The purpose of this call was to establish whether Mr. Lamb was the best witness with whom to explore the interaction between security concerns at Embassy Riyadh in the Summer of 2001 and the implementation of the Visa Express Program. Lamb indicated that, while he was involved in the creation of Visa Express, he felt that his successor, Kevin O'Neill, was perhaps a better person to speak with since Lamb departed Riyadh in May of 2001. I briefly inquired of Lamb whether he recalled any discussions about security with Consul General Furey. Lamb answered that the issue of security related to crowds of individuals outside the U.S. Embassy in Riyadh "definitely was mentioned in several country team meetings" during his tenure there. Lamb further stated that because of these concerns, he (as RSO) supported the creation of the Visa Express Program.
