Marshall County is one of 105 counties of the sunflower state located in the north central part of Kansas. The county seat is Marysville.

County Profile - Marshall County, KS Marshall County is one of the 105 counties in the state of Kansas. The 2007 populations estimate lists the population to be 10,186. According to 2000 estimates, it has 902.53 square miles in land area and a population density of 12.1 people per square mile. The average household size is 2.4 persons (2000), and the median household income is $36,899 (2004) (US census Bureau).

Population Estimates Marshall County has a population of 10,186 as of July 1, 2007 (US Census Bureau). The population decreased by 7.10% from the year 2000 to 2007. As per the 2000 census survey, population of the county was 10,965 with median age of 41.7 years. In 2000, Marshall County had 19.4% population under the age of 15 years, 20.5% in the age group 15 to 34 years, 33.6% in the age group 35 years to 59 years and 26.5% of the population above 60 years of age. Poverty Rates The current poverty rate for Marshall County is 10.4 which is less than that of the state poverty rate of 11.7. In 2000, Marshall County’s poverty rate was 9.6 which increased to 10.4 in 2005 i.e. an increase of 8.3%. The poverty rate for Kansas in the same period went from 8.9 to 11.7. Labor Force Marshall County’s current unemployment rate is 3.2 which is less than the state rate of 4.1. The total labor force for the county declined by 2.1% in the last five years and by 3.6% in the last ten years. The total employed labor force declined by 1.5% in the last five years but along with that the unemployed labor force also declined by 18.8% in the last five years. Workers Commuting to Work More than eighty-seven percent of the labor force work in the county itself. The maximum outflow of workers from Marshall County is to Riley County (157 workers i.e. about 3% of total commuting workers travel to Riley County for work). Another 143 workers commute to Nemaha County for work. The maximum inflow of workers to Marshall County is from Washington County. Two hundred eighty-six workers commute to Marshall County from Washington County for work, and eighty-one come from Nemaha County. In total 752 workers commute to Marshall County for work. Industry Analysis Industry Totals for Marshall County Industry employment increased in the county by thirty-two percent from 1990 to 2007. Average pay (after adjusting for inflation) has grown by 18.54%, and the number of establishments in the same period increased at around 3%. This is a good indicator of growing industry in the county as population in the county has been declining every decade since 1990 (Figure 1). The same is also true for the fact that around 752 workers commute to Marshall County for work according to 2000 census numbers (Table 8). Jobs and Average Wages by Industry Retail Trade has the largest number of establishments in Marshall County. It has 64 establishments with 584 jobs and annual average wages of $17,601. The Manufacturing sector has 20 establishments but the largest number of jobs at 1103 and annual average wages of $37,682. The Health Care & Social Assistance sector has 32 establishments with 509 jobs and annual average wages of $28,584. The highest paying sector is Construction with annual average wages of $43,595. Another high wage paying sector is the Transportation & Warehousing sector with annual average wages of $35,013. Key Industries Marshall County is home to some very well performing industries. These industries may be a part of existing or emerging clusters. For identifying key industries and clusters, three criteria were used: 1. Location Quotient – Location quotients (LQ) for industries at 6-digit NAICS level were calculated with US industry employment as base. The cutoff for LQ was taken as 1.25 (based on previous studies, especially Cortright 2003). 2. Average Wages – Average wages at 6-digit NAICS codes were compared to US average wages. If any industry has average wages 10% above the US average, it is considered to be a good performing industry. 3. Growth Rate – Growth rates for the employment were calculated over a three year time period from 2003 to 20064; a growth rate above 5% is considered to be an indicator of good industry performance. Any industry that satisfies one of these three conditions is either a good performing industry or an industry with good potential for growth. There may or may not be a cluster existing in a region for every good performing industry, but if there are good performing industries, a cluster may emerge in the near future. (For further details of methodology, please see Appendix B).

There were two reasons for selecting 2003 as the base year. 1) The numbers were more likely to be free from 9/11 impacts as compared to 2001 or 2002 numbers. 2) NAICS definitions changed in 2002, so it was very difficult to bridge between 2002 & 1997 codes for some industries.

MARSHALL COUNTY Industries with High Growth Rates Most of the industries with high growth rates are local instead of traded5 industries in Marshall County. The highest growth rate is for the Fertilizer, Mixing Only, Manufacturing sector (NAICS 325314) but it has only one establishment. Other sectors with high growth rates are the Offices of Physical, Occupational and Speech Therapists, and Audiologists sector and the Business Associations sector. MARSHALL COUNTY Industries with High Location Quotient The sector Travel Trailer and Camper Manufacturing (NAICS 336214) has the highest LQ in Marshall County of 365.22. The Gypsum Product Manufacturing (NAICS 327420) and Fertilizer, Mixing Only, Manufacturing (NAICS 325314) sectors also have high LQ. Four out of the top ten sectors with high LQ are a part of the Agribusiness cluster and two others are a part of the Chemicals and Chemical-based Products cluster. MARSHALL COUNTY Industries with Wages Higher than National Averages The county’s Local Health Services have average wages higher than the national averages. The Offices of Chiropractors sector has wages about 80% higher than national averages, and the Offices of Physical, Occupational & Speech Therapists and Audiologists sector has wages about 50% higher than the national averages. This may be because of two reasons – this sector is a well performing industry with higher profits and they pay higher wages, or there is shortage of labor so to retain employees they have to pay higher wages. Shift Share Analysis Shift share analysis breaks down changes in employment (growth or decline) over a period of time into three components: national growth share, industry mix share and local share. This analysis is used to account for the competitiveness of a region’s industries and to analyze the local economic base7. National Growth Share This is the share of growth (decline) in local employment that can be attributed to growth (decline) in employment at the national level. National Growth Share = Employment in base year * National employment growth rate Industry Mix Share This is the growth (decline) in employment in the region that can be attributed to the growth (decline) in that particular industry at the national level. Industry Mix Share = Employment in base year *(Industry’s National Growth rate – National employment growth rate) Local Share This is the share of growth (decline) in employment in a region that can be attributed to the competitiveness of a region. Local Share = Employment in base year *(Region’s industry growth rate – National Industry growth rate) The industry with the highest local share in growth is Travel Trailer and Camper Manufacturing. The employment in the sector increased by 411, and 370 of those jobs were due to local growth (Table 14). The second highest growth in employment was in Nursing Care Facilities. In this sector there was a net growth of 104 jobs, of which 103 were attributable to local growth in the region.

Clusters in Marshall County Traded Clusters An Agribusiness and food processing cluster may exists in Marshall County. The cluster has a growth rate of 11.11%, LQ of 1.92 and wages around 4% more than national average. Forest & wood products cluster has a very high growth rate of 18.44 % but has considerably wages than the rest of the nation. Also, the Business & Financial Services cluster has a high growth rate of 9.75 but low LQ & wages. Investments into these sectors should be considered to make them more competitive.
