Dear Mr. Marcus: (U) This responds to Item No. 9 of DCI Document Request No. 27 (DR#27), issued by The National Commission on Terrorist Attacks Upon the United States (the "Commission") on 24 December 2003. (U) Second, the inclusion of talking points as part of the Agency's response does not mean that such talking points were actually used by the DCI. In addition, the listing of topics in the talking points does not establish that the DCI actually discussed the topic. Likewise, the absence of talking points concerning a particular subject does not establish that the topic was not discussed between the officials, but only that no talking points were drafted for the topic.
