1. Delegating more powers to the local government will result to a much more responsive government.
The local government can be of great help to solve the problems of their people because a good amount of power is devolved to them and as a result, public
services will be felt more by the people. Every region has its own unique situations and needs so being able to make decisions independently will not only help them solve the situation fast, but will
also help them get a much more accurate result. Decision making process will now be done in their respective localities and not in far-away Manila. "Government at one level need not behave the same as the government at another level" The local government can immediately act based on the people’s needs thus, vast changes can be easily seen.
2. Federalism is particularly relevant for unitary countries considering it as a solution to their lingering ethnic conflicts or inequalities that seek to eliminate its territorial integrity.
Diversity can be recognized in different ways like giving self-rule to territories
with great concentrations of minorities or granting rights to groups or individuals. Whatever kind of diversity may be present in federal countries, the recognition of the distinctness of each constituent community is paramount to facilitate the
peaceful coexistence of people. This peaceful coexistence of distinct peoples fosters national unity and preservation of the nation-state.
3. Federalism can create more engines of growth in Central Visayas. If a Federal type of government is imposed here in the Philippines, it will create many subdivision and these subdivisions can be a source of revenues, power and developments.
The local governments have a control over the amount of money collected within their jurisdiction and can be easily budgeted by them. These public funds can
create more infrastructures, hospitals and building for education. The public funds collected by them will give them the opportunity to spend it according to the region’s situation which can help them save more money instead of overspending and through this, progress will be apparent.
4. Federalism can have favorable effects to Central Visayas
Federalism allows regions to create solutions to their own problems instead of distant Metro Manila deciding for them
Local Government can spend the money on programs and policies they see fit without waiting for the national government's go signal.
Federalism will make all local leaders, including those part of political dynasties, more accountable to their citizens. State governments will no longer have any excuse for interruptions in services or projects
5. Federalism can help encourage innovation of law and policy
By allowing for many state governments, different sets of policies can be tried, and the ones found most effective at solving its problems can then be implemented
A law that is rejected in one state can most likely be tried in another state to test effectivity.
Local government can have an idea which law to implement by analyzing situations in different states.
6. In federalism, the states will have the power to make decisions with little or no interference from the national government.
The states can establish policies that may not be adopted nationwide.
It make sure that all power is not centralized into a single person or group of people, since excessive power among a single group tends to be corrupting.
Giving states the right to solve some of their own problems, you allow for more efficiency within the system
7. Federalism promotes specialization
The national and state governments can specialize in different policy domains.
The national government can focus on foreign policy, defense, and other nationwide concerns, like healthcare and taxation.
States have more autonomy to focus on economic development using their core competencies and industries.
