GATES LETTER ... Your perspective is vital to informing the Commission's understanding of how the Intelligence Community (1C) is managed as well as how it performs collection, analysis, and warning. The Commission hopes to discuss a wide range of topics with you in detail, including, but not limited to: •

The effect of the Cold War's end on the 1C, including how the Intelligence Community responded to the decline in resources for national security.



Formal and informal systems by which the Director of Central Intelligence (DCI) manages the 1C in general and the Central Intelligence Agency in particular.



The nature of the "intelligence/policy nexus," including how the DCI interacts with the Executive Office of the President (EOF), and how the EOF conveys priorities to and performs oversight of the 1C.



The nature of interaction between the 1C and the Department of Defense, including the relationship between the Director of Central Intelligence and the Secretary of Defense and Deputy Secretary of Defense.



Whether major organizational or other changes are needed to enable the 1C to counter terrorism effectively, including whether terrorism^ renders the notjqn of "community" anachronistic. Whether the DCI's authorities are commensurate with his or her responsibilities, and whether the DCI's authorities should be strengthened - including via creation of a "Director of National Intelligence' The effectiveness of Congressional oversight in improving the IC's performance.
