Title

This act shall be known as “The Prostitution

Declaration of Principles The promotion of social justice shall include the commitment to create economic opportunities based on freedom of initiative and selfreliance.

The State shall afford full protection to labor, local and overseas, organized and unorganized, and promote full employment and equality of employment opportunities for all. It shall guarantee the rights of all workers to self-organizations, and peaceful concerted activities, including the right to strike in accordance with law. They shall be entitled to security of tenure, humane conditions of work, and a living wage. They shall also participate in policy and decision-making processes affecting their rights and benefits as may be provided by law. The State shall promote the principle of shared responsibility between workers and employers and the preferential use of voluntary modes in settling disputes, including conciliation, and shall enforce their mutual compliance therewith to foster industrial peace. The State shall regulate the relations between workers and employers, recognizing the right of labor to its just share in the fruits of production and the right of enterprises to reasonable returns on investments, and to expansion and growth. To legalize prostitution in the Philippines

Objectives

To monitor and decrease the spread of venereal diseases To be able to earn income from taxation To protect public morals by imposing certain restrictions in prostitution

Definition of Prostitution- defined by the revised penal Terms code as performing sexual intercourse or acts of lasciviousness in exchange of a fee.

Venereal Diseases- diseases that can be passed to other persons through sexual contact like AIDS, gonorrhea, herpes and syphilis. These diseases are named after Venus, the Roman goddess of love. Red Light district- an area or district in a city in which many houses of prostitution are located License- formal permission froma governmental or other constituted authority to do something, as to carry on some business or

Brothel- a building where prostitutes are located Policies- a course of action adopted and pursued by the government, ruler, political party, etc. Tax- burdensome charge, obligation, duty or demand.

Only women aged 18 and above can go into this business. All prostitutes are required to register with the Bureau of Public Health. If found healthy upon medical examination, they will be issued a health certificate which will serve as their license. Two medical examinations per week on licensed prostitutes are going to be performed by medical authorities tasked to personally visit prostitution houses. Red house maintainers are then obliged to turn over women infected with venereal diseases to the nearest hospital.

Prostitution houses will be charged with a monthly license fee: Php 20,000.00 for first class red houses and Php 10,000 for third class red houses. Prostitutes are also required to pay taxes. Brothel- operators are required to provide condoms to its employees and costumers Renewal of license per two months for prostitutes and per year for brothels is also required Prostitute houses should be relocated in the red light district and these red light districts should be placed far from residential areas

Prohibited Acts Having minors in the business Failure to present licenses for both prostitutes and brothels Failure to have a medical check-up (prostitutes) Soliciting clients in public Conversing with men/women in public and acting in a vulgar manner Failure of renewal for both prostitutes and brothels.

Penalties Reclusion Perpetua or Lifetime Imprisonment for brothel-operators that allow minors to do this business Failure to comply licenses and renewals be fined Php 100,000.00 and jail imprisonment from five (5) to eight (8) years. If a prostitute is guilty of having a venereal disease and not turned over to the nearest hospital will entitle the brothel operator to a fine of Php 500,000.00 in moral damages and ten (10) to twenty(20)

Anyone guilty of soliciting clients in public and conversing with men/women in public and acting in a vulgar manner will be fined Php 50,000.00 Brothels outside the red light district will be demolished and brothel-operator will be fined Php500,000.00 and will be life imprisoned

Seperability Clause If any provision of this Act shall be held unconstitutional, other provisions not affected thereby shall remain valid and binding.

Repealing All laws, decrees, Clause executive orders, implementing rules and regulations or parts thereof, inconsistent with the provisions of this Act are hereby repealed, amended or modified

Effectivity Clause This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in at least two (2) newspapers of general circulation.
