CHAPTER I THE PROBLEM AND ITS BACKGROUND
This chapter contains the discussion about the study, the objectives, scope and its significance.
Introduction Recent trends in education in the Philippines pose new challenges in the academe for the improvement of literacy rate among Filipinos in response to one of the challenges of the United Nations Educational, Scientific and Cultural Organization (UNESCO) on Millennium Development Goal (MDG) which is to achieve universal primary education. Equalizing opportunities in education is “one of the most important conditions for overcoming social injustice and reducing social disparities in any country and is also a condition for strengthening economic growth” (UNESCO, 2008a: 24). In this paper, when we mention about quality education we will be speaking of the quality teachers, their competencies and qualifications on how to develop quality of life of the learners so that they can properly serve the society according to their roles and responsibilities as good citizens. According to the Department of Education, teacher’s competencies are a big factor in the academic achievement of the students. Included under teacher competencies are teaching effectiveness, professional recognition and awards, membership and participation in professional organizations, scholarly abilities and creative productiveness, and university and community service (Manual of Regulation for Private Schools, 2010).
Teaching is an art. It requires different skills and strategies for the better way of teaching. Sometimes teacher prefers to be authoritarian or vice-versa as a way of teaching the students and to be more skilled, literate and competitive to be able to find jobs in the future. Teaching also needs a critical and creative thinker. Teaching is the basis of the students’ learning on how to combine their prior knowledge with the new information taught by the teachers and how teachers achieve their objectives. However, teaching process has no significance if techniques or strategies that can result to their teaching competencies aren’t met. The reason why teaching objectives are not achieved by the teachers because of is mainly the lack of competencies and on focusing on the traditional way they had before instead of improving on the development of their teaching competencies. A competency includes being resourceful, being a good motivator, being flexible in all type of students and being responsible in all tasks. Teachers can’t be called competitive if they don’t have those characteristics. They must know how to use the availabilities of materials that has connection on the topic and motivation serves as the life of the interaction in the class with the teacher’s sense of humor that helps teacher to adapt to the differences of every type of students they have. Teacher competencies are an outcome-based method for assessing teacher performance. They define the key characteristics of successful teachers without prescribing any specific curriculum or instructional practices. The competency characteristics are useful for teacher training, licensure and professional development. Competencies are important to teachers as they are levels of aptitude that are measurements for teaching ability. These abilities are targeted for specific content area
teachers but are more broadly based for general classroom teachers. The uses of teacher competencies will also aide in the choices of educational career path based on abilities and interest. Once this prospers, it is best hoped that Filipino students would be more literate, skilled, and competitive to be able to find jobs more easily and contribute to the nation's pride as well as the nation's economy.
Statement of the Problem In the progress of this study, the researchers aimed to find out the assessment of teaching competencies of BIEd teacher in BatStateU Balayan And Lemery as basis for enhancement. Specifically, it sought to answer the following:
1. What is the profile of the respondents in terms of: a) Age b) Length of service c) Highest educational attainment 2. What is the level of teaching competencies of the respondents in the following aspects or areas?: a. Content knowledge b. Classroom management c. Instructional materials d. Professional dispositions 3. Is there any significant relationship between the perception of the teachers and student with regards to the teaching competencies? 4. What activities can be proposed to enhance the competencies of the teachers in BatStateU Balayan and Lemery?
Significance of the Study This study would help the teacher,students, school administrator, future researchers and the proponents as well. For the teachers, they can assess their self whether they are competent enough or not when it comes to teaching strategies. The study will also serve as guide for enhancement of these competencies. For the students, this will be a great help for them to have teacher which is more competent than before. For school administrator, this is a great aid for them in hiring a more competent teacher or to develop training programs to improve the competencies of the present teachers. For the proponents, This study would guide them in their own competencies on the other subject For the future researchers, this would serve as baseline data and referral for research for this kind
Scope and Limitation of the study This study focused on assessment of teaching competencies of BIEd teacher in batstateu balayan and lemery as basis for enhancement. This study is designed for Bachelor of Industrial Education teachers of Balayan and Lemery campuses for the academic year 2012 – 2013. This research is created for the teachers to assess the teaching competencies of BIEd teacher in batstateu balayan and lemery as basis for enhancement only.
This study is limited to the teaching competencies of BIEd teachers on carpentry, electronics, electrical, agri-fishery, automotive and home economics, and does not include teaching competencies on other subject The researchers decided not to cover other campuses of Batangas State University also..
