Washington, D.C. 20407 Dear Mr. Marcus: I have been watching with keen interest C-Span's various televised sessions of the Commission. These sessions brought to mind a case of alleged visa fraud at a large American Embassy in Southeast Asia. I have first-hand information on this matter hrough personal contacts in country with a friend and national of this particular country. CAVEAT: This alleged visa-fraud scheme may not rise to the standards of investigation sought by the Commission. However, as a veteran U.S. consular officer, 2/3/2004

Page 2 of2 now retired, I have become very sensitized to problems of visa fraud (to my recollection, most recently in Ciudad Juarez and Nuevo Laredo, Mexico). Thus, in spite of some misgivings at first, I nevertheless decided to report to the Commission the alleged fraud in this Southeast Asian country. Should this be of interest, I would be pleased to send you, by letter, a complete outline of this alleged ongoing fraud scheme. I could also supply you with the full name, address and telephone number of my in-country friend who, at some personal danger to herself, assisted this embassy's security officers - apparently to no avail in their alleged investigation into this matter.
