Why do we need a State Data Exchange? Purpose: The State Data Exchange (SDX) allows EPA's Central Data Exchange (CDX) to automatically forward copies of electronic TRI submissions to state Exchange Network Nodes. The TRI data exchange allows states to receive raw TRI data in real time. It also reduces the burden on reporting facilities, allowing them to Exchange submit only once through CDX. State Data

Trix’s State Exchange Dilemma • Need to eliminate number of paper forms and disks states received • Need to eliminate data entry into state databases • How to provide data quality checks to data collected • Eliminate burden from having two forms being sent to EPA and State • Need to view TRI Form “R” and Form “A” submissions 11 in a timely manner

What is TRIDex? • TRIDEX is an application that parses the TRI submission from an XML format into a relational database. – Was developed by Windsor Solutions – Originally design based on a TRI Util Program

What is TRIDex? TRIDex is two applications developed by Windsor Solutions – a PC-based application (TRIServer) that parses the TRI submission from an XML format into a relational database. – a web-based application (TRIViewer) that allows for browsing, extracting, and managing TRI submissions.

How does TRIDex work?

1) When a TRI submission is received from a TRI reporter, CDX determines which state agency should receive a copy of the submission. If the state supports the TRI exchange, the file is submitted to the agency node to the "TRI" data flow. 14

How does TRIDex Work?

1) Upon receipt, the agency node stores the TRI XML file in its document repository. Note that no plug-in is required for the node to accept and store TRI files.

How does TRIDex Work?

1) On a scheduled interval, the TRI Server looks for new TRI submissions to be processed. For each TRI XML file retrieved, the XML document is parsed to the TRI Viewer database.

Future Direction • Need to be able to make changes to TRIDex to reflect changes in Forms R and A, schema, etc. • Need to develop a basic version of TRIDex to all States. • Need to support the continued growth of the application and user community as the SDX evolves.
