STANDARD OPERATING PROCEDURE NUMBER 01

DESIGNATION OF AFP HOUSING BOARD REGIONAL/ AREA REPRESENTATIVES

1.

REFERENCES:

a. Memorandum of Understanding (MOU) between NHA & AFP dated 29 November 2017; b. Inter-Agency Memorandum of Agreement (MOA) on Comprehensive Social Benefit Program (CSBP) notarized on 17 March 2017; c. AFP Housing Directive Number 01 dtd 31 October 2012 with Subject: Policy and Procedure for Awarding House and Lot Unit to Beneficiaries/ Survivors of Military/CAA Personnel Killed in Action (KIA) and with Total Permanent Physical Disability (TPPD); d. e. 2.

AFP Housing Board Meeting Nr 2018-04; AFP Housing Board Minutes Nr 2018-04. BACKGROUND:

a. In line with the AFP’s policy in uplifting the quality of life of its personnel, AFP Housing Board will ensure that off-base housing programs undertaken in accordance with the Memorandum of Understanding between AFP, NHA and HUDCC will be properly implemented; b. The AFP Housing Board through its Secretariat in coordination with the Major Service Housing Boards has centrally managed and controlled the implementation of the AFP Housing Programs nationwide; c. The PNP Shelter Board has decentralized already the management and control of its Off-Base Housing Programs down to regional levels; d. Regional issues relative to Off-Base Housing Programs cannot be easily addressed by the AFP Housing Board and the Major Services Housing Boards because of distance; and e. To address regional off-base housing issues, the Engineer Unit Commanders in the areas nearest to the AFP-PNP Housing sites will be designated as the Regional/ Area Representatives of the AFP Housing Board.

PURPOSE:

To prescribe policies, procedures and responsibilities in the implementation of the AFP Off-base housing projects nationwide through the designated AFP Housing Board Regional/ Area Representative. 4.

DEFINITION OF TERMS:

a. AFP Housing Board Regional/ Area Representative (AFPHB RAR) – Engineer Unit Commanders in the field nearest to the AFP/PNP Housing Sites; b. AFP/PNP Housing Sites – AFP Off-Base housing units undertaken in accordance with the Memorandum of Understanding between AFP, NHA and HUDCC; c. Awardees – KIA Beneficiaries, WIA with TPPD, Active Military and Civilian personnel. d. WIA with TPPD – Wounded-in-Action Personnel with Total Permanent Physical Disability as determine by the medical board created to the purpose and must have been incurred during the combat and combat related operations. e. Comprehensive Social Benefits Program (CSBP) – An inter-Agency Program initiated by the Office of the President granting KIA Beneficiaries AFP Housing Units free of charge; f. Killed-in-Action (KIA) – military personnel and members of the Citizen Armed Forces Geographical Unit (CAFGU) Active Auxiliary (CAA) killed in action during combat and combat-related operation; and g. Move-In-Cycle - the process of accepting and occupying the awarded housing unit. 5.

POLICIES:

a. This SOP subscribes to the Force Provider-Force Employer Concept, wherein the Unified Commanders shall have the authority to direct the selected Engineer Unit Commanders in the field nearest to the AFP-PNP Housing Projects sites as the AFPHB RAR under its operational control to represent the AFP Housing Board, better known as the AFPHB RAR; b. The AFPHB RAR, is directly and primarily responsible and accountable in the implementation of the mandate of this SOP. c. Comprehensive Social Benefits Program for KIA/TPPD/WIA Beneficiaries for housing program shall be given the 1 st priority in awarding; d. Technical inspection and acceptance shall be based on the standards and specifications as stated in the Terms of Reference of the project; e. Site Selection and determination for housing projects shall be determined and approved by the AFP Housing Board; and f. Expenses by the AFPHB RAR shall be programmed by the AFP Housing Board Funds through Engineer Brigade.

PROCEDURES:

a. The Unified Commanders shall have the authority to direct and issue orders for the selected Engineer Unit as Regional/ Area Representative and to furnish the AFP Housing Board of such order. b. All instructions from AFP Housing Board will be directly passed through AFPHBRAR for determination of compliance thereto. c. AFPHB RAR shall prepare accomplishment reports of every assigned task, queries, and commitment to the AFPHB and shall submit the same to the concerned Unit Commanders for their information. 7.

RESPONSIBILITES: A.

AFPHB and MSHB shall:

1. Provide overall direction, information and monitoring of the tasks of the AFPHBRAR; 2. Provide and process fund support requirement for the AFPHB RAR in order to facilitate the execution of their tasks; and 3. Provide guidance on any assigned tasks/ queries/ clarifications/ commitments of the AFPHB RAR. B.

AFP Unified Commanders shall:

1. Direct the selected Engineer Unit commanders in the field nearest to the AFP/PNP Housing Project sites as the AFPHB RAR under its operational control to represent the AFP Housing Board. 2. Issue orders for the AFPHB RAR. C.

AFPHB Regional/ Area Representatives

1. To attend all housing related activities such as meetings and conferences called for by the NHA/ HUDCC Regional Offices, Comprehensive Social Benefits Program Host Agency (DILG) and Presidential Management Staff Regional Field Units within the area of responsibility. 2. To make a report to the AFPHB and provide recommendations on matters discussed during these meetings or on any assigned tasks, queries and commitment. 3. To immediately implement these recommendations upon approval of the AFPHB. 4. To conduct regular site inspection of land development and housing construction; 5. To ensure completion of the following: a.

6. To conduct post inspection and inventory of all Housing Units awardees within their area of operations until such time Home Owners Association (HOA) is established; 7. To monitor and assist the awarding activities rendered by the National Housing Authority; 8. To act as member of the joint TIAC who will inspect the housing site for validation prior to occupancy; 9. To render report to the Chairperson, AFP Housing Board through Secretariat in coordination with the respective Major Service Housing Board Secretariats; 10. To attend and render a significant accomplishment report during the conduct of Video Tele-Conferencing (VTC) to be conducted monthly by the AFP Housing Board Secretariat at AFP Command Center. 11. To assist all AFP beneficiaries-awardees (KIA Beneficiaries; Active Military and Civilian Personnel) in their respective housing sites during awarding and move-in cycle in coordination with the Local NHA personnel; 12. To perform any and all other functions which the AFP Housing Board may direct in furtherance of the Memorandum of Understanding. 13. To not make any commitment on housing related matters without conferring same to the AFPHB; 14. To submit the following documents to the AFPHB on a regular basis: a. After Activity Report; b. Fund Utilization Report (FUR); c. Receipts, pictures; d. Certificate of Appearance; and e. Letter Order from the Originating Unit; D. Awardees must coordinate with the AFPHB RAR for the awarding and the move-in cycle of their awarded units. 8. EFFECTIVITY: This SOP shall take effect upon publication.
