Teacher Evaluations 1.
Evaluation systems, including all standards and procedures, should be developed jointly and implemented by the administration and the union.

Initial development should be supported by jointly selected experts from around the country.

Teachers should be at the center of the evaluation system in order to share and reflect on their practice. Evaluation should be done with teachers, not to them.
4.
Any teacher evaluation system should provide the necessary information, feedback and support (linkages to professional development) necessary to help the teacher to grow from the evaluation process.

To the extent possible, the evaluation system should be closely related to the teacher’s current teaching assignment. Every effort should be made to make the evaluation process relevant.
6.
The evaluation system should use mutually agreed-upon standards developed from research-based instructional practice.
7.
The information used in the evaluation process should come from a variety of sources.
8. Multiple, jointly selected independent evaluators, including peer specialists, should be used on an increasing basis. As the evaluation process enters new or different levels, the number of independent reviews should increase (this helps to protect due process). 9.
Due to its volatility, inherent inaccuracy and lack of transparency, student achievement data should be used only for validation of individual teacher performance and not as a determining factor.
10. All evaluators, both peer and administrative, must be properly trained to observe, process, judge and report all evaluative information. 11. A joint committee, whose members are selected by the administration and union, should oversee implementation and any necessary adjustments to the evaluation system. 12. Any evaluation system should preserve due process while providing an efficient and timely resolution to all consequential decisions.
