US Funding for Counterterrorism The National Commission on Terrorist Attacks Upon the United States requires an accurate accounting of resources dedicated to counterterrorism and force protection efforts across the Federal government. We request that the Office of Management and Budget coordinate and produce the following information in the form of briefing slides with the underlying data provided in spreadsheets.



Total funding for counterterrorism and force protection in the US government from FY 1995 to FY 2009 adjusted for inflation in FY 2003 dollars. This should include supplemental funding. Amounts from FY 1995 to FY 2003 should be actuals; FY 2004 to FY 2009 should tie to the President's FY 2003 Budget request to Congress. (Line chart with table.)



Total funding for counterterrorism and force protection as a percentage of total discretionary spending from FY 1995 to FY 2003. (Line chart with table.)



Total funding for counterterrorism, excluding force protection, identified by cabinet department or agency from FY 1995 to FY 2009; include funding projections in the President's FY 2003 Budget. (Stacked bar chart.)



Compare the President's request, obligations and "actuals to date" for counterterrorism funding for each fiscal year from 1995 to 2003. (Side-by-side chart for each fiscal year.)



Identify all supplemental funding for counterterrorism and force protection from FY 1995 , to FY 2003 broken out by department and/or agency. Please identify the primary purpose for which these emergency supplemental appropriations were justified by the President.



Compare the President's Budget to Congressional action from FY 1995 to FY 2003. Identify which department's or agency's requests were not fully supported and why; or the reasons why additional funding was appropriated for a particular department or agency.



Describe the oversight process employed by OMB to assure the President of the effective use of counterterrorism resources including the metrics applied to each department's or agency's programs.



Provide copies of OMB's Passbacks and their associated tables that provide guidance on funding for counterterrorism from FY 1995 to FY 2003. Please provide the appeals that departments or agencies provided to OMB on their respective Passbacks.



Identify any guidance provided to departments and agencies associated with the apportionment of funds intended for counterterrorism purposes from FY 1995 to FY 2003. This would include the apportionment of supplemental funds appropriated from FY 1995 to FY 2003.

1/13/2004 OMB Request re: Funding for Counterterrorism The National Commission on Terrorist Attacks Upon the United States needs an accurate accounting of Federal government resources dedicated to counterterrorism and force protection efforts. The Commission requests that the Office of Management and Budget produce information in its possession, custody, or control, in response to the following specific requests: 1. Provide total Federal spending in nominal dollars for combating terrorism activities from \ Y 1998 through F Y 2003. This request may be satisfied by providing copies of the classified and unclassified Annual Report on Combating Terrorism -- which encompasses counterterrorism and DoD force protection programs and includes spending by agency and major category (such as physical security and R&D) — and by providing spending \ data for Operations Enduring Freedom, Iraqi Freedom, and Noble Eagle. To the extent available and for the same time period, OMB should also provide the budget requests and enacted levels for the Intelligence Community's Combating terrorism activities. In order to assist the Commission interpret this data, provide the following additional information: (a) a briefing on the process employed by OMB from 1998 to 2003 to collect data on combating terrorism, including a discussion of the changes in definitions over time; (b) OMB!s official inflators for outyear projections; (c) OMB's official deflators to convert nominal dollars to real dollars, covering FY 1998 through FY 2005; and (d) OMB's official calculation of total discretionary spending, covering FY 1998 through FY 2005. 2. Provide the amount enacted for FY 2004 and the President's request for FY 2005 for combating terrorism funding as soon as practicable after the amounts are released in February. 3. Provide copies of supplemental appropriations requests submitted by the President to Congress since FY 1998 which request funding for activities reported in the Annual Report on Combating Terrorism. 4. Make available written passbacks from the OMB Director providing guidance on funding for counterterrorism, as well as any associated tables and formal appeals transmitted in writing to the OMB Director, for the Departments of Defense, State, Justice, Treasury and Transportation, and for the Intelligence Community, from FY 1998 to FY 2003. Such passbacks, associated tables, and appeals shall be made available by first briefing the Commissioners and limited Commission staff on the extent to which such passbacks exist, and then making relevant passbacks, associated tables, and appeals available for inspection at the Commission's convenience. The Commission reserves the right to request additional documents and information in this area following the briefing.

OMB should also provide the budget requests and enacted levels for the Intelligence Community's Combating terrorism activities from FY 1995 to FY 2004.



Historical data, director's review papers, or other classified or unclassified materials in OMB's possession that it believes best describes the Federal government's spending on combating terrorism activities from FY 1990 to FY 1998. In order to assist the Commission staff in its interpretation of this data, please provide the following additional information: (a) a briefing on the process employed by OMB from FY 1998 to FY 2003 to collect data on combating terrorism, including a discussion of the changes in definitions over time; (b) OMB 's official inflatorsfor outyear projections; (c) OMB 's official deflators to convert nominal dollars to real dollars, covering FY 1998 through FY 2005; and (d) total "combating terrorism "funding as a percentage of total discretionary spending from FY 1998 to FY 2003. Also include a hard and electronic copy of the briefing materials at the time of the briefing.



The amount enacted for FY 2004 and the President's request for FY 2005 for combating terrorism funding as soon as possible after the amounts are released in February.
