GOAL #1 (…fiscally sound government…) Remain on 30-month budget planning cycle GOAL #2 (…city services…) GOAL #3 (…proactive annexation policy…) Develop data sheet comparing cost/benefit of City services to cost of living in the county (MSBU/MSTU/insurance, etc.)…most will be surprised that cost/benefit may more often than not prove annexation worthwhile for property owners GOAL #4 (…esthetics…) GOAL #5 (…educational opportunities…) GOAL #6 (…economic development…) Place the Port of Pensacola in its entirety up for a long-term lease…issue unconstrained RFP for “best use”
-or Sell the Port of Pensacola outright with appropriate zoning and land-use requirements in place Support EDA’s plan to use incremental increases in utility franchise fees as a dedicated source of funding economic development
-or Identify other means to fund ED without cutting services or implementing additional costs to government (i.e. declaring unused City property as surplus and using revenue from sale of that property for ED) Identify measures of effectiveness for ED and use the MOEs to determine future funding to ED entities Simplify permitting process…especially for targeted properties Have “shovel-ready” sites available to fit ED strategy Increase population density

Recognizing that all transportation modes are subsidized, demand that local mass transit be overhauled before future funding is approved
-and Establish MOEs for mass transit
-then Increase the amount of funding for mass transit exponentially Although recognizing our community has tremendous ED talent, we need to ensure the community has a person with gravitas, a heavy-weight heading ED, probably from outside the community who can talk-the-talk with like-minded individuals with similar backgrounds. Use our existing talent as mechanics/functionaries/technocrats so-to-speak, but bring in the dealmakers. Issue RFP for airport commerce park Connect waterfront in its entirety from Bayou Chico to Wayfront Park for universal public access GOAL #7 (…establish a quality of place…) Expand present TIFs or employ new ones to beef up the city’s infrastructure (retain some of that future revenue that we will give-away to Escambia County)
