TRI & Pollution Prevention Data

TRI National Meeting March 31st, 2009

Pollution Prevention Act of 1990 

Pollution Prevention Act (PPA) 

Declared national policy of source reduction Reduce hazardous substance, pollutant, contaminant entering any waste stream  Reduce hazards to public health and environment 

Required source reduction and data collection 

Section 8 added to Form R

“Source reduction” Any practice which Reduces amount of waste prior to recycling, treatment, disposal, and  Reduces hazards to public health and environment 

To air, land, water

Waste Management Hierarchy “Pollution should be prevented or reduced at the source whenever feasible.” Source Reduction

P2 In-Process Recycling

Waste Minimization

Other Recycling

Pollution Control

Treatment Disposal

“Disposal or other release into the environment should be employed only as a last resort.”

PPA Source Reduction and Recycling Report     

Quantity disposed or released Quantity recycled and recycling process Quantity treated and treatment process Ratio of production change from previous year Percentage change from previous year and two years forward Source reduction practices used for the chemical during report year and techniques that identified the source reduction practice

Form R Section 8 Total production-related waste (TPRW) of toxic chemical involved in operations  Measure of change from previous year  Estimate of future TPRW 

Form R Section 8.10 Source Reduction Activities 

Source reduction practices and techniques used to identify source reduction opportunities 43 activities in eight categories  11 methods used to identify activities 

Additional information (narrative)

Source Reduction Activity Categories Good operating practices (3) Inventory control (6) Spill and leak prevention (6) Raw material modifications (3) Process modifications (6) Cleaning and degreasing (10) Surface preparation & finishing (5) Product modifications (4)

Methods Used to Identify Opportunities for SR Activities •Internal P2 Audit • External P2 Audit • Materials Balance Audits • Participative Team Management • Employee Recommendation • Employee Recommendation (formal company program) • State Govt Tech Assistance • Federal Govt Tech Assistance • Trade Assoc/Industry Tech Assistance • Vendor Assistance • Other

Source Reduction Example 

Furniture facility uses glue with TRI chemicals Starts new drum of glue at beginning of each shift Finds way to change out drums only when drum is empty, reducing glue waste and TRI release (i.e. source reduction)

P2 Results System

Partners 

National Pollution Prevention Roundtable (NPPR) Pollution Prevention Resource Exchange (P2Rx) Colorado, Michigan, NEWMOA (Region 1 &2 P2Rx Center)

National P2 Results Task Force  

 

Joint Project: NPPR & P2Rx Includes representatives of states in every EPA Region, P2Rx Centers, EPA HQs & Regional Offices Has been meeting for over 4 years Focused on developing core national P2 measures, data aggregation tool, & report on the results

Purpose 

Help sell the economic and environmental value of P2 Help policy makers assess P2 efforts and determine funding Provide EPA quality data regarding P2 efforts

Current Accomplishments 

Designed & built P2 Results System (with EPA P2 Program funding)

Developed a Data Dictionary for a set of core metrics – Behavioral, Activity and Outcome

MOA with state/local P2 Programs – 48 signatories, 73 data contributors

Used system to collect P2 data from 2004-2006

Activity Measures (Level 1)          

Trainings, workshops, meetings, conferences and roundtables P2 Plans Site visits Brief assistance P2 information developed P2 information distributed Grants awarded Web visitors to online information Awards Programs Leadership Programs

Behavioral Measures (Level 2)        

Clients reporting adoption of P2 policies People trained in P2 by clients Clients developing EMSs Clients that have developed a P2 Team Clients that have mapped their processes Clients reporting compliance improvements Clients reporting implemented P2 suggestions Clients reporting increased understanding of P2 Opportunities

Outcome Measure (Level 3)          

Reduced Operating Costs (dollars/year) Non-Hazardous (pounds/year) Hazardous Materials (pounds/year) Hazardous Wastes (pounds/year) Air Emissions (pounds/year) Solid Waste (pounds/year) Energy (KwH/year or therms/year) Green Energy (KwH/year or therms/year) Water Use (gallons/year) Water Pollution (pounds/year)

P2 Results (2004 – 2006) 

Air Pollution Reduced – Averaged 0.8 billion pounds/year includes CO2, NOx, SOx, PM (2007 TRI Air Releases 1.3 billion pounds)

Water Pollution Reduced – Averaged 13 million pounds of toxics/year, 20 million pounds/year total (2007 TRI Water Releases 232 million pounds)

Savings – $2.2 billion/year

Questions?

Discussion Questions - How do we get more and better TRI Section 8.10 Reporting? - Training - Assistance - Are there ways to make it more useful/meaningful (balanced with burden)? - Quantities (pounds) reduced?

Discussion Questions con. -

How else could we capture P2 Results from TRI facilities?

-

Ways to get TRI quantified Source Reduction data into P2 Results System?

-

Would this be good to do? Worth the effort?

Discussion Questions con. - Other possible uses of Section 8.10 data? - Using data to identify environmental leaders (activities above and beyond regulations)
