Dear Dr. Mayo:

We write this letter to you as parent leaders of TOC to affirm the belief of the School Reform Initiative that we need "the permanent collaboration of the adults in and around the school system" in order to improve the education of our children. TOC is satisfied that we have collaborated with the school system to make positive changes to the Code of Conduct and to the bullying prevention procedures. In the same way, we want to be part of the new school reform effort and we desire that part of this reform be translation services for parents who do not speak English as their first language. For the new school reform effort to be successful, it is fundamental that all parents, regardless of race or language, have access to information and are included as critical participants in the school system. It is necessary to facilitate close communication between parents, teachers and principals, and this requires translation services. Recognizing that the school system has made progress with respect to some of our proposals — specifically the translation of important documents and the translation of the web page — and recognizing that some schools have made improvements to provide parents with access to information in Spanish, still there are schools where a significant percentage of parents face obstacles accessing information, participating in mandatory meetings, and communicating with the school about their children. For this reason, TOC has proposed a series of solutions to implement translation services in all schools in an equal and permanent way. Knowing that you are aware of how urgent this problem is for parents, we ask that you continue considering our proposals. We invite you to consider the questions that we discussed on August 5, and meet with us to present your vision, to dialogue and to come to an agreement to make equal access a reality: a. Translation of documents: What system has been developed to provide for translated documents in all schools in an equitable way? If a teacher or principal needs to send a communication to parents in Spanish, what type of support does the school system offer? How are teachers and principals being informed about their obligation to provide equal access and about the translation services that are available to them? b. Translation at mandatory parent meetings: What plan is the school system developing to increase the participation of Spanish speaking parents in these very important mandatory meetings, and what is the plan to provide access equally in all schools?

c. The "google" translator of the web page: Will the Spanish translation be edited by a human translator so that it is an accurate and effective way of communicating with Spanish-speaking parents, who make up 26% of the district? If there is a significant population in the school district that speaks another language, will that language be edited by a human translator as well? d. Availability of interpreters in schools so that parents can communicate with teachers and principals: What is the plan that the school system is developing to hire interpreters and/or coordinate volunteers for this necessity? How will parents, teachers and principals be able to access this service when they need it? Howwill the school system proactively inform parents, teachers and principals about the availability of this service? e. Translation in Board of Education meetings. What is the vision and plan to realize equal access to these public meetings, so that all of the public, regardless of race or language, can be informed and express our opinions in a democratic and transparent system? With the intention of listening to your vision and working together to implement solutions to this urgent problem in order to achieve the goals of the school reform effort, we invite you to meet with us. Please reply by Friday, October 30 if you are willing to meet with us on Monday, November 2 from 6:00 pm to 8:00 pm, Saturday, November 21 from 10:00 am to 12:00 pm, or Monday November 23 from 6:00 pm to 8:00 pm at the Public Library. Por medio de esta carta, los padres líderes de TOC nos dirigimos a usted para afirmar la creencia del Plan de Reforma Escolar que necesitamos "la colaboración permanente de los adultos en y alrededor del sistema escolar" para mejorar la educación de nuestros hijos.

TOC está satisfecho de haber colaborado con el sistema escolar para hacer cambios positivos al Código de Conducta y para prevenir y lidiar con el acoso escolar. De la misma manera queremos ser parte de la nueva reforma escolar y que parte de esta reforma sea los servicios de traducción para los padres que no hablan el idioma inglés como su primer idioma.

Para que la nueva reforma escolar sea exitosa, es fundamental que todos los padres, sin distinción de raza o idioma, tengan acceso a información y sean incluidos como participantes críticos en el sistema escolar. Se necesita facilitar la comunicación entre los padres, maestros y principales, y esto requiere servicios de traducción.

Reconociendo que el sistema escolar ha hecho avances con respecto a algunas de nuestras propuestas — específicamente la traducción de documentos importantes y la traducción de la página web — y reconociendo que algunas escuelas han hecho mejorías para proveer información a los padres en español, todavía hay escuelas en donde un gran porcentaje de padres se enfrentan obstáculos informándose, participando en reuniones mandatorias, y comunicándose con la escuela sobre sus hijos. Por tal motivo, TOC ha propuesto una serie de soluciones para implementar servicios de traducción en todas las escuelas de una manera equitativa y permanente. Sabiendo que usted está conciente de que tan urgente es este problema para los padres, solicitamos que usted siga considerando nuestras propuestas. Le invitamos a considerar las preguntas que conversamos el 5 de agosto y reunirse con nosotros para presentarnos su visión, para dialogar y para llegar a un acuerdo para realizar la igualdad de acceso:

a. La traducción de documentos: ¿Cuál es el sistema que se ha desarrollado para garantizar la traducción de documentos en todas las escuelas de una manera equitativa? ¿Si un maestro o un principal necesita enviar un comunicado a los padres en español, que tipo de apoyo brinda el sistema escolar? ¿Cómo se están informando a los maestros y principales sobre su obligación de proveer acceso equitativo y sobre los servicios de traducción que están a su disponibilidad?

b. La traducción en las reuniones mandatorias de padres: ¿Cuál es el plan que el sistema está desarrollando para aumentar la participación de padres de habla hispana en estas reuniones tan importantes, y cuál es el plan para proveer acceso de una manera equitativa en todas las escuelas?

c. El programa de traducción "google" de la página web: ¿La traducción al español será modificada por un traductor humano para que sea un modo preciso y eficaz de comunicarse con los padres de habla hispana, los cuales representan 26% del distrito? ¿Si hay una gran poblaciónde padres que hablen otro idioma, será revisado también la traducción al dicho idioma por un traductor humano?

d. La disponibilidad de intérpretes en las escuelas para que los padres puedan comunicarse con maestros y principales: ¿Cuál es el plan que el departamento de educación está desarrollando para contratar intérpretes y/o coordinar voluntarios para dicha necesidad? ¿Cómo podrán tener acceso los padres, maestros y principales a esto servicio cuando lo necesitan? ¿Cómo se informarán sobre la disponibilidad de dicho servicio?

e. La traducción en las reuniones públicas de la Junta de Educación: ¿Cuál es su visión y plan para realizar la igualdad de acceso a estas reuniones públicas, para que todo el público, sin distinción de raza o idioma, pueda informarse y expresar nuestras opiniones en un sistema democrático y transparente?

Con la intención de escuchar su visión y trabajar juntos para implementar soluciones a este problema urgente para lograr las metas de la nueva reforma escolar, le invitamos a reunirse con nosotros.

Por favor contestenos antes del viernes, 30 de octubre, si está dispuesto de reunirse con nosotros el lunes, 2 de noviembre de 6:00 pm a 8:00 pm, el sábado, 21 de noviembre de 10:00 am a 12:00 pm, o el lunes, 23 de noviembre de 6:00 pm a 8:00 pm en la Biblioteca Pública.
