Mooring chain inspection requirements (1) Chain less than 20 years old: „

If proper documentation and history is presented, and no reported failures, requirements are: -

100% visual examination 5% NDT on general chain 20% NDT on chain which has been in way of fairleads over last 5 years 20% NDT on chain which will be in way of fairleads over next 5 years

If no documentation or history is available then examination will be increased to include mechanical testing of each length of chain and increased NDT. Assuming working area cannot be defined, then 20% of whole chain

Mooring chain inspection requirements (2) Chain greater than 20 years old: „

If all documentation is available, and historical information including previous reports showing no failures and only minor repairs, then current survey extent can remain in place.

„

If no documentation is available (i.e. no certificates, unable to identify the chain, unable to ascertain orientation of the chain, which parts have been over the fairleads etc) then the chain shall be subjected to 20% NDT and mechanical testing of all lenghts

„

If documentation review reveals history of defects, then NDT shall be increased to 100% in the areas where defects are found

This will provide alternative machinery survey arrangements which can be used by Owners to: - define their maintenance plan - optimize their maintenance effort - and still comply with Classification requirements.

Proposed new Rule text: - Machinery equipped with instrumentation enabling the condition of the machinery components to be ascertained and monitored may be subject to special approval regarding the extent and method of the survey.

Reliability Centered Maintenance (RCM) „

a well proven and accepted methodology in the process, aviation and offshore industry.

provides a method for establishing a preventative maintenance programme, which is intended to result in improved overall safety, availability and economy of operation.

„

based on analysing defined systems and sub-systems with respect to their failure modes.

„

The following seven basic steps need to be reviewed for the equipment or system under scrutiny: 1. What are the system functions and associated performance standards? 2. How can the system fail to fulfil these functions? 3. What can cause a functional failure? 4. What happens when a failure occurs? 5. What effect or consequences will a failure have? 6. What can be done to detect and prevent the failure? 7. What should be done if a maintenance or proactive task cannot be found?

RCM - What must be done? „

Systemise machinery/equipment and identify boundaries, e.g. ballast water system, including pumps, strainers, valves.

„

Carry out a risk assessment defining criticality of equipment within the system. - (Note: DNV has developed a new version of its ORBIT risk assessment software tool specifically for use in RCM risk assessment)

„

DNV will review submitted RCM analyses against the agreed standard in dialogue with the Owner.

„

An implementation survey/baseline measurements will be carried out onboard the unit by a qualified DNV surveyor.

„

Follow up will be carried out on an annual basis normally by means of audit and spot checks.

„

Result -this could mean a PM system offering greater confidence, less cost and less disturbance to operational activity

Acknowledgement of Compliance (AoC - SUT) Background „

Definition: - An AoC is a decision made by the Petroleum Safety Authority (PSA) that the technical condition of a MOU, the applicant's organisation and management system, are considered to be in compliance with relevant requirements in Norwegian shelf legislation.

„

August 2000: - Introduction of a voluntary arrangement with AoC for mobile drilling facilities

„

January 2004: - AoC made mandatory for drilling units with a transition period until January 2005.
