08 – A RESOLUTION TO DECRIMINILIZE MARIJUANA Respectfully submitted by Canton South High School 1 Whereas, Cannabis Sativa is not a physically addictive substance by nature but can 2 become so by addictives used in the “black market”. Legalized Marijuana would 3 not contain such addictives. 4 5 6 7 8

Whereas, Medical Marijuana has been found to have beneficial effects for the following ailments: Alzheimer's disease, Amyotrophic lateral sclerosis, Diabetes mellitus, Dystonia, Fibromyalgia, Gastrointestinal disorders, Gliomas, Hepatitis C, Human Immunodeficiency Virus, Hypertension, Incontinence, Multiple sclerosis, Osteoporosis, Pruritis, Rheumatoid arthritis, Sleep apnea, and Tourette's syndrome.

9 (Research done by Dr. Dale Gieringer, Dr. Gregory Carter, Dr. Steven Karch, and 10 Mitch Earleywine) 11 Whereas, Canniboids have been restricted from the same medical shelves that 12 hold much more deadly pharmaceuticals. 13 Whereas, Strains of Cannabis (Hemp) can used utilized to make clothing and 14 other apparel, while these strains contain less then 1% Tetrahydrocannabinol 15 (THC, the psychoactive agent in Marijuana). 16 Whereas, industrial hemp opens myriad doors to creating more environmentally 17 conscious apparel due to its short growing cycle. Also, hemp delivers a much 18 higher per/acre yield then cotton, and in a short growing cycle of 100 days. 19 Whereas, the legal status of Marijuana crowds jails and prisons for a “consensual 20 crime”. That is, to say, that it is a victimless crime. 21 Whereas, professional research has found no correlation between violent crimes 22 and Marijuana. 23 Whereas, Canada has both lower crime rates, and legalization of Cannabis Sativa. 24 Whereas, California alone consumes between $875 million and $2 billion of 25 Marijuana annually, taxing it in California alone would yield $70 million to $120 26 million per year. 27 (Research done by the Measure Z policy oversight committee) 28 THEREFORE BE IT RESOLVED, that Marijuana and other Canniboids be 29 decriminalized, for both recreational and industrial means.
