Subject: Right to Information regarding declaration of backward Area Respected Sir/Madam, Hereby attached with this letter is application form and documents filled by a candidate who availed backward area reservation in 1988. He is a doctor practicing in public under the framework of constitution of India and all information given by you will be in public interest. As per information available, backward area reservation for educational purposes is decided by Government of India and not State Governments. What Information we want from you – 1. Are the backward area certificates – one from unknown District Collector and another from unknown Collector (there’s no name on the stamp or typed on paper) – reference no. D.Dis.11386/88 submitted by this candidate fulfills the criteria laid by Government of India for backward area reservation in AIIMS for admission in post graduate course MD Pediatrics. 2. Also please find out from Collector’s office in Chittoor, Andhra Pradesh whether the letter drafted by the honourable collector is genuine or not. In RTI, there is provision to seek response from other state/office and then file reply. If the above certificates do not fulfill the criteria for backward area reservation, then there is no need of verifying authenticity. 3. If the documents are false, what is the legal action, Planning Commission, Government of India can take against the candidate in question ? 4. Please explain what does G.O.Rt. No. 365 Finance and Planning (Plg-III) dated 27-10-XXXX means in simple English ? 5. AIIMS is Central Government Institution for medical research and education and must have received directions for backward area reservation from Planning Commission or concerned ministry. What are these directions meant for Central Government Institutions like AIIMS ? 6. Tirupati has been the second richest religious shrine after Vatican in the world and yet was the backward area ? This fact is hard to digest. If it is true then which areas of the country are marked as backward areas for availing backward area reservation in educational institutes at present.

Facts 1. The candidate who availed backward area reservation possibly by unfair means is the Director of 5 star hospital in Hyderabad, Andhra Pradesh and is self acclaimed neonatologist and critical care intensivist. 2. The MBBS degree submitted by him in AIIMS, New Delhi is typed on plain paper. 3. The candidate has never worked in any government hospital after acquiring MD degree in AIIMS. 4. He is misleading public by advertising that American Board of Pediatrics, North Carolina, USA whose certificate he acquired in 1986 provides best training in the world but in reality they do not provide any training and nor do they have any campus. 5. He has traveled to USA and UK. I never knew that people availing backward area reservation are so affluent that they can travel abroad. 6. As per different sources, he has 15 names from official records. 7. So its likely that the documents pertaining to backward area reservation are also false. 8. The candidate in question avails backward area reservation despite the fact that he did his schooling from India’s one of most expensive school – Rishi Valley School (http://www.rishivalley.org) If this matter is not under your purview, then please forward it to necessary department/ministry of Government of India. I have talked to Backward Commission who directed me to Ministry of Tribal Affairs and they directed me to approach planning commission. Sincerely
