PURPOSE OF THE NEWSLETTER

As you are aware, the City of Cape Town (CCT) has initiated the rehabilitation of a 4.5 km portion of the Main Road from Atlantic Road in Muizenberg to Clovelly Road, Clovelly. The purpose of this Newsletter is to provide users of the road with relevant information concerning the project since July 2009.

COMPLETION OF SECTION 1 SOUTHBOUND



Section 1: Southbound was opened to two-way traffic on 14 September 2009.



There are some minor items to be completed before final acceptance.



The project team is satisfied with the final product and has received several compliments from several residents, the Muizenberg Historical Society and other road users.

SECTION 2 SOUTHBOUND: PROGRESS



Setting up the traffic control equipment took longer than anticipated and the project team apologises for the confusion and frustration experienced by the people living in this section.



Construction is progressing well with the installation of the 600mm water main. Despite a 3 day delay with the overhead power lines it is anticipated that the completion of the first 300 metres will be ahead of schedule.



At present, the team is carefully removing the road-side wall to Carisbrook subway to accommodate the 600mm water main and the new stormwater connection to the existing culvert. Approximately 130 metres of stormwater reticulation is needed in this section to cater for the run-off from the mountain.



The subway wall will be reconstructed on completion of the services and the existing flaky white paint carefully removed to expose the natural stone.

ADDITIONAL WORK OUTSIDE SCOPE OF WORK CURRENTLY UNDERWAY



Construction of a new parking embayment at the Posthuys Museum.



Restoration of line markings and replacement of some signs on Boyes Drive.



Rehabilitation of the parking area at the Battle of Muizenberg Site.

UPDATED PROJECT PROGRAMME



Section 2: Southbound started 4 weeks late due to delays experienced in Section 1. Approximately 60% of this section will be completed by the December holiday. The intention is to complete as much of Section 2 Southbound as possible by early December 2009.



Two-way traffic separated with concrete barriers will be in operation during the December holiday.



At present, the work is going according to plan and the project team is cautiously optimistic.



The team expects to complete a significant section of the embayed parking before the December holiday period to accommodate those residents that are currently using part of the existing road on Section 1 for parking.



The balance of Section 2: Southbound will be completed by the end of February 2010.



Section 2: Northbound is programmed for completion at the end of May 2010.



Section 3: Southbound is programmed for commencement by end May 2010 but will be complete by mid September 2010.



Section 3: Northbound is to commence mid September 2010 and to be completed by the end of the year.



These revised programmed dates are based on the production rates achieved in Section 1: Southbound and Section 1: Northbound.

7.2 Email Notifications from August – September 2009

4 August 2009:

Notification of upcoming construction works – surfacing of road and swapping of lanes southbound to northbound.

7 August 2009:

Request for motorists to use alternative route of Boyes Drive for the afternoon of 7th August, as the surfacing of the Main Road had commenced affecting traffic flow.

21 August 2009:

Notification of temporary water supply shut off between Braemar Road and Gracelands House along Main Road, for a period of 5 hours on Monday 24th August, from 8am to 1pm to repair a leaking water main.

4 September 2009:

Notification of traffic changeover from Monday 7th September to work in the section between Carisbrooke and St James.

30 September 2009:

Notification of temporary closure of Carisbrook Subway for construction purposes from Tuesday, 29th September 2009 until Saturday, 5th December 2009.

PROJECT TEAM RESPONSES

Parking has been made available opposite Carisbrook. This parking is mainly used by Carisbrook residents at night but is available to the public during the day. The area next to St James station and Rhodes Cottage is also available for parking. Specialised Law Enforcement Services have been contacted and confirmed that the traders will be removed and have their goods confiscated. Muizenberg Law Enforcement have also been notified and are committed to assist with enforcement in the area.

Traffic lights have been set up and are now operational. Additional staff training will be done to improve effectiveness of the signal operators.

This has been arranged.

PROJECT TEAM

The project team consists of Mark Doubell, Paul Booth and Ian McDonald (Roads and Stormwater Directorate) of the City of Cape Town; Robin Hoogwerf (Engineer), Andrew Rush (Engineers Representative) and Darryl Carver (Specialist Water Services Consultant) of Kayad Consulting Engineers; and Rob Starke (Director), Chris Ford (Contracts Manager), and Andrew Simpson (Site Agent) of Civils 2000. In order to ensure the safety and well being of the public, the project will be overseen by Health and Safety Inspector, Rod de Witt of Independent Risk Analysis.

EMERGENCY SITUATIONS

In the event of an emergency, it will be possible for users of the road to obtain immediate information as to the status of the construction works, through contacting the Engineers Representative, Andrew Rush at 072 355 5535. Alternatively Rob Starke from Civils 2000 can be contacted at 082 5691 860.
