FBI Reforms Since 9/11 Management of Counterterrorism and Intelligence •

The FBI reorganized and expanded the Counterterrorism Division at FBI headquarters and created the position of Executive Assistant Director for Counterterrorism and Counterintelligence. The Counterterrorism Program is now a centrally directed, national program. The FBI also has promulgated a Model Counterterrorism Investigative Strategy which is the blueprint for conducting intelligence-driven Counterterrorism investigations that all field offices must follow.



The FBI established an Executive Assistant Director for Intelligence, the official with direct authority and responsibility for the FBI's national intelligence program. The BAD for Intelligence is responsible for guiding the Bureau's intelligence collection, analysis, and dissemination and for integrating intelligence into the Bureau's operations. o The FBI established Field Intelligence Groups in each field office which are responsible for the management, execution and coordination of intelligence functions

Counterterrorism Operations •

The FBI established the Counterterrorism Watch Unit, a 24-hour central clearinghouse for terrorist threats and intelligence



The FBI created the interagency Terrorist Financing Operations Section (TFOS), devoted to the financial aspects of terrorism investigations and liaison with the financial services industry.



The FBI established a Communications Exploitation Section which analyzes and exploits terrorists' methods of communication o The FBI established the Document Exploitation Unit which identifies and disseminates intelligence gleaned from millions of pages of documents and computers seized overseas



The FBI created the Foreign Terrorist Tracking Task Force (FTTTF) to keep foreign terrorists and their supporters out of the United States

Counterterrorism Analysis •



The FBI created a Counterterrorism Analysis Branch to oversee the bulk of the Counterterrorism Division's intelligence functions including strategic and tactical analysis The FBI created a College of Analytical Studies to provide training and a career path for analytical personnel

Coordination/Information Sharing •

The FBI expanded the number of Joint Terrorism Task Forces o Prior to 9/11 there were 35 JTTFs, now there are 84 o More than 4,200 federal, state and local law enforcement officers are members of the JTTFs



The FBI created a National Joint Terrorism Task Force at FBI headquarters in July 2002 o Its mission is to enhance communication, coordination and cooperation between federal, state and local government agencies representing the intelligence, law enforcement, defense, diplomatic, public safety, and homeland security community by providing a point of fusion for the sharing of terrorism intelligence and by acting as the "hub" of support (administrative, logistical, financial and training) for the JTTFs throughout the United States. o The NJTTF consists of representatives from 38 government agencies collocated within the FBI's Strategic Information and Operations Center (SIOC)



The FBI leads the Terrorist Screening Center which consolidates information from terrorist watch lists and provides 24/7 support for law enforcement, consular officers and other officials.



The FBI created an Office of Law Enforcement Coordination to strengthen relationships with federal, state, and local law enforcement agencies



The FBI created a Reports Officer position to identify and extract essential information and analysis from FBI investigations and intelligence products and produce reports that are shared with the intelligence and law enforcement community o The FBI has disseminated more than 2,000 Intelligence Information Reports (IIRs) to the intelligence community and state and local law enforcement officials o The FBI created a weekly Intelligence Bulletin which is distributed to more than 17,000 law enforcement agencies, 60 federal agencies, and certain foreign government agencies

Resources •

Personnel o Since 9/11, the number of FBI agents working counterterrorism matters has increased from 1,351 to 2,398 o The FBI has hired 460 analysts since 9/11, bringing the total number of analysts to 1197

o The FBI has hired nearly 700 translators since 9/11, more than 95 percent of them native speakers o The number of total FBI counterterrorism personnel has increased by 99 percent Financial o The FBI's counterterrorism funding has increased by 101 percent o For FY 2004, 40 percent of the FBI's budget is devoted to national security matters (counterterrorism and counterintelligence) o By FY 2005, the FBI's counterterrorism and counterintelligence funding will have more than doubled since FY 2001 Successes The FBI has investigated more than 4,000 threats to the United States The number of active FBI investigations into potential terrorist activity has quadrupled Working with its intelligence community and state and local law enforcement partners, the FBI has disrupted terrorist activities on multiple occasions inside the United States, primarily terrorist financing operations. For example, the FBI has identified and dismantled terrorist cells in Baltimore, Buffalo, Cincinnati, Minneapolis, Newark, New York, and Tampa.
