A. ADOPTION OF MINUTES 1. Special Council Meeting - January 19, 2009 Moved by Councillor Dornan, Seconded by Councillor Ferguson, That Council apopt the minutes of the Special Council Meeting dated January 19, 2009. CARRIED

B. APPROVAL OF DELEGATION REQUESTS 4:00 P.M. SPECIAL MEETING No delegation requests were received. 7:00 P.M. REGULAR MEETING No delegation requests were received.

MOTION TO RESOLVE INTO SPECIAL CLOSED MEETING Moved by Councillor Bateman, Seconded by Councillor Ward, That Council now resolve into a Special Closed Meeting according to Section 90 of the Community Charter for discussion of the following items identified under Section 90: Item D.1. – Section 90(1) (e) Property; Item E.1. – Section 90(1) (a) Personnel. UBCM Community Connections Grant - Langley Fine Arts School Playground Report 09-10 File RCP 0400-30 Moved by Councillor Bateman, Seconded by Councillor Ward, That Council endorse the UBCM School Community Connections Program grant application in the amount of $8,000 as prepared by School District #35 and Langley Fine Arts School PAC to support their playground replacement project. CARRIED

E. CORRESPONDENCE Moved by Councillor Ward, Seconded by Councillor Dornan, That Council receive for information the items under "Correspondence" as presented. CARRIED 1. Heart Month 0630-01 Moved by Councillor Bateman, Seconded by Councillor Kositsky, That Council give permission to the Heart & Stroke Foundation of BC & Yukon to hold its Person-to-Person canvassing campaign to take place in February 2009. CARRIED

2. Canadian Cancer Society's Annual Fundraiser 0630-01 Moved by Councillor Ward, Seconded by Councillor Dornan, That Council give permission to the Canadian Cancer Society to canvas in the Township of Langley from April 1 to April 30, 2009. CARRIED

3. Financial Support for the 2009 World Police & Fire Games 7710-01 Moved by Councillor Ferguson, Seconded by Councillor Bateman, That Council support the 2009 World Police & Fire Games request with a minimum commitment of $25,000. REFERRAL

Moved by Councillor Ferguson, Seconded by Councillor Bateman, That staff refer the 2009 World Police & Fire Games request to the Grants process. AMENDMENT Moved by Councillor Ferguson, Seconded by Councillor Dornan, That staff circulate supporting material to Council and the topic be tabled for discussion at the next Council meeting. CARRIED

4. B.C. Farm Machinery and Agricultural Museum Association Grant Request 1850-01 Moved by Councillor Kositsky, Seconded by Councillor Ward, That Council approve the request by the B.C. Farm Machinery and Agricultural Museum Association for an additional $10,000 apart from their 2009 Capital Improvement Grant to complete their renovation project. AMENDMENT Moved by Councillor Ferguson, Seconded by Councillor Ward, That Council approve an additional amount of $10,000 to the B.C. Farm Machinery and Agricultural Museum Association from the Council Contingency Fund. CARRIED

5. Fort Langley BIA Budget for 2009 0230-20 Moved by Councillor Ward, Seconded by Councillor Bateman, That Council endorse the Fort Langley Business Improvement Association 2009 budget as required by the Downtown Fort Langley Business Improvement Area Bylaw 2007 No. 4577. CARRIED

6. Inaugural Golden Ears Bridge Run 0330-20 Moved by Councillor Ferguson, Seconded by Councillor Dornan, That Council provide a letter of support for an Inaugural Golden Ears Bridge run. CARRIED Page 8 of 37

Councillor Ferguson presented the following Notice of Motion within the deadlines according to Council’s Policy: 1. Township Council Workshop Moved by Councillor Ferguson, Seconded by Councillor Bateman, Whereas Township Council is beginning a new 3 year term; Whereas there are many legal, Local Government Act and Community Charter matters that effect Council decisions on a day to day basis; Therefore be it resolved that Township Council hold a workshop with Townships Legal Counsel (Bull, Housser & Tupper) to review and discuss the rules and responsibilities of Mayor and Council; and further Be it resolved that this workshop occur within the next 45 days or whenever viably possible.
