New York TRACON World Trade Center Sequence of Events September 11,2001 Revision #1 At approximately 1240UTC, the New York TRACON (N90) Traffic Management Coordinator (TMC) received a call from the Boston ARTCC (ZBW) TMU. The ZBW TMU attempted to point out AALl 1 over SPARTA (SAX). N90 TMC was advised that AALl 1 was a possible Hijack aircraft. The N90 TMC was unable to observe AALl 1 as the aircraft was beyond N90's radar coverage. The N90 Traffic Management Unit (TMU) was called by New York ARTCC (ZNY) and asked if N90 TMU was aware of a possible Hijack aircraft approximately 30 miles North of JFK. The N90 TMU observed a primary targe: approximately 30 miles North of JFK Southbound at a high rats of speed. The N90 TMC advised the Liberty Area Operations Supervisor-In-Charge (OSIC) of primary target that is a possible hijack aircraft 30 miles North of JFK Southbound. The N90 Liberty Area OSIC proceeded to the Liberty South Radar position and pointed out to the Liberty South CPC a primary target approximately 30 miles North of JFK Southbound, The Liberty OSIC advised the Liberty South CPC that the aircraft was NORDO. The Liberty South CPC observed the primary target proceed Southbound. At approximately 1247 UTC, Liberty south loses radar contact with the primary target in the vicinity of the World Trade Center. The Liberty OSIC went to the N90 TMU and advised the N90/TMC that Liberty1 south lost radar contact with the possible Hijack aircraft in the vicinity of the World Trade Center. The Liberty OSIC was advised that a Chatochwa (CHQ) pilot reported that the World Trade Center was on fire. At approximately 1259 UTC, N90 Liberty South received a call from ZNY pointing out a target in the vicinity of Robinsville (RBV) VOR. ZNY did not know the identification or destination of the target. N90 Liberty South observed the point out aircraft proceed on a course toward New York City rapidly descending and at a speed between 450 to 500 knots. The Liberty South CPC tagged the aircraft as P020. The Liberty OSIC over heard the Libert)' South's conversation coordinating with ZNY reference the point out in the vicinity of RBV and observed the aircraft proceeding toward New York City. Having blown of the fust aircraft striking the World Trade Center, the Liberty OSIC went to the N90 Traffic Management Officer (TMO), pointed out the PO tag, and indicated to the N90 TMO that this aircraft may be a second aircraft heading for the World Trade Center. The N90 TMO observed the tagged aircraft descending at approximately 4000 feet per minute and approximately 500 knots. At approximately 1303 UTC, the N90 TMO observed the target of the tagged aircraft disappear in the vicinity of the World Trade Center.

At the same time the K90 Liberty South CPC observed the target of the tagged aircraft disappear from ACDinTSJ of Se Wor^Trade Center. The luc observed altitude was 1200 feet udictfug a speed of approximately 500 knots. The N90 Operations Marmger-In-Charge (OMTC) was called by the Newark Airport Traffic^Control Tower and advised that a second aircraft had struck the World Trade Center. The N90 OMIC immediately instructed all N90 Areas to hold all traffic. At approximately 1307 UTC, the N90 TMO instructed the N90 TMCs to stop all N90 arrivals and departures and to sterilize N90's Terminal Airspace. All arrival aircraft in the N90 Terminal Airspace landed at their destinations After the last.aircraft landed at each of the New York Metropolitan airports, the New York New Jersey Port Authority closed all Port Authority airports. The N90 TMU advised the ATCSCC and surrounding air traffic facilities of above events and actions. The N90 OMIC advised AEA-ROC, AEA-500 and A.EA-505.
