17Feb2004 NORAD Response for Information from the National Commission on Terrorist Attacks on America (9/11 Commission) James V. Anderson II, Maj, NYANG, Assistant Chief, Operations Control (ADOC), NEADS, provides the following response in answer to the question regarding tracks 1516/Controller and Assistant Controller for the Panta 45 and 46 scrambles from Otis: On the morning of Sept 11th, the Controller and Assistant Controller data should relate to Capt Hedrick controlling FHM ODC 19 and MSgt Citino controlling LFI on ODC 20 as labeled in the NEADS Dictaphone system. However, due to physical wiring configuration, ODC 18 (DRM 2 DAT 2 Channels 17 and 18) has been determined to be MSgt Citino controlling LFI and no evidence of Capt Hedrick's control frequency can be linked to an ODC or DAT channel. General Dynamics, the hardware support contractor, notes that each position should have been recorded but there was really no way to go back and confirm the wiring at this point. The configurations have been changed at least once, when converting to the AVTEC system. Based on listening to all DRM channels and statements from General Dynamics, NEADS believes Capt Hedrick's (FHM) control scope console wasn't recorded on Sept 11, 2001. This summary was briefed to the 9/11 Commission during their visit to NEADS.
