That Council receive the Water Utility 2008 Quality Report for information. EXECUTIVE SUMMARY:

This report documents the results of the Township’s drinking water monitoring program between January 1, 2008 and December 31, 2008, including source well waters and distribution water quality. Details are contained in Attachment A. Source water quality met regulatory requirements during the 2008 period, with the exception of nitrate levels at Aldergrove Well #10 and the aesthetic parameters iron, manganese, and turbidity at various wells. In East Langley these parameters are reduced to acceptable levels prior to distribution to the public via blending and treatment at the Aldergrove Water Treatment Plant. All sources met the requirements of the British Columbia Drinking Water Protection Regulation’s and the 6th Edition Guidelines for Canadian Drinking Water Quality. Specifically, there were no confirmed positive E.coli test results for any Township source or distribution. PURPOSE:

The Township is home to approximately 102,000 residents. Of these, 79,000 have water supplied by the Township, while the remaining use water from private wells, community wells, or other sources. There are 18 separate sources of water within the Township; 17 wells and the Greater Vancouver Water District. DISCUSSION/ANALYSIS:

Source water quality met regulatory requirements during the 2008 period, with the exception of aesthetic parameters iron, manganese, and turbidity (non-health parameters related to taste, colour, and odour), and nitrates. Turbidity levels at the point of distribution were, on average, within maximum acceptable concentrations (MACs). Iron and manganese are reduced to acceptable levels prior to distribution during the treatment process at the Aldergrove Water Treatment Plant (AWTP). Nitrate levels are also reduced to acceptable levels prior to distribution to the public via blending at the AWTP. All sources met the requirements of the British Columbia Drinking Water Protection Regulation’s and the 6th Edition Guidelines for Canadian Drinking Water Quality (CDWQ). Specifically, there were no confirmed positive E.coli test results for any Township source or distribution. Water system improvement highlights in 2008 included: installation of a new pressure reducing valve, drilling of the Acadia and Tall Timbers redundancy wells; replacement of the AWTP process piping, and 655 meters of deficient watermain replaced. Water operations for 2009 include the continued monitoring of all water sources and distribution points, with a number of capital projects planned or underway to improve the integrity and reliability of the water distribution system, including SCADA (Supervisory Control and Data Acquisition) system upgrades and further infrastructure replacement. Legislation: The BC Drinking Water Protection Act, in conjunction with Health Canada’s CDWQ Guidelines, requires that all municipalities produce an annual report on water quality, and must ensure the information is made public. The Drinking Water Protection Act, in conjunction with Health Canada’s Guidelines for Canadian Drinking Water Quality (6th Edition), requires that all municipalities produce an annual report on water quality and must ensure that the information is made public. Specifically, there were no confirmed positive E.coli test results for any Township source or distribution.
