the route is already served by the half hourly 230 bus, and that the time saved be invested by rerouting the service to Beauty Point via Pearl Bay Ave in place of Medusa St as Medusa St already has an SAT service. School children could travelling to Beauty Point Primary would alight at Medusa St. The Pearl Bay route would be more useful to the elderly as it will save a walk up a steep hill. Recommendation 4- Balmoral layover It is recommended that the bus commence all journeys at the foot of Awaba St on the hour and half hour. This will be easy to remember for beach goers many of whom will walk to the beach but ride up the hill. This implies that the bus driver’s break will be at Balmoral – a pleasant place for the driver to have a break and the least inconvenient place to wait for passengers mid journey Recommendation 5 – SMS service It is recommended that Council seek expressions of interest from a company that could provide an SMS tracking service. The bus would be equipped with a GPS system that could transmit location information back to a base station. This information would be made available to the general public (translated into street names iintersections) as an SMS response to a phone call to a specified number. In this way the uncertainty of not knowing whether the bus had already passed a certain point would be avoided, making the service more attractive to users. Discussion The Mosman Rider needs to both assist the elderly to stay living independently AND be attractive enough to encourage modal shift from car to bus + walking for residents of all ages. The Mosman Rider should complement, not compete with STA services To provide greatest benefit top the elderly the service should traverse areas poorly serviced by public transport at present particularly those at the bottom of steep hills. To be an attractive alternative for journeys to the shops, beach, churches and schools the service needs to pass the same spot at the same time past the hour and half hour and arrive within a few minutes of the scheduled time.

There is a trade off between the two requirements. Being overly ambitious in coverage will mean not enough slack to accommodate congestion and hence an unreliable service. Slack is also needed to give drivers an adequate break after each loop. Given congestion occurs mainly at weekends, the best compromise is to cut coverage at weekends – not by bypassing areas served during the week altogether, but by reducing service to one hour in two areas and having different routes for services starting on the hour and half hour. My recommendations for the areas to have reduced frequency service are Beauty Point and the Zoo area. To ensure that the weekday circuit can be completed comfortably in 25 minutes even with the congestion likely at Balmoral on Summer school holiday weekdays I recommend that the Mosman Wharf loop be omitted as this route is well served by STA. Cutting out Mosman Bay frees up more time than needed to handle congestion. This should be used to make the Beauty Point route more useful to the elderly living at the bottom of hills. A complete analysis of all possible route fragments is given in Table 1 – showing what destinations the fragment serves. Table 5 rate each fragment on three criteria – does it have a large population catchment, does it serve an area not served by public transport and does it serve an area at the bottom of a hill. In addition to the proposed route (fragments of which are labelled MW) there are new fragments investigated serving Sirius Cove, Clifton Gardens, Balmoral Heights and Beauty Point lower levels. On the basis of the merits of each fragment the proposed route and timing for the Weekday route (Table 2) and the two Weekend routes (Tables 3 and 4) are given. Table 5 give a complete weekend timetable.
