Riley County is one of 105 counties of the sunflower state located in the north central part of Kansas. The county seat is the City of Manhattan.

County Profile - Riley County, KS Riley County is one of the 105 counties in the state of Kansas. The 2007 populations estimate lists the population to be 69,083. According to 2000 estimates, it has 609.55 sq. miles in land area and a population density of 103 people per square mile. The average household size is 2.42 persons (2000) and median household income is $34,177 (2004) (US census Bureau).
Population Estimates Riley County has a population of 69,083 as of July 1, 2007 (US Census Bureau). The population increased by 9.93% from the year 2000 to 2007. As per the 2000 census survey, population of the county was 62,843 with median age of 23.9 years. In 2000, Riley County had 15.8% of its population under the age of 15 years, 52.6% in the age group 15 to 34 years, 21.9% in the age group 35 years to 59 years and 9.6% of its population above 60 years of age.

Poverty rates Current poverty rate for Riley County is more than that of the state. In 2007, Riley County’s poverty rate was 11.9% which increased to 19% in 2007. Labor Force Riley County’s current unemployment rate is 3.1% which is less than the state rate of 4.1%. The total labor force for the county increased by 10.8% in the last five years and by 15.9% in the last ten years, but along with that the unemployed labor force also increased by 2.0% in the last five years.

Workers commuting to work More than eighty one percent of the labor force work in the county itself. The maximum outflow of workers from Riley County is to Geary County (2,013 workers i.e. 5.82% of commuting workers travel to Geary County for work). Another 1,821 workers travel to Pottawatomie County for work (i.e. about 5.42% of commuting workers). RILEY COUNTY The maximum inflow of workers to Riley County is from Geary County. According to 200 census 4,238 workers commute to Riley County from Geary County for work, and 2,694 come from Pottawatomie County. In total 9,443 workers commute to Riley County for work i.e. approximately 25% of the workers are commuters.

Section – II Industry Analysis
RILEY COUNTY
Industry Analysis Industry Totals for Riley County Industry employment increased by approximately 39% from 1990 to 2007 in Riley County. Average pay (after adjusting for inflation) has increased by 18.08 %, and number of establishments in the same period increased by around 20%. The industry has increased steadily in the county in the last seventeen years, with a slight decline in number of establishments in the period from 1998 to 2001, but has maintained an overall growth pattern over the years. RILEY COUNTY
Jobs and Average Wages by Industry Retail Trade is the largest sector in Riley County with 219 establishments and 3441 jobs. The highest paid sector is the Management of Companies &Enterprises with annual average wages of $65,466. Other high wage paying sectors are: Transportation and Warehousing (annual average wages of $51,714) and Professional, Scientific and technical Services (annual average wages of $40,697). The Accommodation & food services and the health care & social assistance are the other two sectors with large employment. Key Industries Riley County is home to some very well performing industries. These industries may be a part of existing or emerging clusters. For identifying key industries and clusters, three criteria were used: 1. Location Quotient – Location quotients (LQ) for industries at 6-digit NAICS level were calculated with US industry employment as base. The cutoff for LQ was taken as 1.25 (based on previous studies, especially Cortright 2003) 2. Average Wages – Average wages at 6-digit NAICS codes were compared to US average wages. If any industry has average wages 10% above the US average, it is considered to be a good performing industry. 3. Growth Rate – Growth rates for the employment were calculated over three year time period from 2003 to 20064, growth rate above 5% was considered to be an indicator of good industry performance. Any industry that satisfies one of these three conditions is either a good performing industry or an industry with good potential for growth. There may or may not be a cluster existing in a region for every good performing industry, but if there are good performing industries, a cluster may emerge in the near future. (For further details of methodology, please see Appendix B). The next table shows the industry sectors satisfying all three of the above stated criteria. Industries with highest Growth Rates Most of the industries with high growth rates are traded6 industries in Riley County. The highest growth rate is for the Civic & social organizations except for business, professional, labor & political organizations. There are two such organizations with 290 jobs and a growth rate of 562% approximately. The other high growth industries are mostly service oriented industries except of NAICS 332439 - other metal container manufacturing which is a part of the Fabricated Metal Product Manufacturing Cluster. The industry with the highest local share in growth is the Court reporting and stenotype services. The employment in the sector increased by 465 and all of the jobs were due to local growth (Table 15). The second highest growth in the employment was in the other metal container manufacturing.
