CBLT (Competency-Based Language Teaching) a. Background CBLT is demands that language be connected to a social context rather than being taught in isolation. CBLT requires learner to demonstrate that they can use the language to communicate effectively (Paul, 2008; Richards & Rodgers, 2001; Wong, 2008). It means that we use language in order we can communicate with the society in which we stay in. And also CBLT is helping the students in expressing what that they have achieved. By the end of the 1970, CBLT is used to teach a language programs for adults. And in 1990, CBLT has been used by refuge in the United State to receive a federal assistance and in order the refuge can study another language as a second language which they live. It can be easily the refuge to communicate with the society around them in a new environment. b. Approaches in CBLT There are several principals in CBLT: 1. Language is Functional view. It means that language is tool for the expression functional View 2. Language is an interactional view. It means that language is tool for realization of interpersonal relation in order they can communicate between individuals. And also language is tool to creating a social relation. 3. CBLT is built communication competence. It means that with using CBLT the learners can develop their communication skill. 4. CBLT shares with behaviorist views of learning. Because it shares the principle that learner infer language form language function. c. The implementation of CBLT According to Auerbach in Richards and Rogers (2001:145) there are eight key features for Competency-Based Language Teaching: 1. A focus on successful functioning in society 2. A focus on life skills 3. Task or performance-centered orientation 4. Modularized instruction 5. Outcomes that are made explicit a priory 6. Continuous and ongoing assessment 7. Demonstrated mastery of performance objectives

8. Individualized, student-centered instruction

d. Role of teacher 1. The teacher as a facilitator. It means that the teacher has to provide positive and constructive feedback to the learner in order to help the learner to improve their skill. 2. The teacher has to give clear order and explanations. It means that the teacher should give the clear instruction to make sure that every learner understands to the task that they will do. 3. The teacher does not push the students. Its mean that teacher forbid to push the student, because in CBLT is not time-based. Instead the achievement of the students is most important. e. Role of Learner 1. To be active in the classroom. It means that the student should perform the skill that they have learned. 2. To stay in actual program until they mastered. The students should stay in one program to make sure that the learners know what they have already learned and what the next step will look like. 3. To be moved into more proficient group of student 4. To be able to adapt and transfer knowledge from one setting to another.
