UTCOMES
e following are the 4 outcomes on which the public and politicia ll judge the success or failure of the Commissioner:
Shorter Works Periods – works should be continuous and take no longer to complete than is absolutely necessary. Co-ordinated Works – guidance on distance between works should be adhered to. Care should be taken to ensure that there are no works on sensitive parallel routes or diversion routes. Traffic Management – compliance with codes and more consideration of practical issues on, for example, traffic signal timing and pedestrian movements. Reinstatements – require to be of improved quality and to have a longer life.

Ensure that all roads authorities and utility companies understand their responsibilities. Develop robust statistical Indicators to measure performance of organisations. Identify those organisations operating well and those operating poorly. Ascertain the reasons why organisations operate well. Work with the poorly performing organisations to develop action plans for improvement. Where organisations continue to perform
The Year Ahead
Interrogate the Indicators. Identify those performing well and where performance could be improved. Work with poor performers to develop action plans for improvement and agree timescales for the delivery of improvements. Where good practice is identified it shall be promoted to the rest of the road works community. Work with the road works community to determine the reasons for the historically poor Coring results and seek strategies for improvement. Continue to meet with the community at all levels

to Chapter 4 in relation to works noticing and notice periods

24 Hour Notice of Expected Starting Date of Works - is a notice which must be issued by 12:00 on the working day before the expected start date. •[By
the issue of this notice: ◦ A road works authority meets its obligations under section 112B(2) of the 1991 Act and regulation 3(4)(v) of SI 2008 No88. ◦ An undertaker meets its obligations under section 114 of the 1991 Act and regulation 7(2) of SI 2008 No88.]

Completion and Reinstatement Where There is Only One Site.
Clear Notice (for interim reinstatements) and Works Closed Notice (for permanent reinstatement) – must be issued by the end of the next working day after reinstatement is completed.

the issue of this notice an undertaker is deemed to have lodged a part of his overall reinstatement. Where interim, the date entered shall be the start of the 6 month period within which it must be made permanent. Where permanent, the date entered shall commence the guarantee period. •Site
Reinstatement Details Notice – the completion date and whether interim or permanent should be entered by the end of the next working day after reinstatement is completed for each Site.
