State Data Exchange Benefits of Going Electronic
TRI National Conference Bethesda, MD March 31-April 2, 2009
Agenda • Why do we need a State Data Exchange (SDX)? My name is TRIX. Welcome to the • Options available to implement a 2009 TRI National State Data Exchange Conference! • What states need to do to set-up a TRI SDX • What is TRIDex? • What can the TRIDex do for you? – TRIX’s State Exchange experience – TRIDex Application Options – Screenshots

Why do we need a State Data Exchange? Purpose: The State Data Exchange (SDX) allows EPA's Central Data Exchange (CDX) to automatically forward copies of electronic TRI submissions to state Exchange Network Nodes. The TRI data exchange allows states to receive raw TRI data in real time. It also reduces the burden on reporting facilities, allowing them to Exchange submit only once through CDX. State Data
1.- Facility reporting TRI chemicals
2.- Login into CDX TRIME Web account
3.- Data accepted by TRIME Web Server
4.- Data converted into XML format for web service
5.- XML Data converted stored in CDX node to be sent to state
6.- Data received by state node
7.-Front-end application views data by State employee

State Data Exchange States in Production For Reporting Year 2007 •46% of the national data (43,414 reports) went through the TRI State Data Exchange to participating states. •44.5% (10,156) of all TRI facilities had their reports submitted to the State via the exchange.

Options to implement a State Data Exchange • Option 1: Do it yourself – Solicit a Data Exchange Grant to fund TRI application on state data exchange node. – Consult with other states that have implemented their own TRI SDX (Pennsylvania, Kentucky, and Oregon) – Use TRI resources to get started: • State Data Exchange web site: http://www.epa.gov/tri/stakeholders/state/state_exchange/index.htm • Step-by-Step handout to join the State Data Exchange • CDX Hotline to test your node: (888) 890-1995
– Attend EPA’s Monthly State Data Exchange Call –Third Wednesday of every month for advice or assistance
9
Options to implement a State Data Exchange-cont • Option 2: Have someone do it for you – Contractors that have established a TRI front end application that meet each states unique configuration on your State Node Which option is best for your • Windsor Solutions State? • InfoTech • CGI • ERG
10
Trix’s State Exchange Dilemma • Need to eliminate number of paper forms and disks states received • Need to eliminate data entry into state databases • How to provide data quality checks to data collected • Eliminate burden from having two forms being sent to EPA and State • Need to view TRI Form “R” and Form “A” submissions 11 in a timely manner
What is TRIDex? • TRIDEX is an application that parses the TRI submission from an XML format into a relational database. – Was developed by Windsor Solutions – Originally design based on a TRI Util Program
12
What is TRIDex? TRIDex is two applications developed by Windsor Solutions – a PC-based application (TRIServer) that parses the TRI submission from an XML format into a relational database. – a web-based application (TRIViewer) that allows for browsing, extracting, and managing TRI submissions.
13
How does TRIDex work?
1) When a TRI submission is received from a TRI reporter, CDX determines which state agency should receive a copy of the submission. If the state supports the TRI exchange, the file is submitted to the agency node to the "TRI" data flow. 14
How does TRIDex Work?
1) Upon receipt, the agency node stores the TRI XML file in its document repository. Note that no plug-in is required for the node to accept and store TRI files.
15
How does TRIDex Work?
1) On a scheduled interval, the TRI Server looks for new TRI submissions to be processed. For each TRI XML file retrieved, the XML document is parsed to the TRI Viewer database.

State Data Exchange States with TRIDEX
17
TRIDex Application -Several Implementation Options
• Option 1: Self deployed TRIDex application – – – –
Must sign agreement on terms of use No support and no warranty State IT support needed State responsible for configuration • Each state has unique setup parameters • Multi state agencies may be involved
– Most economical option - free
• Option 2: Self deployed with remote assistance – May be establish with a time-and-materials contract – Ad-hoc assistance support provided – $3-5K cost depending state environment
18
TRIDex Application -Several Implementation Options-cont. • Option 3: Windsor remote deployment – – – – –
State provided access needed Performed via Web meeting Requires remote access Fast and efficient, saves on travel Probably most cost effective
• Option 4: Windsor onsite deployment – Most costly option, but least burden on in-house staff – Less troubleshooting – Straightforward deployment, typically within a week
19
TRIX’s Benefits of a TRIDEX-SDX Solution
• Did not have to configure his state node to connect to CDX node. • Facilitates data analysis • “One stop shopping” – facilities fulfill their reporting requirement to the EPA and the state simultaneously when they submit electronically • List all TRI submissions processed by CDX w/o sorting through boxes • Allows searching for data in submissions • Provides alternative to paper, diskette submissions 20
TRIX’s Rewards with TRIDEX • Eliminated redundant TRI report data entry • Reduced burden on staff • Application has increased data accuracy • TRIDEX provided useful chemical release data for analysis • Time savings 21

Future Direction • Need to be able to make changes to TRIDex to reflect changes in Forms R and A, schema, etc. • Need to develop a basic version of TRIDex to all States. • Need to support the continued growth of the application and user community as the SDX evolves.
