FBI DOCUMENT REQUEST No. 19 The National Commission on Terrorist Attacks Upon the United States (the "Commission") requests that the Federal Bureau of Investigation (FBI or the "respondent") provide the Commission with the following documents no later than December 31, 2003 (the "production date"):

1. To the extent not already produced, memoranda for the record or for the file and other documents that describe or summarize the results of Principals' Committee, Deputies' Committee, CSG, or other NSC meetings, from January 1, 1998 through September 20, 2001, (a) relating to Usama bin Laden ("UBL") and/or Al-Qaeda, and (b) as to Afghanistan (including the Taliban and/or the Northern Alliance), Pakistan, Saudi Arabia and/or Sudan, relating to terrorism or other matters that could reasonably be expected to affect U.S. policy on terrorism or cooperation with that country in countering terrorist attacks on the United States. 2. Documents relating to State Department denial of "countryclearance" for FBI agents traveling to Sudan in order to investigate Nossair Sayed Abbas and/or Skander Said Suliman, from August 9, 1998 through September 10, 1998. 3. Documents relating to alleged offers by the Sudanese government, transmitted through ambassador Mahdi Ibrahim, to cooperate with the FBI on counterterrorism issues, from January 1, 1998 through July 1, 1998. 4. Conclusions and/or reports from the summer of 2000 through the summer of 2001 produced by the joint FBI-CIA team investigating Sudan's status as a sanctuary for or supporter of terrorists. 5. To the extent not already produced, any analyses or sets of briefing materials provided to the Director or Deputy Director of the FBI describing the 9-11 plot. The Commission requests that the items described above be provided as soon as they are available, even though all requested items may not be provided at the same time, through means of a "rolling" production.

FBI Document Request No. 19 Page 2 If any requested items are withheld from production, even temporarily, based on an alleged claim of privilege or for any other reason, the Commission requests that the respondent, as soon as possible and in no event later than the production date, identify and describe each such item or class of documents, as well as the alleged basis for not producing it, with sufficient specificity to allow a meaningful challenge to any such withholding. If the respondent does not have possession, custody or control of any requested items but has information about where such items may be located, the Commission requests that the respondent provide such information as soon as possible and in no event later than the production date. If the respondent has any questions or concerns about the interpretation or scope of these requests, the Commission requests that any such questions or concerns be raised with the Commission as soon as possible so that any such issues can be addressed and resolved prior to the production date.
