April 8, 2003 Dear Commissioners and Staff: We would like to take this opportunity to outline our expectations in terms of working with the Commission as the investigation moves forward. As the FSC stated during our meeting in Washington D. C. on March 13, 2003, it is our leadership in the groups we founded, our membership in numerous family groups, our frequent interface with other related groups, our websites and our newsletters that will provide the extensive and effective network needed to help the Commission facilitate the collection and dissemination of information relating to the Commission's work. For your convenience, we have attached is a list of the Family Steering Committee members and our group affiliations. The purpose of this letter is to propose regularly scheduled meetings between the Family Steering Committee and the Commission. Our suggestion is that Governor Kean and Lee Hamilton alternate as the Commission's representative at these meetings and that the staff director also attends. The meeting locations can alternate between the NY/NJ Metropolitan area and Washington D.C., although the former location is our preference since it closest to where most members of the FSC reside. We also propose weekly conference calls between the FSC, Philip Zelikow and Chris Kojm. In addition, we have established a roster where each FSC member will communicate regularly with one of the Commissioners. Please advise if these dates are acceptable: In-person meetings: T.Kean- Tuesday April 29 L.Hamilton- Wednesday, May 28 T.Kean- Thursday, June 26 (these are the proposed dates for the first three meetings) Teleconference: Every Friday at 10 am P.Zelikow C.Kojm Thank you for your consideration to this proposal. We would like to hear from you as soon as possible regarding its implementation.

Very truly yours, Family Steering Committee for the 9/11 Independent Commission FSC Members: Carol Ashley, mother of Janice Ashley, 25 Fred Alger Management, 93rd floor, WTC Tower One; Hometown: Rockville Centre, NY Memorial Committee Co-Chair, Families of September llth; Member of Skyscraper Safety Campaign; Coalition of 9/11 Families; LMDC Family Advisory Council
