Request for Information - NIV Staffing

Pursuant to your request for estimates of consular Won-Immigrant Visa (NIVJ staffing levels, we provide the att.ached information. This information is derived from the las't available set of consular packages (FYOl) that included statistics for October 1, 2000 through September 30, 2001. As some posts did not submit consular packages, the' numbers do not reflect worldwide totals. In addition, because the consular package does not have a separate entry for "total NIV authorized positions", the number of NIV officers has been estimated. As requested, the computation used to arrive at this estimate is provided. fNote: Beginning this year CA will enforce consular package submission. The consular package has also been modified and the FY0.2 version includes separate entries for Nonimmigrant Visa and Immigrant Visa staffing levels.] As you review these estimates please keep in mind that the consular package is an informal instrument designed to provide general information about consular workload and staffing for our Bureau's internal management. Should you have any additional questions or require other data, please do not hesitate to let us know. We very much appreciate all requests coming through our front office. This makes it possible for us to compile all information provided by CA as well as track the work our staff is doing to assist you and other Department colleagues.

ESTIMATED OVERSEAS VTSA POSITIONS (FY01)

1. local American Visa Positions - 593 This includes those positions encumbered by Professional Associates. It does not include Consular Associate positions. 2. Total American General Positions - 342 This includes positions encumbered by Professional Associates. It does not include Consular Associate positions.

It includes consular managers and other multi-portfolio cor.sular officers who may or may not handle NIV responsibilities. 3. Estimated Total NIV FSO Positions - 444 In order to obtain this number we took the "Total NIV American Hours" (815,179) minus "NIV American Overtime" (311,417) divided by average yearly work-hours (1,760). Th:.s number includes Professional Associates as they are simply an alternate method of filling existing FSO positions. [W.ยป double-checked our computation method by obtaining the to;al. Immigrant Visa (IV) FSO positions in the same manner (116) and then adding the two (590) to obtain a number only 3 removed from the Total American Visa Positions.] 4. Total Consular Associate work years - 79 In order to obtain this number we took the "Consular Associate NIV Hours" (139,277) and divided by the average yearly work-hours (1,760). We do not provide this response as a "total number of positions" because many Consular Associates do not work full time.
