Good day!

I am writing this letter to formally ask permission from your good office for the reissuance and release of the 2018 MOOE Fund checks for Senior High School under Compostela District which had not yet been claimed. The said check were initially issued under my name and I was only informed on the last week of December 2018 to claim the checks. The previous policy on the procurement and liquidation was to attach Sales Invoices/ Official Receipts that must be dated 2018 up until January 5, 2019. Due to that technicality that I only had 2 weeks to work out on the disbursement of such large amount of School MOOE Fund, I had not claimed the checks. The usual regular monthly downloading of MOOE Fund for Senior High School of Compostela National High School – Day Class was Php210,166.00.

During the 2nd Executive Conference (ExeCon) 2019 last March 27, 2019 at DepEd – Ecotech Center, I had raised the above concern and it was answered by Mam Riann C. Villamante, Division Accountant through Dr. Cartesa M. Perico, Assistant Schools Division Superintendent, that the unclaimed 2018 MOOE checks would still be allowed for reissuance and that we would be able to utilize it for 2019 Expenses specifically stating it is okay to use 2019 dated Official Receipts. This is in line with the issuance of DepEd Memo No. 2, s. 2019 with the dissemination of Joint Resolution No. 3 "Extension of the Availability of Maintenance and Other Operating Expenses & Capital Outlay 2018 from December 2018 to December 2019, schools may request their unutilized 2018 budget. In connection with this, I am requesting further from your good office that the unutilized 2018 MOOE Fund checks for Senior High School would be reissued under the names of their school heads: Mr. Luis R. Arioja, Principal of Compostela NHS-Day Class and Cefrelyn P. Sotto, School Caretaker of Compostela NHS-Evening Class. Since they are the School Heads and they don’t have any pending unliquidated cash advances, they are qualified to receive another cash advances.

Also, they can focus on the needs of the school and have closest supervision in the division of work for the realization of immediate procurement and liquidation of the said MOOE Funds. Rest assured, the 2018 MOOE Funds would be utilized in the improvement of the school in line with the Approved 2018 School Operating Budget (SOB). I am hoping for your favourable approval and consideration on this letter request. Thank you and more power!
