(WTO) ORGANIZATIONAL INFORMATION THE WORLD TRADE ORGANIZATION (WTO) IS AN INTERGOVERNMENTAL ORGANIZATION (IGO) THAT ADMINISTERS THE RULES OF TRADE BETWEEN NATIONS .
THE WTO WAS ESTABLISHED IN 1995 AS THE SUCCESSOR TO THE “GENERAL AGREEMENT ON TARIFFS AND TRADE “ (GATT).
IT IS COMPOSED OF 149 MEMBER COUNTRIES, WITH AROUND 30 OTHERS CURRENTLY NEGOTIATING MEMBERSHIP.
THE WTO’S KEY FUNCTIONS ARE TO ADMINISTER WTO TRADE AGREEMENTS; PROVIDE A FORUM FOR TRADE NEGOTIATIONS ; HANDLE TRADE DISPUTES; MONITOR NATIONAL TRADE POLICIES; PROVIDE TECHNICAL ASSISTANCE; TRAINING FOR DEVELOPING COUNTRIES; AND TO COOPERATE WITH OTHER

THE WTO’S EVALUATION CAPABILITIES RANK NINTH AMONG THE TEN ASSESSED IGOS WITH A SCORE OF 56 PERCENT.
THE WTO DOES NOT HAVE AN ORGANIZATION-WIDE EVALUATION . THE “MONITORING AND EVALUATION SYSTEM FOR WTO TECHNICAL ASSISTANCE ACTIVITIES”, GUIDES THE EVALUATION OF THE TECHNICAL ASSISTANCE THAT THE WTO SECRETARIAT PROVIDES TO DEVELOPING AND LEAST DEVELOPED COUNTRIES , TO ADJUST TO WTO RULES AND DISCIPLINES AND IMPLEMENT OBLIGATIONS.
THIS POLICY MEETS SOME OF THE GOOD
PRACTICE PRINCIPLE ON EVALUATION, COMMITTING TO ENGAGE STAKEHOLDERS IN THE EVALUATION PROCESS AND USING THE RESULTS TO INFORM DECISION-MAKING. IT DOES NOT HOWEVER, MAKE A COMMITMENT TO BE TRANSPARENT ABOUT THE RESULTS OF EVALUATIONS.
THE HEAD OF THE TECHNICAL CO-OPERATION AUDIT UNIT OVERSEES IMPLEMENTATION OF THE POLICY, BUT NO TRAINING IS PROVIDED TO STAFF ON HOW TO COMPLY WITH IT . THE POLICY IS TRANSLATED INTO TWO LANGUAGES , BUT NOT DISSEMINATED EXTERNALLY . AND NO MECHANISMS ARE IN PLACE FOR ENSURING THE DISSEMINATION OF LESSON LEARNT FROM THE
