THE REAL FACE OF TERRORISM IN INDIA
Prologue: Terrorism has become an inseparable chapter of each of ours lives directly or indirectly. A small child of our generation is concerned of the fact that his life is not secured from the brutal and violent outrage of terrorism. Terrorism is having twofold implications; Firstly in its action, terrorism claims many innocent lives and push others to survive under a regime of terror. Secondly, it becomes the gruesome theory of unlimited destruction.

The fight against terrorism cannot be succeeded with the mere objective of „anti terror agenda‟, rather it is only possible if we wage a fight against the twofold implications of terrorism. The changed world situation in post 9/11 incident attracts considerable attention from all segments, because it was colored as a global problem with unique character. The so called call for „war on terror‟ has unmasked the politico-economic interests behind it. The reasons for terrorism are either the offshoots of exploitations and oppressions on various sections of the society by the State organs, Or specific economic and political interests of different chauvinist forces in society. terror has proven as a disaster in the countries of Iraq and Afghanistan. India too had been affected by terrorism gravely since long time back. The Khalishtan Movement, Gorkha Land Movement, Assam Movement were separatist in nature and were supported by the external force like C.I.A (Central Intelligence Agency, a US spy agency). Prior to 1992, all the terrorist movements were not linked with religion or communalismThe demolition of Babri Masjid by Sangh Parivar was the culmination of its attempts which started from late forties, to hamper the secular foundation of the country. This eventually fed as fodder for the series of terrorist attacks in 1993 and later.

Recent terrorist attacks in Mumbai have claimed the lives of almost 165 innocent people including security personnel and left a question on our internal security and failure of the Central Government to ensure the life of the people. It is notable that the Mumbai incident was an enormous crime against humanity. As the immediate aftermath of the Mumbai attack, the Government has passed the Unlawful Activities Prevention Amendment Act 2008 on the last day of 2008. The basic objective of the Act is to create a special way to prosecute the terror suspects. Our

experiences of POTA and other similar draconian laws, prove that they are not only dangerous but also prone to sordid misuse. Another effort made by the Centre to form the National Investigative Agency, without the representation of the states has raised a valid question on the co-operation between the Centre and the State relations. The Central Government should not use the NIA (National Investigating Agency) in a partisan fashion as it tends to do with organizations like CBI. The US “Central Intelligence Agency” (CIA) has for long been active in the north eastern regions of India. Its agents were directed to study social tensions and how to use them for the purpose of destabilizing the situation in underdeveloped and developing countries; the problem of terrorism, today has affected almost all parts of India. Much work have been done for countering the separatist tendencies, but most of them have deviated from the original problems and engaged themselves into either the blind opposition of terrorism or in the justification of such heinous activities. The year 2008 had witnessed a series of terrorist attacks in almost all important cities of India like Jaipur, Hyderabad, Guwahati, Bangalore, Malegaon, Ahmedabad, New Delhi etc. The problem of terrorism cannot be understood without a proper analysis of the roots of terrorism in India, hence let us analyse the problem bit deeper. The Development of the Terrorism in Free India: In 1947, India attained freedom at midnight, despite the tragic division of the country. The newly formed country had promised an overall development of the whole of India but it could not materialize because from the very beginning, the power was centralized which resulted in the uneven development in the country. Poverty, illiteracy and unemployment caused enormous discontent among the youth of the country. The expansion of terrorism was successful because of the clandestine efforts by the external power which had successfully misguided the youth from several regions of the country. The State negligence and underdevelopment in various parts of the country induced feelings of alienation among the people, thus helping the Separatist movements in spreading hatred in the society and breaking the unity of the country. Justice and Equality became irrelevant because the basic concept of the federal system was challenged by the centralization tendency of the Central government. Thus, India was successfully brought within the blue print of the Imperialist penetration program. Kashmir: The problem of Kashmir had always attracted the global attention because of the unique position of Kashmir geographically. The peace loving people of the valley had never supported any act of terror. But several times, they were been misguided by the terrorist groups and engaged in the terrorist activities by utilizing the discontent caused among the people due to state negligence towards their destitution and underdevlopment. Internationally Kashmir holds very important position and convenient position for the geo political globe. It had caused a number of war weapon dealings in the world market with the Imperialist countries like USA. However, none of the governments had tried to dissolve the Kashmir problem with the bona fide intention. Assam:

terrorist outfit, had proved that without the support and backing of the external power the operation was not possible. The root causes and the initial terrorist problems were not been tackled by any of the laws whatever they may be; Whereas the real solution of the problem was possible had the problem been analyzed under the light of development, generation of employment, eliminating poverty and providing education to every children. Anti Terror Laws: India has a tradition of promulgamation and repeal of Anti Terror Laws. Till date, the tradition has been continued. We have seen how the TADA (Terrorist And Disruptive Activities (Prevention) Act) was grossly misused. The POTA (Prevention of Terrorism Act) was nakedly misused against the minority community and against the popular movements in India. The recent Amendment of the Unlawful Activity Prevention Act has not done much more than a new legislative measure. Actually the newly developed scenario is different because the Indian terrorism has been reshaped and restructured on the basis of the religious fundamentalism. The Newly Evolved Scenario: Since 1992 the nature of Indian terrorism has been reshaped by the up growing religious intolerance organized by the fundamentalist groups of the country. The demolition of the Babri Masjid on 6th Decemeber 1992 by the rabid Hindu Fundamentalist group under the leadership of Sangh Parivar had encouraged the terrorist groups to be active. It resulted in the Mumbai Blast of 1993.

Babri Masjid demolition shook secular fundamentals of India
The formation of the B.J.P led government at the centre had not only created new opportunities for Hindu fundamentalists in spreading hatred and dividing people through open acts of violence and using state organs for oppressing the minorities, but also created situations like State sponsored pogrom[Gujrath] of numerous innocent minorities including women and children in the aftermath of Godhra train carnage which was carried out by certain fundamentalist elements. The open terrorism by the Hindu fundamentalists of Sangh Parivar and their allies with an ultimate aim of formation of Hindu Rashtra on the basis of the theory of Pithrubhumi (Fatherland) and Punyabhumi (Holy Land), completely terrorised and alienated the minority communities throughout India. Along with this, the denial of justice for the minorities led many of the youth among the minorities to be part of various banned fundamentalist groups and terrorist groups to carry out terrorist activities in large scale again murdering large number of innocent people from different religions. The violence by Hindu Fundamentalist groups continued even under Congress led UPA govt at center against all minorities whether in Orissa, Madhya Pradesh or Karnataka. Apart from these open terrorist activities, some of the elements of the Sangh Parivar outfits are now accused in the Malegaon bomb blasts which claimed many innocent lives. Hence, the Secular foundation of Democratic India is under serious threat and the country is being divided enormously on communal lines.

World situation after 9/11 and Imperialisms called war on terror The Definition of terrorism has been changed with the tragic incident of 9/11 when the twin towers of WTC was demolished by two hijacked planes in US. The immediate aftermath of this attack in the biggest Imperialist Country of the world was the declaration of war against Iraq & Afghanistan with the so called agenda for the War on Terror. Today the slogan itself is being questioned by some of the allies of US. It is now a widely proven fact that the War on Terror was nothing but a battle for the economic benefits from Afghanistan and Iraq and fulfill their vicious political agenda in middle east to which even UN (United Nations) acted as a dump spectator. As of part of this, US and its allies spread lot of propaganda against their target of interests and coming up with false allegations like presence of WMD (Weapons of mass destruction) in Iraq, etc. Sociologists suggest that War on terror and subsequent actions from the US and its allies have increased the division among people, giving rise to numerous other terrorist and separatist groups resulting in more terror acts and killing of innocent civilians. It is quite evident that in the name of suppressing the terror groups, US and its allies targeted the civilian area resulting in massive human massacre.

Abu Ghraib prison in Iraq and in Guantanamo bay prison shows the most heinous face of the Imperialist forces. Recent incidents happened in London (Vandalism of Muslim Graves in Charlton cemetery, Forest Gate anti terror raid in London etc), USA, Israel, Australia, France, Spain etc shows the categorization of Islamic religion with a monolithic terrorist face. Replacing the multiple identities of people with monolithic references to certain religion and attacking them on the basis of “war on terror” is part of the very Imperialist agenda which have very severe implications. “Islamophobia” thus created a cockeyed identity for a particular religion in the entire world, its implications being seen in other countries. India, being a diverse country of religions has also been troubled by the same phenomenon.
The effect of Terrorism in India & the Politico-Economic aspects behind it The war on Terror had affected the polity of India too, so much so that it had to implement various draconian and unconstitutional laws. The terrorism today in India is not only a one faced problem but also a dangerous phenomena mixed with the fundamentalism. So, none of the draconian law will be successful till we combat the communalism at large. Therefore it is most important to wage ideological battle against both Terrorism & Communalism to get them uprooted.

Communalism & Terrorism spreads hatred and violence and marginalizing masses to destitution
From the above analysis provided, it could be inferred that the terror acts in India which existed much earlier in different forms had combinations of political and socio-economic aspects. The acts whether by the regional separatist groups or by religious fundamentalist forces have socio-economic aspects as a core cause. Abetting or exacerbating the divisive and separatist tendencies in the society [which are products of the numerous reasons mentioned here] by external or internal forces, would lead to such flagitious acts of terror. These tendencies should be countered by a strong sovereign state which has political determination and has the primary aim of working for the betterment of the people. The Economic aspects are definitely the vast poverty & unemployment seen in the country. The political aspects should be considered in a two dimensional view point. US Imperialism has tried enormously through its various organs as mentioned earlier to promote the separatist tendencies and hence divide the country in order to colonize it. which have given birth to the present form of religious terrorism in the country, also have born in the womb of colonialist period. The unity of the hindus and muslims in the revolt of 1857 and the social movements causing the castes in Hindu religion to unite, threatening both the Colonialist British and the upper classes of these religions. The policy of divide and rule which culminated in the brutal religious massacres on both sides and partition of the country clearly highlights what the religious fundamentalists and conservationists of both the groups wanted. If we analyze the present situation, we can see how the BJP, a political outfit of Sang Parivar, after coming to power at the centre moved very closely to the US Imperialism thus pawning our sovereignty and diluting the strong Non-Aligned path which we had pursued for many decades. This calculated link with US imperialism is for attaining the socio-economic stature (which was their motivation from the beginning as explained earlier), and it is trying to attain this politically by continuous work over the core aspects like culture, history etc. This kind of work by the Sangh Parivar outfits is effectively marginalizing different sections of the society giving rise to various divisive forces; in other words, majority fundamentalism is giving fodder to minority communalism and vice versa. Congress led govts before and after the BJP came to power were no less in diluting our sovereignty and in fact the present Central government moved more closely to US imperialism and supporting some of its imperialist stands in the world. Congress has never taken strong stands against these majority or minority communal forces, exposing its socio-economic aspirations and shameless attitude to exploit the situation without considering the fate of the masses. History speaks in volumes on their lousy positions on different occasions. While its stands on Shabanu Begam case is directly pointing to its minority community appeasement nature, its position on Babri Masjid incident, and recent Gujarat, Orissa and Karnataka incidents are citations for their soft hindutva positions. From these, we could find the alliance of the majority religious fundamentalist forces and the ruling classes with the greatest Colonial power British then (during freedom struggle)

and the greatest Imperialist power US now. It is crystal clear that US is trying to include India in to its “war on terror” (which it had called post 9/11) by portraying the terror activities in India with a pan Islamic identity and hence strengthen the growing relationship with India thereby having a foothold in the South Asian region which they have be\en ardently trying to do all through the years by different means. Again, if we study the historic perspective of the rise of so called Islamic terrorism in world, it was US which propped up the Mujahideen group to fight against the democratically elected Mohammad Najibullah Government in Afghanistan which was supported by USSR. US and other western countries continuously supported and funded the Mujahideen group for their own Political & Economic interests in Afghanistan region. It was from this Mujahideen, the later members of Al-Qaeda were recruited and which became known to the entire world for its horrific acts of violence and global face of terrorism. Even the twin tower bombing of September 9, 2001 and the close nexus of Bush family, Bin Laden family, the Saudi Arabian government and the Taliban screened in the 2004 award winning documentary film "Fahrenheit 9/11" by American filmmaker Michael Moore throws many questions over the complex equations behind the facade of so called war on terror. Hence, terrorism could only be fought if we are able to go into the root causes of the rise of terrorism of various forms. The constitution has to promote federalism by giving more powers and autonomous stature to the states. This would help to undertake developmental works including fulfilling the basic needs of all the people and bringing marginalized community to mainstream of society on one hand and stop all the oppression and aggression of various superior forces. This would promote the unity of the country and upheld the diverse nature of our country “The India”.

Uprising of the Communal forces in Karnataka and their divisive methods Our State Karnataka has been facing a serious challenge to the traditions of social harmony, between various communities inhibiting this enchanting land. Whoever ruled an area or territory there was religious tolerance practiced here. During the Mysore Sultanate Ranganathaswamy Temple was protected and bestowed with several gifts by Hyder Ali and Tippoo Sultan. The scene of the Veerakumars carrying the Karaga performing certain rituals at the Darga near Cotton pet is witnessed annually by vast masses. The Bababudan Dattatreya Peetha was worshipped by Hindus and Mussalmans for centuries. There are numerous such traditions throughout Karnataka.

However, the Divisive forces started gaining strength in the last decade of twentieth century. The calculated move by a particular political force masquerading as a cultural organisation with an avowed intention to slowly subvert the constitution and establish fascism in the name of Hindurashtra had effectively hurt the religious sentiments of minorities. They foment trouble as witnessed in the nineties, the Idgah Maidan issue at Hubli where they went on foisting the National Flag, against the provisions of law relating to National Flag itself. This they did repeatedly to incite communal riots, which they did and the issue could be resolved with the help of the local religious leaders. They then raised the issue of Bababudangiri by starting a hitherto non existing tradition of Sabha Yatre in the name of Datta Jayanti. There are many such fronts are opened by them.

at J.P.Nagar, Tumkur, Haveri etc. They have opened another front, this time attacking the Christian Churches, Prayer houses. What was started at Davangere during August, 2008 by locking three churches and then burning down a Church at Bada near Davangere, they did a concerted attack on 14 churches on a single day on September 8th. The Sep 8th attack was staged in 3 districts i.e. Dakshina Kannada, Udipi and Chickamangalore. The attacks continued for a week upto 14th September and considering the protests from all well meaning people and individual the Govt of India was forced to intervene. And upon the intervention of the Govt. of India a lull was created. Later another Church near Attibele was set fire to. All these attacks were clearly a part of an agenda aimed at establishing a one party rule. Immediately after coming to power they engineered defections of disgruntled elements in opposition parties offering them instant power and named the operation as operation Lotus, shows that they would not want the practices of parliamentary democracy to be followed. Even though the recent attacks against Churches were executed with a precious plan by these forces they have denied any responsibility. Having employed state machinery of revenue, municipal and police to lock up three the churches in Davangere the state administration cannot pretend that they are unaware of such actions. Clearly there is evidence of involvement of `committed' officials implementing the illegal orders of those in government while the churches in Mangalore were attacked. The police attacked the worshippers inside the church and many victims who are arrested are the worshippers in these Churches. Partisan and patently illegal actions of some of the police personnel are criminal in nature and worth being punished. Instead what is happening is just and well meaning officers are held back by those in governance from taking action against erring personnel. All these divisive actions of those in power are creating wider disenchantment among the people. Several well meaning persons in the Society have lost confidence in the `neutrality' of administrators. They have no hope of Rule of Law being administered in the State. Loss of confidence in the constitutional governance by various groups is creating conditions of their joining forces with those who advocate taking law into their own hands. Terrorist Squad of Mumbai Police have revealed that there are Hindu Terrorist Groups Operating in the Country. The Kandhamal incidents in Orrissa blamed the Christians for murder of a Swamy and the Hindutwa forces have killed hundreds of Christians, burnt down not only churches and prayer houses but several houses and forced people to live in forests. Only those who agreed to reconvert are being permitted to live in peace. These as also the `Gujarat Model' which they wanted to bring here are pointers to what danger is posed to Karnataka. Karavali Ale a paper committed to upholding democratic traditions and not compromising with communalists and criminal elements are facing serious threats. It is necessary to uphold the freedom of the press at least free from criminal intimidation. The recent terrorist attacks on Mumbai have created a challenge before the people irrespective of religious groups, to come together in the interest of Nation. It is not just the minorities who were at the receiving end who are made to suffer in the terrorist attacks. Terrorism has no religion, country. They are unsuitable to be tolerated by any civil society. However, we cannot ignore the fact that it is the hurt sentiments of a people who somewhat tolerate, some time join and aid such groups. It is divisive politics as practices by those who resort to communalism which creates vast reservoirs of people with their living, honour and sentiments hurt. The terrorists take to these pools as fish to water. Terrorism cannot be extinguished without simultaneously ending communalism. As terrorists have no respect for laws, the communalists also have no respect for law. Communalism and Terrorism attacks and destroys the edifice of Rule of Law which is very dear to all law abiding citizens in the Country. Without Rule of Law constitutional governance gets seriously affected. Authoritarian governance takes place and people are carried away by propaganda against parliamentary system itself.

Call To All Secular & Democratic People in Karnataka
The twin menace of Communalism & Terrorism is getting deep into the minds of Indian youths. The print and electronics medias fuel negative feelings, e-mail campaigning's instigate delusive ideas which nurture the reactionary tendencies of these younger people.
IT industry which employs a considerable section of these youth from the middle & upper classes is now becoming susceptible for the spread of Communal and Fundamentalist ideas by the continuous involvement of Communal groups in various forms. RSS and its affiliates are in the forefront of this divisive campaigning and are organising themselves in the IT Sector. These targeted youth, though mostly apolitical and socially unaware are falling into the traps of these Communal and Fundamentalist forces that indirectly become very useful for the political progress of the latter whether in terms of Volunteering activities or in case of fund mobilization. Chunk of other white collar professionals too are increasingly falling into this trap. The different NGO type of activities and charity activities being largely carried out by these forces are attracting more and more youth into their folds. This is causing the youth in the minority community also getting snared by the communal forces such as NDF and terror groups such as SIMI, Lashkar-E-Toiba, etc in search of security or retaliates against the open Terrorism done by the majority fanatics. The fanatics among the minority groups utilize these youth to fulfill their vested interests. Both the majority and minority terror groups hence nurture each other and require each other for their existence.
In such a situation it becomes imperative for the progressive individuals in IT Industry with Secular and Democratic values to create awareness against Communalism & Terrorism and to uphold the Secular Democratic traditions of our country and to maintain Unity & Fraternity. Bangalore, the IT hub of India has seen a rise of Communalism in the recent period especially after the BJP Government assumes power for the first time in Karnataka. The State government is using all its power to spread their hatred campaign and providing suitable environment for RSS and its affiliate organizations to proliferate and reach out to every sections of the society and instigate venom in the minds of the

youth. This is helping their twin terror groups of the minority community to recruit more people showing these acts of violence and instigating hatred in the young minds. Now this is getting rapidly spreading into the IT professionals who are getting divided on these religious lines leading to a very dangerous situation.
We request all the Secular minded and Peace loving Indians to join the campaign against the spreading of Communalism and to create the awareness on Secular and Democratic values in the society. We also request all the youths to unite & create a strong and counter balance against global terrorist and imperialist leaders, the USA and Israel. We deem every religious fundamental organization which promote communalism and terrorism, either national or international, is equally danger for Indian society irrespective of their religious identity. Terrorism has no religion and no language and no nationality.
